As a non-profit organization that strives to support a vibrant commercial district in Sunnyside, we connect property owners and merchants alike to valuable resources that enhance your success. We reCognize that the details of this plan are still being determined. We write today to make several recommendations for you to consider as you work to address both the achievement gap in academic, social and physical skill areas and the regression of life among the approximately 200,000 students with Individualized Education Programs (IEPs). Unlike other students, this population of Children may never catch up on what was lost during the days of remote learning. With regard to the effort to provide families the option of blended or remote instruction models, appropriate staffing has beCome a Challenge, partiCularly for students with IEPs. This has been detailed in the press and in testimony from parents and other stakeholders at the joint Committee hearing of the New York City Council on the reopening of sChools (10/23/20). Additionally, parent-led advocaCy Consulting group, SpeCial Support ServiCes reCently released a report that surveyed 1,100 parents whose Children require speCial education serviCes during the initial sChools reopening, OCtober 7-26. In this report, parents desCribed numerous ways in whiCh IEP serviCes were not provided or partially provided. The following issues were identified: 1. Cuomo Governor, State of New York Executive Chamber, State Capitol Albany, NY 12248 Dear Governor Cuomo: We urge your attention to the growing challenges that acute, intermediate and long-term care facilities, including nursing homes and those that provide care for children and adults with intellectual or developmental disabilities, across the state face concerning recruitment and retention due to the COVID-19 pandemic. Rising COVID-19 infection rates are poised to test new surge capacity plans at hospitals and long- term care facilities throughout rural, suburban and urban New York. We are now armed with a better understanding of the virus, and of treatments and interventions, than we were at the start of this pandemic. Yet statistics, unfortunately, indicate that New York could face the long-feared scenario of health facilities statewide being overrun by coronavirus patients and COVID-19-related safety measures which would hinder access to care and potentially cost lives despite breakthroughs in medical treatments for COVID-19. One of the greatest challenges for health facilities is the recruitment and retention of staff, from doctors and nurses to support staff, nurse assistants, janitorial staff and others. Many facilities faced difficulties with staff recruitment and retention prior to the start of the pandemic, proving that this is a long-term issue that the State must reckon with. The COVID-19 pandemic has greatly exacerbated the situation and we must swiftly provide a plan to remedy it. New York State must use funding provided to the State by the Coronavirus Aid, Relief, and Economic Security (CARES) Act to support health care staffing.

Cuomo Executive Chamber The Capitol Albany, New York 12224 Dear Governor Cuomo: We write to request the immediate release of $5 million to the “Metropolitan New York Coordinating Council on Jewish Poverty” (known as Met Council) from the 2020/21 Budget Special Public Health Emergency Appropriation Account. As has been widely reported, significant undesignated emergency funds for New York’s food pantries are to be disbursed from this account for expenses in the COVID-19 pandemic. With the Passover holiday starting Wednesday night, Met Council has been working overtime as New York’s only kosher food bank to provide nutrition, tradition, and dignity to vulnerable kosher New Yorkers. This past month alone, they have distributed millions of pounds of free food to 149 distribution sites across New York despite the greatest challenges. Temporary workers are replacing elderly volunteers to keep their warehouse and pantries open. And despite cancelled produce shipments, disrupted supply chains and spikes in the wholesale price of food staples, Met Council is continuing service to 225,000 existing clients and 40 regular food pantries while mobilizing emergency food to thousands of additional families facing new financial hardship. Met Council has even taken it upon themselves to provide homebound Holocaust survivors with food deliveries directly to their homes. Through a new warehouse that they have secured, and with limited private funding, Met Council just launched a pilot with Uber that is delivering food directly to the homes of 500 Holocaust survivors. New York State has reported the highest numbers of confirmed COVID-19 cases in the United States and that number is growing exponentially. Shortages of basic medical supplies are seriously impacting the state’s ability to respond to this crisis. While government officials and media outlets report shipments of personal protective equipment (PPE), hospitals, nursing homes, and health systems are experiencing a dire shortage of these supplies. Worse yet, a lack of testing materials prevents many communities from ascertaining the full extent of the pandemic. Sadly, most local public health officials do not have clear information as to when supplies will arrive. This on-the-ground reality puts the lives of patients and healthcare personnel in danger. Medical professionals' time intended for preparedness, response, and patient care is instead consumed by navigating breakdowns in the supply chain, altering and re-altering policies around PPE use, and retraining healthcare personnel in increasing tiers of crisis-standard utilization.
