2019 WCIT Trade Summit Speakers

Edward Alden Edward Alden is an author, professor, and fellow at the Council on Foreign Relations (CFR). His most recent book is Failure to Adjust: How Americans Got Left Behind in the Global Economy. His first ​ ​ ​ ​ book, The Closing of the American Border: Terrorism, Immigration and Security Since 9/11, was a finalist ​ ​ for the J. Anthony Lukas book prize. Edward was project director for the CFR’s Independent Task Force report, The Work Ahead: Machines, Skills and U.S. Leadership in the 21st Century. He has also directed ​ ​ CFR Task Forces on U.S. trade policy and immigration policy. He is currently a visiting professor at Western University. He has testified before Congress numerous times, written widely for major newspapers including , Washington Post, and Wall Street Journal, and ​ ​ ​ ​ appeared on CNN, CNBC, MSNBC, , PBS News Hour, and Bloomberg Surveillance. Prior to joining the CFR, Mr. Alden was the Washington bureau chief for the . ​

Spencer Cohen, Ph.D., Senior Economist, Community Attributes Spencer Cohen serves as Senior Economist with Community Attributes Inc., a Seattle-based research and data analytics consulting firm. He has extensive experience in industry and market analysis, regional economic development policy, economic impact modeling, and issues related to international trade and foreign direct investment. Cohen is fluent in Mandarin Chinese, having lived and studied in China and conducted doctoral research there. He has in-depth knowledge of China-related economic and political issues, both in China and as they relate to the Pacific Northwest. His doctoral research focused on land use policy and urban government finance in China. Previously, he served as senior policy advisor for the Washington Economic Development Commission.

The Honorable Suzan DelBene st U.S. Rep. Suzan DelBene (D-WA) represents Washington’s 1 ​ Congressional District and is an advocate of ​ the technology innovation that defines the region. She previously served as an executive at Microsoft, held leadership positions at several software and biotechnology companies, and is a supporter of clean energy innovation that will both protect Washington’s environment and better position its economy for the future. A member of the House Ways and Means Committee and the Select Committee on the Modernization of Congress, Rep. DelBene is a leader on trade issues and is vice-chair of the .

Dorothy Dwoskin, Principal, d2Strategies LLC Dorothy Dwoskin is an independent consultant on international economic and trade issues with extensive government and private sector experience. From 2007 to 2017, she was Senior Director of Global Trade Policy and Strategy for Microsoft. In addition to leading trade support to Microsoft subsidiaries, she worked with Congress and the executive branch on trade issues of concern to Microsoft (e.g., China, the digital agenda, intellectual property rights, standards, services, and cloud policy). Prior to joining Microsoft, Dorothy had a long career at the Office of the U.S. Trade Representative (USTR). Her last post was as Assistant USTR for the World Trade Organization (WTO) and Multilateral Affairs, responsible for multilateral trade negotiations and policy matters before the WTO and OECD. She was a senior member and coordinator of the team for the Doha Round and prior to that the Uruguay Round of GATT negotiations, participating in negotiations that resulted in the creation of the General Agreement on Trade in Services and leading the negotiating team on goods market access.

Freya Jackson, Counsellor, British Embassy in Washington D.C. Freya Jackson is the Counsellor and Head of the Global and Economic Policy Group at the British Embassy in Washington, DC. She joined the Embassy team in July 2016. Freya leads the Embassy’s teams covering a wide range of issues including trade, investment and economic policy, environment and energy, transport and science, and research and innovation. Prior to joining the Embassy, Freya led the Foreign Policy Team in the National Security Secretariat of the UK’s Cabinet Office. Previously she was the Senior Foreign Policy Adviser during the UK’s Presidency of the G8 in 2012.

The Honorable th U.S. Rep. Derek Kilmer (D-WA) represents Washington’s 6 ​ Congressional District and is a noted and ​ experienced business and economic development advocate. Kilmer is the newly-elected chairman of the influential , a centrist, pro-businesses caucus. Kilmer is a three-time recipient of the Washington Economic Development Association’s LEADER award and has been recognized by several veterans' organizations for his support of U.S. troops and families. Rep. Kilmer serves on the House Appropriations committee and several subcommittees and has championed bipartisan efforts to use federal research dollars to spur innovation and job growth.

The Honorable Mickey Kantor Mickey Kantor is a former Secretary of the U.S. Department of Commerce and served as U.S. Trade Representative during the Clinton Administration. Currently a partner at the law firm Mayer Brown, his practice focuses on international corporate and financial transactions. He has extensive experience in market access issues, as well as the expansion of client activities in foreign markets through trade, direct investment, joint ventures, and strategic business alliances. Kantor has been called “arguably the finest trade negotiator in the world” (Chambers Global 2006) and is said to be “blessed with fantastic political insights and connections” (Chambers USA 2007).

Bill C. Lane, Executive Director, Trade for America A 40-year veteran of Caterpillar, Inc., Bill Lane is the Executive Director of Trade for America, a coalition supporting the modernization of NAFTA and KORUS. He is also Chairman Emeritus of the U.S. Global Leadership Coalition, which supports U.S. funding for diplomacy and development. While at Caterpillar, Lane was responsible for the company’s advocacy in support of competitiveness, trade liberalization, and economic growth. From supporting free trade agreements to opposing unilateral sanctions and protectionist schemes, Lane has been center stage during many of the most contentious trade debates of the past three decades. From 2004 through 2015, Bill was named one of Washington’s top corporate lobbyists by The Hill newspaper. In 2016, he was awarded the Washington International Trade Association's Lighthouse Award. Bill is a Penn State Alumni Fellow and chairs the Penn State Global Advisory Council. He is also a Wall Street Journal contributor.

The Honorable nd U.S. Rep. Rick Larsen (D-WA) represents Washington’s 2 ​ Congressional District and is an advocate for ​ Washington state’s competitiveness in international markets. He’s worked tirelessly to champion export and promotion programs that create jobs by linking small businesses with local, state, and federal resources that help them sell their products and services overseas. He was instrumental in helping reauthorize the Export-Import Bank to provide critical financing to help businesses of all sizes succeed in the global marketplace. Rep. Larsen is co-chair of the bipartisan U.S. China Working Group.

Tineke Guerrero Meeuws, Trade Compliance Manager, Brooks Sports Inc. Tineke Guerrero Meeuws has spent the last nine years focused on integrating trade compliance into the business cycle, from design to product fulfillment, at Brooks Sports, Inc. She serves as an in-house resource and ensures internal customs controls and procedures are efficient and compliant. She seeks opportunities to minimize trade costs while maintaining a strong internal compliance program. In 2013, she implemented a foreign trade zone (FTZ) in Sumner, Washington, and last year activated a second FTZ in Indianapolis, Indiana. In 2014, Tineke led efforts to implement a first sale duty savings program with Brooks’ primary suppliers and achieved Tier III status in US Customs’ CTPAT program during the company’s last two validations. Her team manages customs compliance in the U.S., Canada, and Japan and supports Brooks’ global imports and exports. Previously, Tineke spent four years as a Worldtrade Management Services Associate at PricewaterhouseCoopers.

John G. Murphy, Senior Vice President for International Policy, U.S. Chamber of Commerce John G. Murphy directs the U.S. Chamber’s advocacy relating to international trade and investment policy. Since joining the Chamber in 1999, Murphy has led its successful campaigns to win congressional passage of trade agreements with a dozen nations, including Colombia, Panama, and South Korea in 2011, as well as Trade Promotion Authority in 2015. Murphy also plays a key role in the Chamber’s advocacy for international business priorities before Congress, the administration, foreign governments, and the World Trade Organization. From 2001 to 2008, Murphy served as the Chamber’s Vice President for Western Hemisphere Affairs and as Executive Vice President of the Association of American Chambers of Commerce in Latin America (AACCLA). In 2008, he received AACCLA’s Eagle of the Americas award, which is given annually to the individual who has “done the most to advance our mission of increased trade and investment between the United States and Latin America.”

Lori Otto Punke Lori Otto Punke is President of the Washington Council on International Trade (WCIT), which advocates for trade and investment policies to increase the competitiveness of Washington state workers and businesses. Lori also leads LOP Strategies, a public affairs consulting firm. She previously held a variety of public affairs positions at Starbucks and Microsoft and served as a senior technology policy advisor to U.S. Senate leadership. She is chair of the Seattle chapter of GenNext and was previously a member of the NASDAQ Public Policy Advisory Committee. Lori earned her B.A. from George Washington University and studied international relations and political science in London and Madrid. She is an avid runner and has completed 10 marathons and two Ironman triathlons.

Michael Punke, Vice President of Public Policy, Web Services Michael Punke joined Amazon Web Services in 2017 as Vice President of Public Policy. A writer, policy consultant, attorney, former Deputy United States Trade Representative and US Ambassador to the World Trade Organization in Geneva, Switzerland, Michael has worked on international trade issues extensively in the public and private sector. He is also the author of The Revenant: A Novel of Revenge, which was adapted into 2015's Oscar-winning film The Revenant. Michael is a WCIT board member.

David Roth, Senior Manager, Global Trade Policy, Amazon ​ David Roth, Amazon's Senior Manager of Global Trade Policy, previously served as Senior Policy Analyst to the Office of the U.S. Trade Representative, specializing in investment matters related to the European Union (EU). He participated in negotiations on the Transatlantic Trade and Investment Partnership (T-TIP) agreement and the U.S.-EU Privacy Shield, as well as intellectual property, telecommunications, digital trade, services, and labor matters. Prior to his time with the U.S. government, David represented multinational clients on a wide range of international trade and investment-related matters as a lawyer at Holland & Knight.

The Honorable , M.D. U.S. Rep. Kim Schrier represents Washington’s 8th Congressional District, which includes much of King, Pierce, Kittitas, and Chelan Counties and portions of Douglas County. Prior to being elected to Congress on November 6, 2018, Kim spent her career as a pediatrician in Issaquah, Wa., working with children across the Puget Sound region and helping families navigate the health care system. In Congress, Kim uses her expertise to inform her work on issues that improve the lives, health, and wellbeing of children. As the only woman doctor in Congress, Kim brings a critical voice to issues related to health care.

David Tang, Managing Partner, K&L Gates David Tang is the Managing Partner, Asia, for the K&L Gates law firm. He focuses on foreign investment, cross-border financings, mergers and acquisitions, and real property related transactions. He has more than 30 years of transactional experience in the Greater China market. David was managing partner of Preston Gates & Ellis from 1995 – 1999, a predecessor law firm to K&L Gates. He was named in the China Business Law Journal’s A-List of 50 Elite Lawyers for the China Practice and is also included in Best Lawyers and the International Who’s Who of Business Lawyers for Corporate Law and Real Estate Law. David served on the Board of the Federal Reserve Bank of San Francisco from 2002 – 2008 and as its Chair from 2006 – 2008. He currently chairs the American Bar Association Task Force on Trade in International Legal Services.

Kate Tynan, Vice President, Northwest Horticultural Council Kate Tynan joined the Northwest Horticultural Council (NHC) as its vice president in January 2015. She works on a range of federal and international policy and regulatory issues. Tynan serves on the Advisory Board for the Washington Council on International Trade, the North American Trade Committee of the Canadian Produce Marketing Association, the U.S. Apple Association’s Food Safety Committee and Education Committee, the United Fresh Produce Association Food Safety and Technology Council, and is the vice chair for the Alliance for Food and Farming. Prior to joining the NHC, Kate served in Washington, D.C., as legislative director for former U.S. Rep. of Washington state, with an issues portfolio that included agriculture and trade.
