  • Legislative Report Card
2018 LEGISLATIVE REPORT CARD LEADERS OF A BEAUTIFUL STRUGGLE 1 Greetings, Thank you for engaging Leaders of a Beautiful Struggle’s 2018 Legislative Report Card. As Baltimore’s grassroots think tank, we pride ourselves on providing public accountability and transparency regarding both our elected officials and public policy issues. Our unapologetic Black political analysis and policy training allows us a unique opportunity to guide the Baltimore community through the complex political terrain. To establish a more racially equitable Baltimore it is essential that we have honest and straightforward conversations about the structural dynamics that have often plagued our city. The lesson from the 2015 Baltimore Uprising is that when we fail to invest directly in our communities, the entire region suffers politically and economically. LBS’ values are grounded in the fundamental idea that the Black community can self-determine it’s trajectory when given the appropriate resources and structure to do so. We should not simply wait for our elected officials to do the right thing when they are in office. We elect them, and therefore, we should be the judge that assesses whether or not they are working in our best interests. This report card, the first of its kind produced by our organization, hopes to move our city in that direction. Founded in 2010, Leaders of a Beautiful Struggle has been a consistent voice in Annapolis on a litany of public policy issues – particularly criminal justice reform. What you’ll read is this document are our analyses of what legislators have done during their 2014-2018 terms as state legislators.

  • Advocate for Redistricting Reform
Advocate for Redistricting Reform Baltimore City LWV and Baltimore County LWV are teaming up to advocate for redistricting reform, one of the State League’s top priorities. If you received this email, it is because your State Senator is a member of the Senate Education, Health and Environmental Affairs Committee OR your State Delegate is a member of the House Rules and Executive Nominations Committee. We are asking you to reach out to your senator or delegate about two bills. The Senate EHEA committee has already held a hearing (2/28) on SB 90 Elections - Legislative and Congressional Redistricting and Apportionment - Commission and Process and SB 110 -Congressional Districts - Standards. We are concerned about these bills not being passed out of Committee, so we are asking that you call or email your representative on the Senate EHEA committee as soon as possible to urge them to vote favorably on these bills to move them out of Committee. The House Rules and Executive Nominations Committee will be holding a hearing on March 4 on the cross-filed HB 43 Elections - Legislative and Congressional Redistricting and Apportionment - Commission and Process and HB 463 - Congressional Districts Standards (Anti-Gerrymandering of Maryland's Congressional Districts). Please call or email your representative that Committee with the same message – urge them to vote these bills out of Committee. Promoting Maryland Architecture Since 1965 11 February 2020 The Honorable Dereck E. Davis House Economic Matters Committee House Office Building Room 231 Annapolis, Maryland 21401 Re: Letter of Support for HB0349 Occupational and Professional Licensing - Service Members, Veterans, and Military Spouses - Revisions to Reciprocity Requirements Dear Chairman Davis and Members of the Economic Matters Committee: AIA Maryland represents nearly 2,000 Registered Architects in the State of Maryland and we offer our support of House Bill 349 to grant licensing reciprocity to our colleagues with one year of professional experience who are service members, veterans and their spouses. We ask that the committee support this bill to honor, respect and pay tribute to the service and sacrifice that our service members and their families have given and made for us. AIA Maryland recognizes and appreciates the significant challenges our service members, veterans and their families have undergone due to deployment, the time commitment of service, relocation and other hardships they have endured through their efforts on our part. We thank and appreciate these colleagues for what they have given in the work and efforts that they have made at often difficult and critical times for our country and us. AIA Maryland, and its membership, works to maintain and improve the quality of Maryland’s built environment, including our efforts that enhance public health, safety, and welfare. We recognize the efforts our service member colleagues have made and want to make it easier for them so they can similarly serve our state in their professional work. • MARYLAND PRIMARY: WINNERS and LOSERS by Josh Kurtz
6/28/2018 MARYLAND MATTERS MARYLAND PRIMARY: WINNERS AND LOSERS By Josh Kurtz It’s all over but the shouting – and the counting of absentee and provisional ballots. And the recounts. And the finger-pointing. With the Maryland primary now behind us, it’s time to consider the winners and losers of the day – and those who fell somewhere in between. WINNERS Ben Jealous The new Democratic nominee for governor has eyed a political career in Maryland for a long time, and now it’s his moment. His margin of victory in the nine-way primary surprised even his own team, and his general election fight with Gov. Lawrence J. Hogan Jr. (R) will attract national attention – and even more national progressive support and financing than before. It’s easy to imagine he’ll have a national profile if he wins. And he just may be able to remake the creaking Democratic establishment along the way. Larry Hogan He continues to prove himself as one of the most skillful and lucky politicians in the land. He used his vast political resources and the bully pulpit of his office brilliantly leading up to the primary, and has already begun his assault on Jealous as a “tax-and-spend” liberal who is too risky a choice for our state – a theme he and his team will repeat 10 times a day. Additionally, Hogan decided to play in two Republican primaries, and he won both of them: Retired police officer Jack Bailey ousted state Sen. Stephen L. Waugh in St. Mary’s County, and state Insurance Commissioner Alfred W.

Labor and Employment Minimum Wage Increase (“Fight for Fifteen”) Continuing a nationwide effort, Fight for Fifteen labor advocates reintroduced legislation to increase the state minimum wage to $15.00 per hour by July 1, 2024. The bill would eliminate a tip credit for employers who employ tipped employees, and was strongly and successfully opposed by Maryland full service restaurants. Maryland is one of 29 states that mandates a minimum wage higher than the federal minimum wage of $7.25 per hour. Only seven states require employers to pay the full state minimum wage before tips. Senate Bill 543/House Bill 664, introduced by Senator Richard Madaleno (D-Montgomery County) and Delegate Shelly Hettleman (D-Baltimore County), received significant opposition from Maryland businesses who already face an increasing wage to $10.10 per hour, beginning July 2019. Advocates were not successful in moving this bill in either the House of Delegates or the Senate, although a push is expected again next year. There were several other pieces of legislation introduced this session to increase the state minimum wage rate or to index it including: Senate Bills 235 and 1019, both sponsored by Senator Barbara Robinson (D-Baltimore City), and Senate Bill 368, sponsored by Senator Nathaniel McFadden (D-Baltimore City), all of which failed due to lack of action by the legislature.
