Prayer was offered by Senator Matt Huffman, followed by the Pledge of Allegiance to the Flag. The journal of the last legislative day was read and approved. H. B. No. 222 -Representatives Stoltzfus, Howse, et al. To amend sections 4506.09 and 5747.98 and to enact sections 122.91 and 5747.82 of the Revised Code to authorize a temporary income tax credit for an employer's expenses to train a commercial vehicle operator and increases the commercial driver's license skills test fee charged by the Department of Public Safety. To the Committee on Ways and Means. Sub. H. B. No. 277 -Representatives Plummer, West, et al. To amend section 2933.81 of the Revised Code to revise the law governing the electronic recording of custodial interrogations. To the Committee on Local Government, Public Safety and Veterans Affairs. Sub. H. B. No. 421 -Representatives Smith, T., Blair, et al. To amend sections 2744.01, 2744.02, 2744.05, and 4973.17 of the Revised Code to provide a municipal corporation or county immunity from civil and criminal liability in any action that arises from a hospital police officer acting directly in the discharge of the person's duties as a police officer and that occurs on the premises of the hospital or its affiliates or subsidiaries or elsewhere in the municipal corporation or county and to modify the definition of "emergency call" and the defenses to a political subdivision's liability for a peace officer's negligent operation of a motor vehicle. To amend sections 9.87, 2743.02, 2744.01, and 4123.68 of the Revised Code to make temporary changes related to qualified civil immunity for health care and emergency services provided during a government-declared disaster or emergency and for exposure to or transmission or contraction of certain coronaviruses, to expand the definition of "governmental function" regarding political subdivision tort liability in relation to emergency declarations, to expand state immunity to include actions undertaken under a duty during the COVID-19 pandemic, to make COVID-19 contracted by certain employees an occupational disease under the Workers' Compensation Law under specific circumstances, and to declare an emergency. To require the Tax Commissioner to administer a temporary amnesty program from January 1, 2021, to March 31, 2021, with respect to delinquent state-administered taxes and fees, to credit most collections to the Budget Stabilization Fund, and to repeal Section 1 of this act on May 16, 2021. No. 318 -Senators Kunze, Williams To amend Section 1 of S.B. 30 of the 133rd General Assembly to extend the Women's Suffrage Centennial Commission until December 31, 2021. To amend Section 265.210 of H.B. 166 of the 133rd General Assembly, Sections 16 and 17 of H.B. 197 of the 133rd General Assembly, and Section 7 of S.B. 216 of the 132nd General Assembly to make changes to education law for the 2020-2021 school year in response to implications of COVID-19, to require the Department of Education to make an additional payment in fiscal year 2020 or 2021 to certain school districts that experience a decrease in the taxable value of the district's utility tangible personal property, to permit furloughing of certain school employees through June 30, 2021, and to declare an emergency. Klein, whose term expired.
