Housing Need

• The council have undertaken an evaluation over the last few years as to the need for housing in the District. In 2012 the conclusion was that a minimum of 5.400 new homes will be required, this equates to 600pa.

• Every Council is required to identify enough suitable land to provide for 5 years. East Lindsey District Council has recently confirmed that they do not have a 5 year supply. (East Lindsey 5 year Housing Supply Position Statement 1st April 2013).

• The Coastal Strategic Housing Market Assessment (2012) identifies a significant need for affordable housing in the District.

• It is clear that there is a substantial need for houses to meet the present and future needs of the community within East Lindsey .

Why is the site suitable for development? Settlements like Horncastle provide opportunities to help meet the housing shortage. The site is sustainably located with easy access to the town centre, primary school, existing community amenities and public transport network. 03 Langton Hill, Horncastle EXISTING CHARACTER

The East Lindsey Landscape Assessment 2009 provides a detailed assessment of the landscape character around Horncastle. The site falls within Wragbury to Horsington Cale Woodland and Farmland.

Landscape characteristics • An open, fluted and gently rolling broad vale intersected with small valleys draining mostly into the fens to the west and a few towards the Wash Basin in the south. • A patchwork of medium to large mixed agricultural fields, with smaller pastoral fields in irregular patterns around small villages and hamlets. • Trees are an important element in the landscape with scattered ancient lime woods, small mixed deciduous and coniferous woodland blocks and strips, as well as frequent hedgerow trees. • The River Bain extends across the south eastern edge of the area. It drains Site towards the Wash Basin and is partially contained by embankments. • An irregular network of winding drove roads and tracks. • A distinctive intact and peaceful rural landscape with very few detractors.

The Lincolnshire Design Guide for Residential Development seeks to describe the ways in which good design can protect and enrich the character of the District and will be referred to within the design. Guidance includes details on:

Visual Analysis

The site lies on the western edge of Horncastle and provides an arrival view to the town for vehicles travelling east along Langton Hill.

To the south of the site, existing properties along Langton Hill have rear views towards and across the site. New residential housing on Osbourne Way and Baggaley Drive borders the site to the east. 3

Existing hedgerows and occasional trees both on and near the site help 2 to filter views from the undulating countryside to the south and west. 1

Historic Maps

The earliest map 1887 shows the site to be part of five separate fields with a footpath running approximately north west – south east. The site is bounded by minor roads to the north and south. With the exception of the rationalisation of the field boundaries and the construction of the overhead powerlines in the early 1970’s the site remains largely unchanged up to the present day. The 1887 map records an Old Clay Pit adjacent to the north eastern boundary. The 1904 map records the canal being close to the site. The 1948 map records a number of residential structures along the south eastern boundary and adjacent to the sites north west corner at High Close. The reservoir associated with the malt house is no longer illustrated on the 1971 map. The 2002 map records a covered reservoir approximately 50m beyond the northern boundary and new residential development has occurred adjacent to the eastern and southern boundaries the latter over the former malt house. The 2002 mapping records poultry houses within 40m of the south east site boundary.

The site is sustainably located with easy access to the town centre, existing community amenities and the public transport network. Amenities include a primary school, high school, doctor’s surgery and local shops. The Interconnect 6 bus services call at Lincoln and . There are additional services at peak times, which increase the frequency to typically every sixty minutes. There are bus stops along Langton Hill and Main street. Other services operate to Boston, Louth and . The site is also well placed in relation to existing public rights of way and footpaths into and out of Horncastle.
