Child Abuse Supplement Each year millions of children in this country are battered, bruised, and exploited. A child dies every four hours due to abuse or neglect, the fifth leading cause of death amongst children. For most people, “It’s a problem for someone else.” However, child abuse involves more than just abuser and child. It involves the entire family and community. Generally, abuse is divided into four categories: ● Physical Abuse: A non‐accidental injury of a child. This is characterized by bruises, welts, burns, fractures, bite marks, and sometimes death. ● Sexual Abuse: Any sexual activity with a child. ● Physical Neglect: The failure to provide medical care, appropriate clothing, supervision, housing, food and other basic needs of the child. ● Emotional or Verbal Abuse: An area extremely difficult to define and often untreated. This may involve such behavior as threatening, teasing, insulting, or other attacks on a child’s sense of self‐worth. Child Protective Services is a statewide program available in all geographical areas of the state. The following is a description of Child Protective Services (CPS), their goals, objectives, and services: Eligibility: ● Service is initiated upon receipt of a report alleging child abuse/neglect. Reports are accepted from anyone, including anonymous sources. The child in question remains eligible for the service until it is shown that the child is not suffering from abuse/neglect and is no longer in jeopardy. ● CPS is available without charge and without regard to income. In addition, other Title XX and IV‐ B services, such as, homemaker services, daycare, emergency foster care, and chore services, which are provided in support of the protective service case plan, can be offered without regard to income.

Children and Family Services Goals, Objectives, and Services:

Preventing or remedying neglect, abuse, or exploitation of children To respond to all reports made to DSHS alleging abuse, neglect, or exploitation of children under the age of 18 years. Receive and investigate reports of all alleged abuse, neglect, or exploitation of children, including identification and diagnosis relating to such children. Determine the validity of each report and whether the child in question, and other children in the same care have been, or are, vulnerable, or at risk of abuse, neglect or exploitation. Provide, arrange or refer for counseling and/or therapy for the child, as well as the parents, guardians, or other alleged “abuser(s)”. Cooperative development, or arrangement of training courses for parents/guardians, or referral for them to established programs. Arrange for or provide emergency shelter for children, including runaways (DSHS estimated this figure to be about 1000 annually). Provide, arrange, or refer to legal representation for children when appropriate. Arrange or refer to medical care for abused, neglected, or exploited children and their parents, if parents are indigent. Petition and/or provide information to courts to establish wardship, including protective supervision. Cooperate with out‐of‐state child protective service agencies in the delivery of appropriate services. To cooperatively develop and maintain interagency and interprofessional/paraprofessional agreements (guidelines for cooperation). These agreements are components of liaisons or networks of service for early detection and treatment of child abuse/neglect. Receive substantiated reports through local offices alleging abuse, neglect, or exploitation of children and store such information in the central registry. Process requests and release case information to those authorized by law to receive it. Compile periodical statistical reports. Develop and distribute leaflets, periodic reports, answer inquiries, arrange for, provide or suggest possible speakers for meetings. Present, through the media, a planned public information effort regarding child abuse/neglect.

The program elements will include Homemaker Services, placement in receiving homes, and CPS. Either 24‐hour service or coverage will be available to receive and respond to reports alleging child abuse/neglect.

Refer to appropriate law enforcement agency when:

♦ A crime may have been committed. ♦ A court warrant had been obtained and parents refuse to allow the child to be removed. ♦ A child’s life or safety is in immediate danger.
