    THE AUSTRALIA INSTITUTE Funding Sport Fairly An income-contingent loans scheme for elite sports training Background Australian taxpayers spent more than $97 million on elite sportspeople in 2001-2002 (ASC 2002). A significant proportion of this expenditure went on providing Australian Institute of Sport (AIS) ‘scholarships’ to 673 athletes and grants to national sporting bodies for their elite athlete programs (ASC 2002). Major expenses associated with assistance to elite sportspeople include the provision of training facilities (such as swimming pools and playing fields), coaching, medical advice and international and domestic travel costs associated with competition. While there is no doubt that the Commonwealth Government has a role to play in encouraging excellence in all fields of human endeavour, be they sporting, educational or artistic, there is an important equity issue associated with providing taxpayer funded training to individuals who go on to earn millions of dollars per year from their sporting prowess. As shown in Table 1, sportspeople who make it to the top of some sports earn extremely high incomes. For some, sporting success while young can also be translated into high incomes in later life either through sponsorship, public speaking or commentary positions. Many would question the fairness of a system that delivers huge incomes to a handful of elite sporting stars; but that is how the sports market works. However, there are good grounds for taking action to recover some of the publicly funded costs of training sportspeople who go on to earn very high incomes. In order to address this issue it is proposed that the Government introduce a HECS- type scheme whereby those sportspeople who go on to earn high incomes would be required to repay the costs incurred in the public provision of their training and development.

Of course the Kiwis take on Samoa on Saturday night at Mt Smart, and that one should be a good game too. League legend Olsen Filipaina is taking the ball out, which is pretty cool given he has represented the Kiwis and Samoa. The game I am looking forward to is the Kiwis v Tonga in Hamilton, because there is not going to be a lot of love lost when those two sides meet, after everything that has gone on. Before a ball is kicked I have the Kiwis lunch at the Ellerslie Events Centre to look forward to on Friday. When Pete asked if I would take it on with Gordon Gibbons and Tony Feasey, I foolishly said yes, not want- ing to let Pete down. But in truth Gordon has been amazing and we have an incredible line-up of Kiwis greats taking to the stage, and players with a long history of World Cup and test glory in attendance. I have been to several of Peter’s Kiwis lunches and enjoyed every one of them.

Greater Government efforts to protect Western Australia's mature native forest heritage. The SPEAKER: Order! I do not know whether members have noticed it or not, but at the commencement of sittings it is particularly difficult to hear members in respect of the delivery of petitions and often in respect of notices and the next sets of events that happen. I wonder if we could have a little less background conversation and a little more volume from the members who are making the delivery so that our guests can also hear and understand what is going on. Dr LAWRENCE: The petition continues -- 2. An expanded National Park and Nature Reserve system to include all CALM's proposed reserves with additional areas in the wandoo, southern jarrah and karri forests. 3. An independent inquiry into Western Australia's woodchip/tirnber industries and forest management. 4. Restructuring of Western Australia's woodchip industry so that it only uses sawmill residues and resources from plantations established on already cleared land.     In 1945 the Cannon Hill Stars were formed and operated until 1948. In 1945 the side went through the season undefeated and were the first to do so in Brisbane. The major highlight was Ron Stanton, the halfback, who received the “Courier Mail” Player of the Year Award. In 1952 the current Cannon Hill Stars was reformed and continues its operation until today. Undoubtedly the club has maintained a much larger player base in previous years when teams were fielded in most age groups. The club maintains its objective of giving local youth the opportunity to play Rugby League competitively. It is hoped that, in the near future, this club will again become the hub of Rugby League activities for the Cannon Hill, Morningside, Balmoral and Murrarie areas. Their most famous past player is Wally Lewis but several household names like Bob Lindner, Chris McKenna, and Graham Quinn were also past members of the club.
