April 9Th, 2021 Dear President Biden, I Am Wr The White House 1600 Pennsylvania Avenue NW Washington, D.C., DC 20500 [VIA EMAIL] April 9th, 2021 Dear President Biden, I am writing to deliver a petition, attached to this letter, signed by 29,318 people urging you to put an end to the racial profiling of Asian Americans and Asian immigrants and end the Justice Department’s “China Initiative.” Asian Americans Advancing Justice | AAJC worked with directly impacted persons, who were inspired to take action but chose to remain anonymous due to fear, to launch this petition urging you to immediately end the “China Initiative” and the federal government’s racial profiling and targeting of Asian American and Asian immigrant scientists, researchers, and scholars, particularly by the Department of Justice (DOJ), the National Institutes of Health (NIH), and the National Science Foundation (NSF). We thank you for your public condemnation of racism, xenophobia, and intolerance against Asian Americans and Pacific Islanders in the United States and look forward to the administration's efforts to combat profiling within our federal institutions. Along with almost 30,000 impacted persons, concerned citizens, and community members, we seek to draw your attention to the increasing targeting and racial profiling of Asian Americans and Asian immigrants, particularly those of Chinese descent, who are working in science and technology. Asian Americans and immigrants across the country face not only the deathly impacts of the COVID-19 pandemic and devastating attacks of hate on their most vulnerable, but are also being scapegoated and targeted by law enforcement and the federal government. This fear is only heightened by racist policies and xenophobic rhetoric from public officials fueling this resurgent xenophobia. Under great pressure by former President Donald Trump, former Attorney General Jeff Sessions launched the “China Initiative” in November 2018 to allegedly combat economic espionage for the Chinese government. While the prosecutions of Asian American and Asian immigrant scientists did not begin with the prior administration’s “China Initiative,” the White House mandate increased pressure on federal agencies such as the DOJ, Federal Bureau of Investigations (FBI), and NIH to scrutinize Asian Americans and Asian immigrants based on their ethnicity. 1140 Connecticut Ave., N.W., Ste. 1200, Washington, DC 20036 T 202-296-2300 F 202-296-2318 www.advancingjustice-aajc.org The FBI and the NIH have injected racial bias into our academic institutions encouraging staff to treat Asian American and immigrant scientists and researchers as suspects. The FBI has conducted threat awareness sessions and circulated information on the threat of so-called non- traditional collectors.1 NIH has sent letters to over 10,000 institutions in regards to the threat of intellectual property theft, and conducted investigations that have led to the dismissals, resignations, and terminations of Asian American scientists.2 NIH’s head of extramural research has stated that 82% of those under investigation are Asian American.3 As a result, Asian Americans and immigrants are in fear of being subjected to discriminatory investigations in academic institutions across the country. Despite the DOJ’s allegations that the “China Initiative” aims to combat economic espionage, the reality is that federal prosecutors are charging many Asian Americans and Asian immigrants with federal crimes based on administrative errors or minor offenses. These were previously handled by universities as part of the administrative process but are now being criminalized, resulting in ruined careers and lives in shambles. The DOJ’s own press release shows that only about a quarter of the cases under the initiative are for economic espionage as of November 12, 2020.4 Even after finding no evidence of espionage, federal prosecutors are charging many Asian Americans and Asian immigrants with federal crimes based on administrative errors or minor offenses and other activities (e.g., failing to disclose information to universities/research institutions) under the pretext of combating economic espionage. The ongoing targeting and profiling of Asian American and Asian immigrant scientists follow a long history of criminalizing immigrants and treating Asian Americans as “perpetual foreigners.” This racism has manifested itself at many points in our history including the Chinese Exclusion Act of 1882, the incarceration of Japanese Americans during WWII, and the scapegoating and targeting of Arab, Middle Eastern, Muslim, and South Asian communities post-9/11. After her New York gallery debut show in 1995, in which she exhibited what would later become known as her Made in Japan series— billboard-sized color photographs of herself striking poses in various “cute,” video-game avatar-like futuristic costumes—Mori quickly rose to stardom and became the poster child for a globalizing Japan at the end of the twentieth century. I argue that her Made in Japan series was created (in Japan) and received (in the Western-dominated art world) at a very specific moment in history, when contemporary Japanese art and popular culture had just begun to rise to international attention as emblematic and constitutive of Japan’s soft power. While most of the major writings on the series were published in the late 1990s, problematically the Western part of this criticism reveals a nascent and quite uneven understanding of the contemporary Japanese cultural references that Mori was making and using. I will examine this reception, and offer a counter-interpretation, analyzing the relationship between Mori’s Made in Japan photographs and Japanese pop culture, particularly by discussing the Japanese mass cultural aesthetic of kawaii (“cute”) in Mori’s art and persona. In so doing, I proffer an analogy between Mori and popular Japanimation characters, SooJin Lee received her PhD in Art History from the University of Illinois-Chicago and was a lecturer at the School of Art Institute of Chicago.

The murder of Stephen Lawrence highlighted the historic neglect and myopia of racist hate crime by criminal justice agencies. It also exposed the institutionalised racism within the police in addition to the historic neglect of minority groups (Macpherson, 1999). The publication of the inquiry into the death of Ste- phen Lawrence prompted a move to protect minority populations, which included the lesbian, gay, bisexual, and transgender (LGBT) community. Currently, Section 28 of the Crime and Disorder Act (1998) and Section 146 of the Criminal Justice Act (2003) provide courts the means to increase the sentences of perpetrators who have committed a crime aggravated by hostility towards race, religion, sexuality, disability, and transgender iden- tity. Hate crime is therefore not a new type of crime but a recognition of identity-aggravated crime and an enhancement of existing sentences.

The last time we saw Gordon Freeman, the protagonist, the same rigid and mysterious (though more poorly animated, since the prequel was released six years earlier) G-Man was handing him a job offer after witnessing the former scientist transform into a warrior, bent on escaping from the besieged Black Mesa Research Facility alive. Now, suddenly, Freeman finds himself on a train. No context.1 Is it a prison train? The three other individuals on it wear uniforms like those the inmates wore in Cool Hand Luke. The train soon stops at its destination, and we realize that it is a prison train, in a way—Freeman has arrived at the Orwellian “City 17,” where the ironically named Civil Protection abuses and oppresses, where antagonist Dr. Breen preaches poet- ic propaganda from large monitors hung high above the town. In the years since scientists at the facility accidentally opened a gateway between dimen- sions and allowed a bevy of grotesque creatures to spill into our universe, Earth has been taken over by the Combine, an alien multiplanetary empire. Breen is merely Earth’s administrator—and we realize that the ashes the G- Man spoke of were the ashes of the prelapsarian world. It’s classic dystopia, complete with a Resistance, of which Freeman soon finds himself the “mes- sianic” leader (HL2).

From 1999 through 2006, there have been 614 acts of violence by housed people, resulting in 189 murders of homeless people and 425 victims of non-lethal violence in 200 cities from 44 states and Puerto Rico. In response to this barrage of information, the National Coalition for the Homeless (NCH), along with its Civil Rights Work Group, a nationwide network of civil rights and homeless advocates, began compiling documentation of this epidemic. NCH has taken articles and news reports and compiled them into an annual report. It is in keeping with our ordination vows as deacons in the Episcopal Church, which say, “God now calls you to a special ministry of servanthood. You are to serve all people, particularly the poor, the weak, the sick, and the lonely.”1 Ever task focused, deacons look for the tangible and concrete things we can do to respond to the needs of the least of Jesus’ broth- ers and sisters (Matt. 25:40). But once the food is served, the money given, the medicine dispensed, then what? The material needs are supplied, but the hurt and the trauma are still very much present. What kind of pastoral care can deacons bring that will respond to the needs of the hurting and traumatized? I suggest that, if we as deacons are going to be sources of contin- ued pastoral care beyond being simple providers of material needs, we need to look to the pastoral model of the wise fool for guidance. With some exceptions here and there, deacons are uniquely fit to practice the pastoral persona of the wise fool. The wise fool is a clinical pastoral persona most identified and de- veloped by the pastoral theologians Alastair V. Campbell and Donald Capps. The fool is an archetype in human culture that both Campbell and Capps view as someone capable of rendering pastoral care. In his essay “The Wise Fool,”2 Campbell describes the fool as a “necessary figure” to counterpoint human arrogance, pomposity, and despo- tism: “His unruly behavior questions the limits of order; his ‘crazy’ outspoken talk probes the meaning of ‘common sense’; his uncon- ventional appearance exposes the pride and vanity of those around * Kevin J.

Bernard Deacon (International Journal of Regional and Local History 5.2 (2009), pp.9-29) In 2007 I suggested in the pages of this journal that the history of English regional identities may prove to be ‘in practice elusive and insubstantial’.1 Not long after those words were written a history of the north east of England was published by its Centre for Regional History. Pursuing the question of whether the north east was a coherent and self-conscious region over the longue durée, the editors found a ‘very fragile history of an incoherent and barely self-conscious region’ with a sense of regional identity that only really appeared in the second half of the twentieth century.2 If the north east, widely regarded as the most coherent English region, lacks a historical identity then it is likely to be even more illusory in other regions. Although rigorously testing the past existence of a regional discourse and finding it wanting, Green and Pollard’s book also reminds us that history is not just about scientific accounts of the past. They recognise that history itself is ‘an important element in the construction of the region … Memory of the past is deployed, selectively and creatively, as one means of imagining it … We choose the history we want, to show the kind of region we want to be’.3 In the north east that choice has seemingly crystallised around a narrative of industrialization focused on the coalfield and the gradual imposition of a Tyneside hegemony over the centuries following 1650.
