How to use this book How to access healthcare services This book is made for refugees/asylum seekers living in Hong Kong. in Hong Kong This book consists of 5 secons as follows: 1. What are the regulation of healthcare services for refugees/ The healthcare system in Hong Kong is separated into public and pri‐ asylum seekers in Hong Kong? vate system. The public system is run by the Hong Kong Government, and the private system is run and owned by the private organizaons. There is no standard regulaon of healthcare services for refugees/ asylum seekers in Hong Kong.

The medical charges of refugees/asylum seekers can be waived by Social Welfare Department through certain procedures (see page 19).

What are the healthcare services that available for Refugees/ Asylum Seekers in Hong Kong?

Under emergency medical condions, refugees/asylum seekers can seek help from the Acute & Emergency Department at the public hospital.

While under non‐emergency condions, you can aend the General Outpaent Clinics (public clinics).

Medical charges for these services can be waived by the Social Welfare Department.

However, medical charges for other healthcare services (e.g. dental health, family planning) cannot be waived.

You can find the list of family planning services and dental health clinics in the next sec‐ on.

Before you decide to go to the hospital or clinic, you should consider whether

If you HAVE one of the above condions, go to EMERGENCY department in the hospital.

7 8 Emergency Health Services Emergency Health Services

When you leave hospital, you will receive a payment noce from the hospital. For emergency condions, use the 24‐hours Accident & Emergency (A&E) service at the hospital You will need to send the payment noce to Social Welfare Department, if you want your medical cost to be paid by them. Find the nearest public hospital to your locaon. You can find the list of public hospitals in next secon You will need to go back to the hospital and pay the medical cost that has been given by Social Welfare Department.

REMEMBER! Bring your identy documents You only have 3 months to process the medical reimbursement from the Social Welfare Department. If you exceed the me limit, you will need to bear the cost. Immediately go to A&E Department in the hospital.

Register yourself at the registraon desk with your immigraon document. You will get your waing number. The nurse will check your body temperature and blood pressure. Wait unl your number and consultaon room number to appear on the screen and the doctor will check you. Clearly explain what do you feel to the doctor. The waing me at the emergency department may take a long me.

If you are required to be admied to the hospital, contact a social worker on the first day you are admied.

TIPS! If you cannot speak in English or , bring a friend/relave who can speak English/Cantonese to help you with the translaon. If not, speak to social worker, that you need an interpreter.

9 10 Non- Emergency Services Procedures for Telephone Appointment

If your condion is considered as NON‐EMERGENCY, you should go to General Steps of Telephone Appointment Out‐Paent Clinic (GOPC). 1. Find the nearest clinic to your place. GOPCs serve paents under the following condions: You can find the list of GOPCs in next secon.  Chronic disease paents with stable condions (e.g. diabetes , hyperten‐ sion)  Paents with episodic diseases with relavely mild symptoms (e.g. cold, influenza)  Paents require nursing services (e.g. injectable medicaons, dressing for wounds) 2. Call the clinic appointment system. You can book an appointment within the next 24 hours if an appointment is available. The phone booking can only be made if you had a hospital or clinic registraon Remember to prepare your hospital/clinic registraon number number, which you received once you registered at hospital or clinic. Use paper and pen to write down your appointment me. If you do not have the number, you have to register onto the system by aend‐ ing the GOPC you plan to use or public hospital in person with your immigraon document.

Telephone Appointment System Walk‐in Appointments 1. Bring your appointment notes and your immigraon document to the Social Welfare office in the morning before you go to the clinic. If you are a new paent, you are required to register at the clinic. You will receive a clinic registraon number and an appointment slip. 2. Arrive at least 15 minutes before your appointment me. Go to the kiosk and provide them your immigraon document and medical waiver cerficate. The officer will give you an appointment slip, as shown in the Bring your immigraon document and appointment slip to the Social Welfare picture Department, before you can see the doctor.

REMEMBER! You need to go to the Social Welfare Department on the SAME DAY as your TIPS: appointment booking.  You should arrange a doctor’s appointment in the aernoon, so leave enough me to go to the Social Welfare Department in the morning.  Find a clinic which is close to where you live as well as to the Social Welfare Department.

17 18 Procedures for Medical Waiv- er System

The Required Documents for Medical Waiver 1. Identy Documents  Documents issued by the UNHCR verifying that the holder is an asylum seeker or mandated refugee, or  The Recognizance Form with a “(CZ)” code issued by the Immigra‐ on Department (Form No. 8).

REMEMBER! If you are married, please also bring along your husband/wife to the Social Welfare Department. You will also need to show your family members’ immigraon document.

3. Fill in the applicaon form, then wait for an interview with a social worker. 1. At the Social Welfare Department, go to the kiosk and tell them that you need a medical waiver and provide the staff with your immigraon document. 4. Upon approval of applicaon, receive a “Cerficate for wavier of medical charges”, as shown in the picture below 2. Fill in the “Applicaon form for waving of medical charges” as shown in the picture be‐ low.

REMEMBER!  You need to fill in all secons in the applicaon form. Incomplete, inaccu‐ rate or false informaon in the applicaon form may result in rejecon of the applicaon.  You need to sign and your name on page 5 of the form.  The applicaon may be rejected if the declaraon was not signed. Your family members (only adult) also need to sign and write down his/her name on page 6 of the form

Specialist Outpatient Clinics List of Healthcare Services What if my condition need specialist treatment?

in Hong Kong You cannot go directly to specialist outpaent clinics. You need to go to the general outpaent clinic (GOPC) or Acute & Emergency Department or any private doctors.

The general praconers will examine your condion then give you a referral leer if your condion is considered necessary for specialist consultaon, treat‐ ment and invesgaon.  List of Accident & Emergency Department  List of General Outpaent Clinics  List of Social Welfare Department REMEMBER!  If the condion turns acute before the appointment, you can go to the Acci‐  List of Dental Health Public Clinics dent and Emergency department at the hospital.  List of Private Health Services  You need to go to the Social Welfare Department 2 weeks before your ap‐  General Enquiry pointment me to get medical waiver. You cannot proceed if you come on  the day or aer your appointment me. Important Contacts  The date of medical appointment will be arranged based on the clinical condions at the me of the referral. For urgent cases, the waing me is between 2 weeks to 8 weeks or more.
