EEO OUTREACH ACTIVITIES April 1, 2018 – April 1, 2019 During the period, DLC Media, Inc. (“DLC”) created four full-time positions at its stations. Various advertising produced several qualified applicants. DLC advertises job openings on the air over its broadcast stations and seeks to experiment with new methods which might produce qualified applicants. The unit engaged in recruiting to fill the newly created positions. Some of the recruiting was routine advertising and some recruiting was done through the efforts of the Unit’s Open House Program. The two sales positions (Positions One and Two) were filled by the Unit as a direct result of the Open House Program which the Unit intends to continue. DLC has set up a comprehensive outreach and recruitment program designed to widely disseminate information regarding full-time job opportunities at its stations. Summary Description of Supplemental Outreach Initiatives The unit has selected the following outreach initiatives: 11. Sponsor at least two events in the community designed to inform the public as to employment opportunities in broadcasting. 14. Provide training to management level personnel as to methods of ensuring equal employment opportunity and preventing discrimination. 16. Participate in other activities than the ones listed that the licensee has designed to further the goal of disseminating information about employment opportunities. On April 12, 2018, David Crooks, President of the Unit, addressed the Lawrenceville, Indiana Rotary Club and described the various career opportunities in broadcasting and at the unit. Approximately 20 Rotary members were in attendance. Mr. Crooks and the Unit also participated in a career night at Indiana State University on November 13, 2018. 80 people attended. On November 20, 2018, the Broadcasting Class class from Washington Community High School in Washington, Indiana visited WAMW AM/FM. 14 students were given a tour and explanation of all jobs. A basic description of the main responsibilities of a business owner were given as well as how to present oneself for an interview. There was a question/answer session. The Unit conducted an Open House on June 25, 2018 at its Brazil, Indiana stations to explain careers in radio broadcasting. This event was supported by Facebook and radio advertising. About 25 people attended the Open House. The station staff was present to talk with the students. On March 30, 2019 the Unit participated in a Job Fair at the Indiana Broadcasting Association in Carmel, Indiana. Approximately 60 people attended the job fair. Dave Crooks, President of DLC, attended the Job Fair on behalf of the station. This event was supported with Radio ads. On May 11, 2018 the Unit participated in a Chamber of Commerce Trade Show seminar held in Washington, Indiana at the East Side Park Community Building. This event was supported with notifications on Facebook. During this period, David Crook and Shelley Crooks, continued the study of the book, EEO Law and Personnel by Arthur Gutman in an effort.to ensure equal employment opportunity and preventing discrimination. This period, the managers reviewed Chapters Three and Four: Major Title Seven Protected Class Issues and Constitutional Claims. But this time around, Nexstar is pointing the finger at the other side of the negotiating table. It has suedDirecTV in a NY federal court, claiming breach of contract. At issue is an “unlaunched station fee” that it says DirecTV agreed to pay for not being required to immediately launch Nexstar station WHAG (aka WDVM). The Hagerstown, MD, station lost its affiliation with NBC on July 1, 2016. “DirecTV now erroneously claims that its obligation to pay the unlaunched station fee depends on the station retaining its network affiliation. Nothing in the contract supports DirecTV’s wishful thinking,” Nexstar told the court. “Indeed, the contract plainly places the risk on DirecTV that the station might lose its network affiliation during the contract’s term.” Reached for comment, an AT&T spokesperson said, “While we hope to resolve this with Nexstar, we dispute their claims and plan to respond.” WHAG made retrans waves earlier this year, with Antietam Broadband losing it on Jan 1 (it remains off the provider’s lineup). DISH and Verizon Fios carry the channel, which offers local news for the area. Comcast carries the station in-market, but stopped carrying it out-of-market in March.

    Guidelines for NACS School Delays and Closings Due to Inclement Weather Beliefs • Weather conditions are both variable and potentially extreme in northeast Indiana; the safety of children will guide decisions regarding delaying or closing. • Concrete rules do not exist in making decisions regarding variable and extreme weather; however, these guidelines will serve as a reference for Northwest Allen County Schools (NACS). • NACS believes our community expects schools to be open each day providing educational services, supervision, and other services, such as access to breakfast and lunch, to each of our students. • NACS believes all parents are committed to keeping children safe, and we believe all parents will dress their children appropriately for the existing weather conditions when sending their children to school. • NACS believes decisions about whether school will be closed for the entire day, delayed, or closed early is based on whether our buses can safely transport students on NACS roads. NACS believes decisions regarding whether it is safe enough for teenagers to drive is a family decision between each parent and her/his teenager. • NACS recognizes that it is first and foremost a parental decision as to whether a child should attend school on inclement weather days. • NACS respects the parent’s determination regarding her/his child’s attendance at school during inclement weather. If school is open, or delayed, because of inclement weather, the school will respect the parent’s decision to keep her/his child at home. Parents are expected to contact the school and inform school officials of their determination, and the student will be counted as absent, as required by Indiana code.

As an African-American television station owner who is passionate about both broadcasting and diversity, I am writing to support the Commission’s adoption of an incubator program and to underscore the need for such a program to enhance diversity and new entry into the broadcast industry.1 A 29-year veteran of the broadcast industry, I have seen first-hand the challenges of transitioning from management to ownership. I began my career in 1989 as an Account Executive for Station WTTV in my hometown of Indianapolis, Indiana. After 18 years in the industry, I founded Bayou City Broadcasting Company with the goal of owning and operating television broadcast stations. Nerone, Chair and Director of Research Associate Professor Michelle Renee Nelson Associate Professor Christian Edward Sandvig Professor Daniel Toby Schiller ii ABSTRACT The interaction of policy and technological development in the era of “convergence” is messy and fraught with contradictions. The best expression of this condition is found in the story behind the development and proliferation of digital audio broadcasting (DAB). Radio is the last of the traditional mass media to navigate the convergence phenomenon; convergence itself has an inherently disruptive effect on traditional media forms. However, in the case of radio, this disruption is mostly self-induced through the cultivation of communications policies which thwart innovation. A dramaturgical analysis of digital radio’s technological and policy development reveals that the industry’s preferred mode of navigating the convergence phenomenon is not designed to provide the medium with a realistically useful path into a 21st century convergent media environment. Instead, the diffusion of “HD Radio” is a blocking mechanism proffered to impede new competition in the terrestrial radio space. HD Radio has several critical shortfalls: it causes interference and degradation to existing analog radio signals; does not have the capability to actually advance the utility of radio beyond extant quality/performance metrics; and is a wholly proprietary technology from transmission to reception.
