A CASE STUDY ON THE SAxONS OF VALEA VIILOR (WURMLOCH) – SIBIU COUNTY Lucian BUCIU* Abstract: In a context where mastering intercultural communication strategies and competences is a sine qua non of a diplomacy adapted to the current dynamic security environment, the internal stability of states plays a key role in defining and strengthening foreign policies. Most of the time, the cultural conflicts between the majority and the minority populations that co-exist in a country weaken not only the coherence of that country’s domestic policies, but also its security, which, internationally, results in a lack of credibility of the respective state. Thus, by analyzing how communication takes place within the Saxon community of Valea Viilor, with a focus on its traditions, this article sets out to emphasize that a first step towards a coherent foreign policy is the knowledge and acceptance of the ethnic minority’s culture by the majority population and permanent dialogue. ACTIVITATEA BIROULUI JUDEȚEAN PENTRU ROMI Activitatea desfășurată în anul 2019 s-a raportat la Planul de Măsuri al Județului Sibiu pentru incluziunea cetățenilor români aparținând minorități rome elaborat în conformitate cu prevederile Strategiei Guvernului României de incluziune a cetățenilor români aparținând minorității rome pentru perioada 2015-2020, aprobată prin Hotărârea Guvernului nr. 18/2015, publicată în Monitorul Oficial al României, Partea I, nr. 49 din 21 ianuarie 2015. Obiectivele urmărite au fost legate de asigurarea incluziunii socio-economice și culturale a cetățenilor români aparținând minorității rome prin implementarea unor politici integrate în domeniul sănătății, educației, ocupării forței de muncă, locuirii, culturii, infrastructurii sociale și ordinii publice, urmărind Planul Județean de Măsuri, elaborat în anul 2015, cu ultima completare și actualizare prin documentul nr. 3.088 /26.02.2018, aprobat în ședința Grupului Județean de Lucru Mixt pentru Romi din 01.03.2018. În cadrul ședințelor Grupului Județean de Lucru Mixt pentru Romi, au fost dezbătute tematici axate pe protejarea drepturilor și libertăților fundamentale, urmărindu-se asigurarea pentru cetățenii romi a diverselor tipuri de servicii necesare, dar și realizarea unui cadru cât mai flexibil de dialog, deschis tuturor actorilor implicați: instituții ale statului, unitățile administrativ-teritoriale din județul Sibiu, servicii Pagina 1 / 47 publice comunitare, reprezentanți ai societății civile, membri titulari ai grupului de lucru. -

Microregiunea Hârtibaciului are un puternic caracter rural şi este omogen din punct de vedere geografic, economic şi social Prezentarea teritoriului Geografie: • Podişul Hârtibaciului cu Valea Hârtibaciului • Înălţimi cuprinse între 490 şi 646 m • Clima continental moderată Prezentarea teritoriului Resurse naturale • O foarte bogată diversitate biologică în special avifaunistică; râul Hârtibaciu, regularizat aproape pe toată lungimea lui, ce străbate zona pe o lungime de 89 de km cu o suprafaţă a bazinului hidrografic de 1.027,92 km2 şi se varsă în Cibin. • Există rezerve de argilă, pietriş şi nisip ce se poate folosi în construcţii. • Sunt descoperite rezerve de gaz-metan ţinute în conservare. • S-au găsit ape minerale (Săraturi Bai) şi termale (Bârghiş) la mică adâncime. BELDEAN M.C.TIMAR A. VARODI 2 V.OLARU Abstract: The paper refers to the conservation-restoration of an interesting and certainly less conventional artefact from the collections of Astra Museum. This was one of the objects restored by a team of 13 volunteers from the Faculty of Wood Engineering, of Transilvania University in Brasov, during the restoration camp 13 for Astra. The object was the cart from Brateiu, Sibiu County, a one horse drawn cart, dating from the end of XIXth century. The object with a complex construction including wood and metallic elements, though in a fairly good conservation state, needed interventions such as: cleaning, curative and preventive biological protection, consolidation of frail wood, restoration of metallic elements and minor completions and chromatic integration. The restored object was exhibited in Sibiu and Braşov. Key words: cultural heritage conservation, horse drawn cart, structure, wood, metal, finishing layer. 1. Project Information Sheet Conference project brief number(PBN):2 Laslea and Bunesti Natural Parks Pilot Project Description: Conservation of natural and built heritage Beneficiaries: Inhabitants of Romanian villages Project Implementation: MET/UNDP Co-implementer: Local Councils and Romania Government Timespan: Immediate 12 months Estimated Cost: 35,000 euros Partners: Local councils, village inhabitants, Romanian Government, many other MET collaborators and donors, in training and skills. Origin: this project originated through a partnership of the MET, Horizon Foundation, Packard Humanities Institute, Caroline Fernolend and Gabriel Lambescu. 1. Title of the Project Pilot project for the establishment of Laslea Natural Park and Bunesti Natural Park 2. Location of the Project and Area of Coverage Both Laslea and Bunesti are located in the south-central part of Transylvania, Romania. The two communes are part of a naturally coherent area, with a network of interlaced narrow valleys. It is a dense cultural landscape with a large number of small Saxon villages in which the World Heritage sites of Sighisoara and of the Saxon Villages with Fortified Churches lie. Laslea (Sibiu county): 150 square km, 3,372 inhabitants. Bunesti (Brasov county): 145 square km, 2,540 inhabitants 3. Justification • National and international context: The project advances the overall European strategy, outlined in the Nature 2000 convention, to create a widespread, integrated network of protected areas throughout Europe. The Romanian Government has adopted this strategy and is strongly encouraging the development of protected areas nationwide. • Social problems: The area is poor and under-populated, abandoned by the youth and its original owners, the Saxons. Dependency ratios and unemployment (60%) are high, while the lack of infrastructure and services (health, social, transportation, communication) encourages the continued emigration of the young and more able.
