Nsw Department of Education & Training History of the Region Prior to 1969: The Region now known as Sydney South West was absorbed into the Education Regions of Metropolitan West and St. George. During 1969: The Education Region of Liverpool was established, but it was not until 1970 that many of the schools now in the Region came under Liverpool. The Liverpool Region Schools Sports Association was formed. The new Region's colours were bottle green and tangerine, with its emblem being the 'LIVERBIRD' originating off Liverpool City's Coat of Arms. During 1982: The name of the Region was changed to Metropolitan South West, in response to areas such as Campbelltown, Camden, Fairfield and Bankstown developing within the Region. With the change in name the Sports Association changed its colours to bottle green and white. During 1997: With the restructure of the Department of School Education, regions were dismantled and Areas came into existence. The Association was named Sydney South West Area. We retained our colours and emblem. Presently: The Association develops Talented Child Programs in over 30 sports which can be accessed by the 110,000 students of the Region. It also aims at improving school sporting programs by increasing involvement of staff and students. Even in our short history the Region has produced many outstanding athletes who have gone on to represent their country at the Open Age group.     Scandals in sport AN ACCOMPANIMENT TO ON THE TAKE TONY JOEL AND MATHEW TURNER Contemporary Histories Research Group, Deakin University February 2020 he events that enveloped the Victorian Football League (VFL) generally and the Carlton Football Club especially in September 1910 were not unprecedented. Gambling was entrenched in TMelbourne’s sporting landscape and rumours about footballers “playing dead” to fix the results of certain matches had swirled around the city’s ovals, pubs, and back streets for decades. On occasion, firmer allegations had even forced authorities into conducting formal inquiries. The Carlton bribery scandal, then, was not the first or only time when footballers were interrogated by officials from either their club or governing body over corruption charges. It was the most sensational case, however, and not only because of the guilty verdicts and harsh punishments handed down. As our new book On The Take reveals in intricate detail, it was a particularly controversial episode due to such a prominent figure as Carlton’s triple premiership hero Alex “Bongo” Lang being implicated as the scandal’s chief protagonist. Indeed, there is something captivating about scandals involving professional athletes and our fascination is only amplified when champions are embroiled, and long bans are sanctioned. As a by-product of modernity’s cult of celebrity, it is not uncommon for high-profile sportspeople to find themselves exposed by unlawful, immoral, or simply ill-advised behaviour whether it be directly related to their sporting performances or instead concerning their personal lives. Most cases can be categorised as somehow relating to either sex, illegal or criminal activity, violence, various forms of cheating (with drugs/doping so prevalent it can be considered a separate category), prohibited gambling and match-fixing.

    THE AUSTRALIA INSTITUTE Funding Sport Fairly An income-contingent loans scheme for elite sports training Background Australian taxpayers spent more than $97 million on elite sportspeople in 2001-2002 (ASC 2002). A significant proportion of this expenditure went on providing Australian Institute of Sport (AIS) ‘scholarships’ to 673 athletes and grants to national sporting bodies for their elite athlete programs (ASC 2002). Major expenses associated with assistance to elite sportspeople include the provision of training facilities (such as swimming pools and playing fields), coaching, medical advice and international and domestic travel costs associated with competition. While there is no doubt that the Commonwealth Government has a role to play in encouraging excellence in all fields of human endeavour, be they sporting, educational or artistic, there is an important equity issue associated with providing taxpayer funded training to individuals who go on to earn millions of dollars per year from their sporting prowess. As shown in Table 1, sportspeople who make it to the top of some sports earn extremely high incomes. For some, sporting success while young can also be translated into high incomes in later life either through sponsorship, public speaking or commentary positions. Many would question the fairness of a system that delivers huge incomes to a handful of elite sporting stars; but that is how the sports market works. However, there are good grounds for taking action to recover some of the publicly funded costs of training sportspeople who go on to earn very high incomes. In order to address this issue it is proposed that the Government introduce a HECS- type scheme whereby those sportspeople who go on to earn high incomes would be required to repay the costs incurred in the public provision of their training and development.

Structure 1.1 FFV VIPS FFV BOARD OF DIRECTORS PRESIDENT Tony Dunkerely Tony’s professional background includes board experience, both as Director and Chair of various professional and international committees and life membership to a range of sporting institutions. Tony has also enjoyed global business experience across Asia and Europe; experience in the research, development and implementation of a range of business strategies and plans aligned with quality, safety and benchmarking practices. Tony has signifi cant em- ployee relations experience; together with sound fi nancial acumen and management, particularly in the fi eld of return on investment and customer service. Through out his time in football, Tony has coached extensively through out the sport, including at the state team level. DIRECTORS Chris Nikou Chris Nikou has been involved in football for over 30 years observing and engaging the issues that affect the various stakeholders that comprise football in Victoria. Chris has played both junior and senior football in the state league and been involved at club level as Secretary and President. He is also a former member of the Appeals Board Tribunal and has since December 2003 been a Director of FFV. Chris is currently a Senior Partner at national law fi rm Middletons. He is the National Head of Corporate and Commercial and specialises in franchising law, mergers and acquisitions. Mark Trajcevski Mark is a Director at a global professional services fi rm specialising in risk management, governance, board effectiveness, fi nancial management and audit. Mark has formerly held the position of Honorary Treasurer.

    RUGBY, MEDIA AND THE AMERICANS! THE IMPACT ON AUSTRALIAN RUGBY INTRODUCTION For most of its history, rugby was a strictly amateur football code, and the sport's administrators frequently imposed bans and restrictions on players who they viewed as professional. It was not until 1995 that rugby union was declared an "open" game, and thus professionalism was sanctioned by the code's governing body,’ World Rugby’.1 To some, this represented an undesirable and problematic challenge to the status quo in which the traditions of the game would be eroded and benefits would accrue only to a small coterie of talented players. To many others the change was inevitable and overdue. In various countries different combinations of veiled professionalism or officially condoned shamateurism that lurked behind the amateur facade throughout the twentieth century. For instance, it was well known amongst New Zealand rugby players, or at least this author, that their fellow Auckland provincial rugby representatives were remunerated handsomely behind closed doors through the late 1980’s and early 1990’s. This effectively allowed them to train as semi professionals that, it could be argued, aided the run of success Auckland enjoyed through the same period as the National Provincial Champions (NPC). The statistics reflect that in 61 challenges in the period from 1985 to 1993, Auckland were undefeated. The team itself was full of All Blacks that won six titles in the 1990s. It has been a personal goal of mine (and I know of the committee) to ensure that for every season, at least one of the teams win a grand championship. For as long as Vince Wyatt’s can remember (and that’s 44 unbroken years with our club) we have always won at least one Grand Championship. Accordingly I have always felt that pressure to ensure this unbroken chain of success continues. This season, unfortunately, none of our teams managed to hold the grand champions trophy high on grand final day. Whilst I was (heart) broken on the day, strangely enough, I look back on the season now and see so many other victories that help bring a certain sense of contentment about what we have achieved.
