The Denied Justice series in the Star Tribune in 2018 and a recent Minnesota Supreme Court decision have laid bare the inadequacies in our laws resulting in injustice related to how the State of Minnesota responds to criminal sexual conduct. The deadline for cities to spend their CRF allocation is November 15th. Any funds returned to counties must be returned by November 20th. You don’t have to be a political scientist to predict Tuesday’s election will be based on turnout. But because of a blow-out U.S. Senate race and two controversial constitutional amendments appearing on the ballot, election night will be an unpredictable night for control of the Minnesota Legislature. I’ve talked with GOP and DFL operatives and below are my predictions for Election Day. President President Barack Obama (D) vs. Mitt Romney (GOP) – Winner: President Obama will win Minnesota. My prediction is President Obama will win Minnesota by more than 5 points, but less than 8 points. I also believe President Obama will win re- election, by collecting 280 to 310 Electoral Votes. As I noted yesterday, Minnesota presented a real opportunity for the Romney campaign and resources should have been spent here weeks ago. But Romney’s campaign has not put the substantive resources needed into Minnesota to make the race more competitive and Ryan’s vanity stop yesterday won’t put Minnesota in the win column for Romney.

The asterisk following the bill number denotes the language that became law. AGRICULTURE Farmers with revocable trusts won’t have to file report Corporate entities that own farmland must file annual reports regarding potential land contamination. But only farmers who own agricultural land in revocable trusts of which they are beneficiaries are liable as individuals for criminal penalties under the law if they don’t file the reports. A new law will end the reporting requirement for an estimated 3,600 revocable trusts, many of whose owners may be unaware of their duty. The law, sponsored by Rep. Dennis Smith (R-Maple Grove) and Sen. Scott Newman (R-Hutchinson), adds this sentence to statute: “The trustee of a revocable trust with respect to which either the settlor, the settlor’s spouse, or both, are the primary beneficiaries during the settlor’s lifetime shall not be required to file with the commissioner a report under this section during any period that the trust is revocable.” HF22*/SF50/CH36 BUSINESS AND COMMERCE Companies can limit life insurance to beneficiaries of suspected terrorists A new law will give insurance companies the go-ahead in limiting life insurance payouts to beneficiaries of suspected terrorists.
