S5M-12706 Alex Cole-Hamilton: Health—That the Parliament believes that there is currently a mental health crisis in Scotland; deeply regrets that, in the two years since the appointment of the first dedicated mental health minister, published measures of services have shown a serious and sustained decline, including worsening waits for children, adolescents and adults requiring treatment; recognises that there is still no new suicide strategy, despite it being over 500 days since the last one expired, and that the mental health strategy that will set the tone for services for a decade was published 15 months late and was widely criticised for its lack of ambition; considers that hard-working staff do not have the resources and support that they require to deliver the service that they would wish, and demands that the Scottish Government publish plans detailing how it will improve performance against key targets and that the next Programme for Government delivers a step change in both ambition for and investment in mental health.

S5M-12706.4 : Health—As an amendment to motion S5M-12706 in the name of Alex Cole-Hamilton (Health), leave out from "is currently a mental health crisis" to “demands” and insert “has been a welcome shift in attitudes to mental health in recent years; commends the work of NHS staff in supporting mental health and wellbeing care across acute, community and primary settings; notes that, following the publication of the mental health strategy, Young Scot is leading a commission on child and adolescent mental health services, and that SAMH will soon publish its report and recommendations on rejected referrals; supports a vision of mental health care where people can get the right help at the right time, expect recovery, and fully enjoy their rights, free from discrimination; believes that this will be aided by improving the scope of available information on the usage of services beyond the currently published performance against new referrals; notes that a new suicide prevention plan is being developed in partnership with stakeholders, which will build on the current spending of over £2 million a year on suicide prevention; welcomes the ambition to support the step change, which will be supported by the application, by the national leadership group, of a new prevention innovation fund of an additional £3 million over the next three years; considers that NHS boards should set out detailed plans for taking forward new models of support and services to improve performance, including through partnership with the third sector, and asks".

S5M-12706 Alex Cole-Hamilton: Health—That the Parliament believes that there is currently a mental health crisis in Scotland; deeply regrets that, in the two years since the appointment of the first dedicated mental health minister, published measures of services have shown a serious and sustained decline, including worsening waits for children, adolescents and adults requiring treatment; recognises that there is still no new suicide strategy, despite it being over 500 days since the last one expired, and that the mental health strategy that will set the tone for services for a decade was published 15 months late and was widely criticised for its lack of ambition; considers that hard-working staff do not have the resources and support that they require to deliver the service that they would wish, and demands that the Scottish Government publish plans detailing how it will improve performance against key targets and that the next Programme for Government delivers a step change in both ambition for and investment in mental health.

*S5M-12734 Angus MacDonald: Early Gaelic Manuscripts Added to UNESCO’s Memory of the World Register—That the Parliament welcomes the announcement by the National Library of Scotland (NLS) that the UN has added some of the earliest Gaelic manuscripts to the UNESCO Memory of the World Register, which it understands aims to preserve the world’s most important documents; further welcomes that the Gaelic collection will join the likes of the Domesday Book, Magna Carta, the Churchill archives and Scotland’s Declaration of Arbroath on the register; notes that NLS has the largest collection of Scottish Gaelic manuscripts in the world, with the earliest, written from the 14th up to the early 18th century, now being recognised for their exceptional historical and linguistic significance; understands that the manuscripts cover a wide range of topics, including medical manuscripts, poetry collections, historical texts, heroic tales, saints’ lives, prayers, charms, genealogy and place-name lore; notes that UNESCO initiated the Memory of the World Register in 1992 in order to highlight archival and library items of outstanding historical value, as well as protecting them from what UNESCO called “collective amnesia”; believes that the manuscripts are the pre-eminent collection for study of the Gaelic culture in Scotland and offer a snapshot of Gaelic life in Scotland that would otherwise have been lost to history, and highlights Gaelic’s important place in the diverse cultural heritage of Scotland and the wider British Isles. *S5M-12733 Sandra White: Pupils to Receive Lifesaving Training—That the Parliament congratulates Glasgow City Council on its decision to introduce mandatory CPR lessons for all secondary school pupils; understands that this decision has been taken in response to poor out-of-hospital cardiac arrest survival rates in the city and throughout Scotland, where only 1-in-20 people will survive a cardiac event; notes that introducing compulsory CPR lessons follows international best practice, where Denmark, Norway and Seattle all experienced improved cardiac arrest survival rates after the introduction of mandatory CPR lessons for pupils; acknowledges that this decision provides the opportunity to train around 4,500 school pupils in CPR in each school year, creating a city of lifesavers for years to come, and believes that, if the remaining 31 local authorities in Scotland were to take this approach, there would be approximately 50,000 pupils trained in CPR each year, delivering a nation of lifesavers for Scotland. Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

Progress of Legislation

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
