The initial RPC meeting occurred in Vancouver, British Columbia on 11-12 October 2017. The CNA began conducting Relief Planning Numbering Resource Utilization Forecasts (R-NRUF) in July 2016 and continues to conduct them twice per year. Telecom Decision CRTC 2018-58 was issued on 14 February 2018 approving the proposed Relief Implementation Plan, using NPA 672 as the relief NPA, a Distributed Overlay as the Relief Method and 4 May 2019 as the Relief Implementation Date. On 16 April 2018, NANPA issued Planning Letter PL-515 NPA 672 to Overlay NPA 236/250/604/778 (British Columbia, Canada). Based on the January 2018 R-NRUF results, the Projected Exhaust Date moved to July 2020. Based on the July 2018 R-NRUF results, the Projected Exhaust Date moved to March 2020. Relief was implemented on 4 May 2019 and no issues were reported. All NPA Relief Planning test codes have been recovered. There are no further actions for this committee and it is now concluded. Accordingly, the CNA revised the IPD and produced a PROC which was published on 31 May 2019 and reviewed on 20 June 2019 and a draft Planning Document and Relief Implementation Plan were posted on the CNA website on 21 June 2019. The RPC reviewed the proposed timeline after considering the results of the July 2019 R-NRUF. On 31 May 2019, the CNA published a PROC and on 29 June 2020, the RPC met and drafted a Planning Document, Relief Implementation Plan and TIF Report #1. TIF Report #1 was accepted by the CISC on 23 July 2020. Based on the July 2020 R-NRUF results, the Projected Exhaust Date is March 2023. Telecom Decision CRTC 2019-129 was issued on 3 May 2019 approving the proposed Relief Implementation Plan, using NPA 474 as the relief NPA, a Distributed Overlay as the Relief Method and 2 October 2021 as the Relief Implementation Date. Based on the January 2019 R-NRUF results, the Projected Exhaust Date moved to May 2022. On 20 March 2020, the CNA notified CRTC staff that the PED for NPA 306/639 had advanced to January 2022 which meant that NPA 306/639 was in a Jeopardy Condition. Due to concerns with overburdening service providers during the COVID-19 outbreak, it was decided to declare a Jeopardy Condition in NPA 306/639 and immediately suspend the Jeopardy Contingency Plan until the results of the July S-NRUF were published. On 22 July 2020, the CNA published the July 2020 S- NRUF results which indicated the PED had advanced to August 2021 which approximately 2 months before the Relief Date. A letter was received from CRTC staff on 14 August 2020 directing the CNA to implement code restrictions and enforce the CRTC-approved Jeopardy Contingency Plan. Accordingly, the relief date of 20 May 2022, which was identified in Planning Letter 521, has been postponed indefinitely. The relief method (Distributed Overlay) and new area code 879 will be implemented when relief is required. Background Information: In Telecom Decision CRTC 2017-35, dated 2 February 2017, the Canadian Radio-television and Telecommunications Commission (CRTC) directed that relief for Newfoundland and Labrador area code 709 be provided through a Distributed Overlay using new area code 879. The new area code 879 has been assigned by the North American Numbering Plan Administrator (NANPA) and will be implemented as a Distributed Overlay over the geographic area of the province of Newfoundland and Labrador currently served by the 709 area code.     2019-20 Hunting and Trapping Guide HUNTING & TRAPPING GUIDE NEWFOUNDLAND AND LABRADOR Minister’s Message For those who love the outdoors as much as I do, the arrival of the annual Hunting and Trapping Guide heralds the beginning of another much-anticipated hunting and trapping season in Newfoundland and Labrador. As Minister of Fisheries and Land Resources, it is my pleasure to share the 2019-20 Hunting and Trapping Guide with you, and to highlight some of our ongoing initiatives to enhance conservation and increase participation in hunting and trapping. This guide is more than a sign of great outdoor adventures ahead – it reflects the science-based decisions our wildlife resource managers have made to support public and stakeholder interests in sustainable wildlife and game management in Newfoundland and Labrador. You’ll find some exciting new initiatives outlined in this year’s guide. • In 2019, my department will relocate up to 15 caribou from the St. Anthony caribou herd to Grey Islands to re-establish a resident caribou population and enhance this iconic species’ conservation status. • Our youth are the wildlife stewards of the future. Beginning this season, we will foster greater interest in hunting and trapping by entering youth hunters into the big game licence draw system at a higher priority pool. This will give first-time youth applicants a better chance of receiving a licence, and the opportunity to learn safe and responsible hunting and trapping skills under the guidance of experienced mentors before being eligible to receive a hunting licence without requiring supervision. • We are furthering our commitment to best management practices through an enhanced education program that will provide hunters with information regarding the best brass wire brands for retaining snowshoe hare that minimize the impact of snaring on threatened Newfoundland marten.
