As always, our goal is to provide information and to foster change for the better in a manner that is entertaining, instructive and stimulating. The ACBL Board of Directors is testing a new appeals process at NABCs in 1999 and 2000 in which a Committee (called a Panel) comprised of pre-selected top Directors will hear appeals at NABCs from non-NABC+ events (including side games, regional events and restricted NABC events). Appeals from NABC+ events will continue to be heard by the National Appeals Committees (NAC). We will review both types of cases as we always have traditional Committee cases. Panelists were sent all cases and invited to comment on and rate each Director ruling and Panel/Committee decision. Not every panelist will comment on every case.

Mori played with Leonard Melander, Kelley Hwang, Rick Kaye, Kazuo Furuta and Hiroki Yokoi. This was the first NABC victory for each of the team members except for Mori, who has won the event twice. It was his fifth NABC career win. With the win, Furuta and Yokoi became the first Japanese nationals to win an NABC event. In second with 123.6 VPs was the squad led by William Watson, whose teammates were Ed Barlow, Bill Harker, Ronald Powell, Yul Inn and Rob Stevens. Going into the last round, the team led by David Maidman led with 113. A last-round loss, however, dropped them to fourth with 120.9. Ken Cohen’s team was in second with 111, but they narrowly won their last round match to Roger Smith, who represents host District 21 on the ACBL Board of finish with 123 and third place.
