TRAFFORD COUNCIL Report to: Executive Date: 18 March 2019 Report for: Decision Report of: Executive Member for Environment, Air Quality & Climate Change Report Title Urmston to Sale Water Park: Cycle/Walking/Equestrian Improvement Scheme Summary The Council have been awarded a grant to improve cycling facilities running adjacent to the M60 within the Mersey Valley between Urmston and Sale Water Park. The scheme is within the boundaries of Trafford Council and Manchester City Council. The aim of the improvements is to provide more attractive, safe, accessible and integrated facilities linking to the wider network. A consultation has been carried out on the proposals which involves the upgrade of several routes. The results of the consultation have been used to develop the final proposals and the consultation summary report is shown in Appendix 1. It should be noted that, following the consultation, the existing bridge at Jacksons Boat has been awarded a Grade II listed status which has implications on the type and location of the proposed bridge. There were several key issues that were highlighted by the consultation, especially the inclusion of equestrians within any scheme, including suitable provisions on any new bridge. Recommendation The Executive are recommended to: 1) Note the results of the consultation. 2) Approve the scheme be developed and progressed as per Section 2.4 of this report. 3) Delegate authority to Corporate Director, Place to submit a planning application, and to make minor changes to the scheme. 4) The new bridge be adopted as a highway structure. In line with MHCLG Planning Practice Guidance this draft SPD builds upon and provides more detailed advice or guidance on the policies in the Local Plan. 1.2 Within the context of The Bolton Economy: Our Strategy for Growth 2016-2030 (“Economic Strategy”), the Council has adopted a Town Centre Strategy (“Town Centre Strategy”) including a masterplan framework and key intervention areas. These documents set out Bolton’s ambition and vision to achieve a £1bn regeneration of the town centre and sustain its immediate future to the benefit of the wider Borough and its residents, supported by £100m direct investment from the Council. 1.3 The Council is seeking to open up and improve access to and along the River Croal thereby maximising this untapped asset as it runs through Bolton town centre. This draft Supplementary Planning Document (SPD) has been prepared to convey the council’s aspirations for the river and assist with guiding development where development proposals impact on the river. River Irk – Greater Manchester
River Irk – Greater Manchester An advisory visit carried out by the Wild Trout Trust – Feb 2015 1 1. Introduction This report is the output of a Wild Trout Trust Advisory Visit (AV) undertaken along approximately 3km of the River Irk in Greater Manchester. The visit was carried out by Dr. Paul Gaskell and hosted by Jo Fraser (Groundwork North West), Mike Duddy (Salford Friendly Anglers) and Dave Barlow (Manchester City Council). The River Irk was walked from an upstream limit at NGR (National Grid Reference) SD 86762 05493 to a downstream limit at SD 83972 03627 Throughout the report, normal convention is followed with respect to bank identification i.e. banks are designated Left Hand Bank (LHB) or Right Hand Bank (RHB) whilst looking downstream. Figure 1: Map overview of the catchment including upstream (yellow triangle) and downstream (red dot) limits of inspected reaches 2. Catchment overview The surveyed sections of watercourse are all captured within a single waterbody (GB112069061130); listed as River Irk – Wince Brook to Moston Brook. A number of the parameters are judged to be of less than “Good Potential” for this heavily modified waterbody (e.g. excerpted data given in Table 1.) – giving an overall current and projected ecological potential of “Moderate”. The stand-out assessment results are those for “Phosphate” and “Invertebrate” parameters that are judged to be of “Poor” and “Bad” potential respectively; resulting in an overall biological quality of “Bad”. The presence of a detergents factory (with associated, documented pollution and fish-kill incidents) is a fundamental issue for this section of the River Irk. -
