PAGE 2 OF 12 EXECUTIVE SUMMARY The Joint Corporations, Elections & Political Subdivisions Interim Committee (Committee) met for two days in Cheyenne, Wyoming. the first day the committee heard testimony related to state health insurance, county reserve accounts, town and county development regulations and discussed the bills forwarded by the Blockchain Task Force. The second day the Committee heard testimony on utilities, coal fired plants, net metering, industrial siting, solar energy and redistricting. CALL TO ORDER Chairman Bill Landen called the meeting to order at 8:10 AM. The following sections summarize the Committee proceedings by topic. Please refer to (Appendix 1-01) to review the Committee Meeting Agenda. APPROVAL OF MINUTES Senator Schuler moved that the committee approve the minutes from the September 2019 meeting. The motion passed on voice vote. MONDAY, NOVEMBER 18, 2019 EFFICIENCY COMMISSION'S RECOMMENDATION ON REORGANIZATION AND CONSOLIDATION OF STATE BOARDS AND COMMISSIONS LSO staff gave a summary and update on the Government Efficiency Commission’s recommendation on reorganization and consolidation.(Appendix 2-01). The Committee asked the LSO staff to determine inactive boards, federally required boards and boards that are self-funded to provide to the Committee during the 2020 interim. Public Comment Nicole Novotny Smith, Executive Director of the Wyoming Real Estate Commission and Gail Symons, member of the Wyoming Government Efficiency Commission commented on this topic. LOCAL GOVERNMENT PARTICIPATION IN STATE HEALTH PLAN LSO staff discussed 20LSO-0224 v. 4, State group insurance plan-participation, which would limit participation in the state employees’ and officials’ group insurance plan. (Appendix 3-01). Public Comment The following individuals commented on this topic: Jerimiah Rieman, Wyoming County Commissioners Association (WCCA), (Appendix 3-02); Fred Frandson, Washakie County Commissioners, Heather Roe Day, Blue Cross/Blue Shield of Wyoming, David Fraser, Wyoming Association of Municipalities (WAM); Ralph Hayes, Program Manager, Employees’ Group Insurance (EGI), Tricia Bach, Director, Department of Administration and Information, and Carter Napier, City Manager, City of Casper. In addition, Senator Scott provided an analysis that was prepared for the Joint Labor Committee.(Appendix 3-03). Committee Action Senator Scott moved the Committee sponsor 20LSO-0224. The motion passed by roll call vote (Senators Landen and Nethercott and Representatives Clifford, Duncan and Furphy voting no. COUNTY RESERVE ACCOUNTS LSO staff and Representative Clausen presented 20LSO-0080 v. 7 County reserve accounts, which would allow counties to deposit some specific purpose excise taxes into reserve accounts. (Appendix 4-01). Representative Clausen noted it may help counties to have a reserve account because it could stabilize peaks and valleys for the counties. Public Comment Jerimiah Rieman, WCCA commented on this topic. Committee Action Co-chairman Lindholm moved the Committee sponsor 20LSO-0080. The motion passed by roll call vote (Representative Edwards voting no). The Committee adopted an amendment in Section 2(b) to reference the statute requiring approval by the governing bodies of the municipalities within a county instead of including the actual amount required in case that number is amended by the Legislature. TOWN AND COUNTY DEVELOPMENT REGULATIONS LSO staff discussed 20LSO-0230 v. 3-Town and County Development Regulations which would limit a governing body's authority to impose zoning assessments. Representative Duncan further discussed the bill and stated that this bill would make a universal state policy regarding exactions. Representative Duncan also discussed different incentives which could be tax credits. (Appendix 6-01). Committee Action Representative Clausen moved the Committee sponsor 20LSO-0007. The motion failed by roll call vote (Senator Schuler and Representatives Clausen and Clifford voting yes). RECOMMENDATIONS FROM THE BLOCKCHAIN TASK FORCE 20LSO-0056 v. 7 Select Committee on Block chain, technology and innovation Co-Chairman Lindholm, Senator Nethercott and Senator Rothfuss discussed 20LSO-0056 v. 7, Select committee on blockchain, technology and innovation which would create a select committee on blockchain, technology and innovation to take over the work of the expiring blockchain task force in order to keep Wyoming at the forefront of blockchain advancements.
