Mission Statement: To promote by monetary incentives the responsible breeding of quality racehorses in keeping with the founding legislation to preserve ’s irreplaceable farmland.

There are many subjects covered in our annual report to the governor and legislature that demonstrate that the NY Thoroughbred Breeding and Development Fund is succeeding in supporting the above mission statement. The quality of New York-breds was demonstrated through graded stakes wins at tracks ranging from Dubai in the Middle East to California, by strong performances in the sale ring, and most of all by a nearly 5% increase in the 2017 foal crop. Fasig-Tipton President Boyd Brown keeps a close watch on the North American Thoroughbred industry and notes that, “The New York-bred program continues to be the finest breeding program of its kind in the United States. The quality of horses continues to improve in the sales ring and on the racetrack.”

Benchmarks for the past year:

 Sixteen NY-breds scored wins in 19 graded stakes, with three of those victories coming at the Grade 1 level.  The foal crop in New York grew for the sixth year in a row, representing a nearly 40 percent increase over 2011, when the foal crop hit its lowest point of the past decade.  Led by sales of NY-bred weanlings, auction results demonstrated that demand for NY-breds expanded in 2017, providing further evidence that New York is the premier regional Thoroughbred breeding program.  More than 800 restricted races were run at New York tracks.  NY-breds ran for more than $42 million in restricted purse money.  Revenues from Video Lottery Terminals dipped considerably in 2017, but the NYTBDF was still able to pay out 100% of awards that were earned.  The Fund is the main supporter of research conducted by the Zweig Fund, with a 2017 contribution of $389,399.

STALLIONS

New York added 12 stallions to its Stallion Roster in 2017, which provided a larger variety of stallion lines for the state’s mare population. In total, 64 stallions registered by the NY Thoroughbred Breeding and Development Fund stood in New York State. While New York’s stallion roster was popular with NY breeders who prefer to breed in-state in the hope of receiving double the breeder awards when producing an athlete that wins on NY tracks, nearly half of NY mares delivered foals by out-of-state sires in 2017 (see the charts on pages 44 and 45 of this report). A major factor leading to the increase in the use out-of-state sires is the increasingly selective selection process for the Fasig-Tipton NY-bred sale held in August, which is the premier sales venue for NY-bred yearlings. This year, only 25% of yearlings in that sale were by NY sires.

Late in the year, three new sires were set to join the stallion ranks for the 2018 breeding season.

A Shin Forward is being returned to New York by his breeder Vivienne Malloy to stand at Rockridge Stud in Hudson. The NY-bred son of Forest Wildcat and the Cure the Blues mare Wake Up Kiss returns to America from Japan with laurels from winning the 2010 edition of the Mile Championship (Jpn-I) at Kyoto Racecourse in stakes record time of 1:31.8. The stallion made 31 starts in Hong Kong and Japan with six wins, three seconds and three thirds, amassing earnings of 299,071,000 yen ($3,416,216). A Shin Forward formerly stood at Lex Stud in Japan.

Market Rally is by Unbridled’s Song, meaning he is from a sire line that is very popular in the commercial market. Market Rally brings to stud a race record of 3 wins from 4 starts, including a GIII win. The five-year- old is out of a stakes-placed Mr. Greeley mare and will stand as a joint venture with Dutchess Views Stallions and Irish Hill Century Farm at the latter’s location in Stillwater. Market Rally’s debut win at a mile was so impressive that he was purchased privately and sent to compete in Dubai. He won two stakes there, including the Grade III UAE Two Thousand Guineas Sponsored by Gulf News. His stud fee, live foal stands and nurses, is $3,000.

Union Jackson, by highly commercial stallion Curlin and out of the precocious Grade I winner Hot Dixie Chick by Dixie Union, carries a winner up close in his pedigree, as his second dam produced , winner of the 2017 Derby. The handsome stakes winner and graded-stakes performer was on the board in nine of 11 starts and will stand at Sequel Stallions New York. He stands as a joint venture between Sequel Stallions and Stonestreet Stables. Significantly, this is the first time that Stonestreet Stables is participating in the New York program. His stud fee, live foal stands and nurses, is $5,000.

NY-BREDS AT AUCTION IN 2017

Over the past seven years, the fortunes of New York-breds at public auction have gone from strength to strength. The successes are due, in part, to the national economic recovery from the recession of 2008, but unique factors have led to a dramatic expansion of the state-bred sales marketplace and transformed New York into the premier regional Thoroughbred breeding program in the nation.

The watershed moment was the opening of Genting’s Resorts World New York Casino at in October 2011, which infused substantial VLT revenue into the racing and breeding sectors. In response, the New York Racing Association (NYRA) hiked purses to unprecedented levels, and the New York State Thoroughbred Breeding Fund (the Fund) implemented a 50% across-the-board increase in breeders’ awards. Ever since, sales of New York-bred yearlings, weanlings and two-year-olds have enjoyed a dramatic upward trajectory. Each fresh set of year-end New York-bred sales data adds an interesting and nuanced chapter to the overarching story of growth, usually with one or another class of sales horse providing the main sales headline in any given year. In 2013, for example, the New York-bred yearling market took off. The following year, the most dramatic gains were made by New York-bred two-year-olds. In 2017, weanlings headline the New York-bred sales report.

In 2017, New York-bred weanling sales hit new heights, increasing over the previous year by 81.5% in total sales, 59.2% in average price and 42.1% in median. At the most high-profile venue for weanling sales of the year, the two-week November sale, New York-bred weanlings made a national statement, dramatically outperforming the general population of the auction. They posted a $94,335 average and $75,000 median, compared to the overall average and median of $69,392 and $37,000, respectively.

The New York-bred yearling market was also impressive in 2017. After experiencing a “correction” in 2016, yearling sales rebounded in 2017, exceeding the 2015 levels and setting new records. The most significant auction of the year for the New York marketplace, the Fasig-Tipton New York-bred yearling sale in Saratoga, posted a record average, record median and record total sales, and saw a new all-time top-seller.

Finally, the New York-bred two-year-old market gained back significant ground after undergoing a correction in 2016. Following the banner year of 2014, when the juvenile market increased in value by 72.4%, those gains were maintained in 2015 but in 2016 double-digit declines were seen across the board. In 2017, however, total sales gained back 17.7% and nudged up the average by 3.2%. It will be interesting to see whether the juveniles will rebound fully in 2018 when the pricey 2017 yearlings hit the sales ring as two-year-olds.

Underlying all the positive sales news is the larger story of the success of the New York breeding program. Because incentive awards and lucrative purses have increased competition in the sales ring for top-tier New York-breds, breeders are putting extra resources and effort into breeding better horses. These higher-quality horses, in turn, tend to be more successful at the racetrack, which raises the profile of the New York-bred “brand” and drives up auction prices in the next round. Thus, by way of a positive feedback loop, breeders must keep raising the bar to compete, which improves the quality of the program’s products with each passing year.

In fact, at the end of 2017 the head of the oldest Thoroughbred auction house in the world, Fasig-Tipton President Boyd Browning, noted that the performances of NY-breds at auction and on the track illustrate that the NY program “is truly the gold standard.”

BECOMING A NEW YORK-BRED

In order to encourage breeders to keep their mares and foals at New York State farms, the Fund has firm rules that must be followed to ensure that a foal that is dropped here is eligible to become a registered NY-bred.

Breeders must make sure that their mares follow our residency rules, which in some cases necessitate that they breed their mare back to a registered NY stallion, file mare movement cards to help us establish compliance, and allow their mares to be inspected by our registry compliance team.

It follows that only registered by the Fund by virtue of meeting the residency and inspection requirements can be entered in NY-bred-only races held at race meets conducted by the New York Racing Association and Finger Lakes Gaming and Racetrack. Similarly, only registered NY-breds can generate awards for their breeders and owners, as well as for the owners of registered New York stallions. NY-breds can also run in any “open” races in the state and throughout the world.

Those who buy and own racehorses appreciate that with a NY-bred there will be more chances to earn money.

REVENUE

Total operating revenues of $19,469,044 in 2017 represent a decline of $2,177,332, or slightly more than 10%, from 2016 revenues, and a drop of 12% from the record revenues paid to the Fund in 2014. The decrease in 2017 was due to a general decline in all revenue sources, led by a significant decline from Video Gaming Machines at Resorts World Aqueduct as well as decline in VLT revenue at Finger Lakes Casino and Racetrack.

Resorts World (RW) revenue for 2017 was $1,865,491 lower than in 2016 due to the agreement between RW and Nassau OTB that went into effect on 10/15/2016. The agreement allowed 460 high-earning machines to be removed from the calculation of the Fund’s revenues, and December 2017 reported an average net win per machine per day of $326 versus $366 at the end of 2016. (The machines designated to Nassau OTB earned an average of $848 in December 2017). The Fund recaptured $149,858 of lost VLT revenues per state statute specifying that the Fund’s RW-VLT revenues be maintained at 2013 levels, adjusted for inflation.

VLT revenues from Finger Lakes declined due to the 2/1/17 opening of del Lago Resort & Casino, although to a much smaller degree than predicted (17% vs 40%).

It should be noted that in 2016 VLT revenues accounted for over 65% of the Fund’s total operating revenues, whereas in 2017 their contribution to revenue dropped to 62%.

AWARDS AND PURSE ENRICHMENT

Awards Breeders, owners and stallion owners earned just over $15 million in awards in 2017, virtually unchanged from 2016 totals.

Purse Enrichment As part of an agreement overseen by the Gaming Commission to save racing at Finger Lakes Racetrack in 2017 and 2018, the Fund’s Board of Directors agreed to pay $1.5 million into the purse account at the Finger Lakes for 2017.

EQUINE RESEARCH

The annual contribution of 2% the NY Thoroughbred Breeding and Development Fund’s revenue to the Harry M. Zweig Fund at Cornell University makes the Fund the largest single contributor to the research group. The 2017 payment of $389,399 to the Harry M. Zweig Fund supported research into issues such as causes and possible cures for equine respiratory and influenza problems, colic in foals, embryonic stem cell research and mapping the horse genome.

REGISTRY IMPROVEMENTS

Our re-designed online registration system was installed in March 2017 after having been tested beginning in the fourth quarter of 2016. The new login procedure enables client information to be populated automatically for each application, saving time for users. Information on each foal is also populated via a link with The Club, reducing the amount of information clients are required to provide and preventing errors. The

system also allows us to quickly identify any duplicate applications and automatically updates new or changed names of registered NY-breds listed on our site. In addition, clients will now have access to reports on the statuses of all registered and unregistered foals and stallions for which they have submitted an application, including details on any outstanding requirements.

OTHER HIGHLIGHTS

The 2017 report highlights NY-bred accomplishments on the racetrack and in the sales ring, and also provides a detailed accounting of the receipts and disbursements in the Breeding Fund’s three incentive areas ‒ breeder awards, stallion awards, and open-company owner awards. Additionally, it contains an analysis of the impact of the New York State Thoroughbred Breeding Program. Also included is a brief review of the Fund’s promotion, education, and aftercare efforts.

Financial Review

Under founding statutes, the Fund receives revenue from on-track and off-track Thoroughbred handle in New York, and breakage from regional off-track wagers. Total handle accounted for 30% and 28% of operating revenue in 2017 and 2016, respectively, while breakage accounted for 2% of operating revenue for both years.

The Fund obtained an additional contractual source of revenue from Video Lottery Terminals (VLTs) at Finger Lakes Gaming and Racetrack beginning in 2004, which provided approximately 7 percent of total operating revenue for both 2017 and 2016. Further enhancing Fund revenues, Resorts World Casino New York City began operation of VLTs at Aqueduct Racetrack in late 2011. Statutory revenue received from this operation totaled approximately $10.5 million in 2017 and $12.4 million in 2016, or 54 percent and 57 percent of total operating revenue, respectively.

Effective January 1, 2014, legislation provided for the Fund to receive additional revenues from Advanced Deposit Wagering (ADW) sources. Total ADW revenue accounted for 5 percent and 4 percent of total operating revenue in 2017 and 2016, respectively.

Total 2017 operating revenues of approximately $19.5 million resulted in a decrease of $2.2 million from 2016. This decrease is due to a decrease in VLT revenues. The decrease in VLT revenues was due in part to the reclassification of Resorts World – Aqueduct VLTs. The reclassification changed the Fund’s commission rate for 460 VLTs from 1.5 percent to .5 percent, and limited revenues to 2013 levels, adjusted for inflation. Despite the significant decrease to the Fund’s revenues, the Fund was able to pay 100 percent of all breeder, stallion and owner awards earned in 2017 and to reserve over $520,000 for New York-sired purse enrichment.

By closely monitoring administration and promotional expenses, the Fund was able to remain below the statutory spending caps of 5 percent and 6 percent, respectively, in 2017. Administration expenses of $737,364 represented 3.8 percent of total operating revenues in 2017, a decrease of $36,424 from 2016. Promotional expenses of $1,168,787 represented 6 percent of 2017 total operating revenues, a decrease of $71,186 from 2016.

Statutes dictate that the Fund pays the Harry M. Zweig Memorial Fund of Cornell University 2 percent of its operating revenues to fund equine research. The amount payable to Cornell University for 2017 is $389,399. This is a decrease of $44,547 from 2016 and is due to the decrease in the Fund’s VLT revenues in 2017. The Fund provides approximately 60 percent of all funding received by the Zweig Memorial Fund.

Mares & Foals Mare Report

Breeders demonstrated their faith in the breeding programs of New York State for the sixth straight year in 2017, with the year-to-year foal crop number increasing by 4.7% to 1,705 foals. This total represents an increase of nearly 40% over the figure for 2011, when the foal crop hit its lowest number of the past decade (1,225 foals). As shown in the NYS foal chart on page 44 of this report, mares produced an additional 77 foals in 2017 compared to 2016.

The Jockey Club had forecast that the long-running decline in the foal number nationally would bottom out at 22,500 in 2016 and, indeed, the final number for 2017 is predicted to be about the same. Hopefully, these numbers will signal the end of the contraction that began in 2005. More than 38,000 foals were born in 2004, before breeders took their signal from the market that supply was outpacing demand and decided to produce fewer foals.

The accompanying charts illustrate the increase over the past decade in the number of mares being covered by out-of-state stallions compared to those covered by in-state sires. A higher percentage of foals born in New York in 2017 were by out-of-state sires compared to the figure for 2016, at almost exactly half. Offspring of unregistered NY stallions and out-of-state stallions earn award money at half the rate paid to runners sired by New York stallions registered with the Fund.

New York is not unique in seeing this trend to use, chiefly, Kentucky stallions. The state of Pennsylvania is trying to bolster the appeal of its sires by increasing awards for PA-breds that are also sired by stallions that stand in the Keystone State. The state hopes that the 40% award rate for PA-sired PA-breds will encourage breeders to use PA sires and owners to buy PA-breds. The chart below clearly indicates that, increasingly, foals born in NY are by out-of-state sires. The foal crop of 2017 reflects a nearly even split between the two.

You don’t have to be an analyst to realize that any way you look at it, Sequel Stallions’ sire Freud had an incredible year. Freud finished 32nd in North America in earnings (more than $6.3 million), led by Sharp Azteca (more than $1.3 million), and 14th in turf sire earnings. Freud had a state-best 187 runners in 2017, with a second-best 94 winners.

Freud, a full brother to champion sire Giant’s Causeway, had modest success on the racetrack, winning one of 12 starts with two seconds, one third and $44,018 in earnings.

His impact on the New York breeding program, however, is staggering. Cumulatively, through December 1st, Freud had sired 1,173 foals, more than 500 above any other state stallion since his first crop in 2003.

Freud was the leading active North American sire outside of Kentucky in 2017.

Irish Hill and Dutchess Views Stallions had three of the top six sires in New York, led by Bellamy Road, whose four victories in seven starts included the Grade 1 Wood Memorial by a phenomenal 17 ½ lengths and the Grade 3 Cradle Stakes. He was also second in the Grade 1 Travers. In 2017, Bellamy Road finished 50th in North American progeny earnings (more than $4.7 million) and had a state-high 101 winners from 178 foals, led by Diversify.

Irish Hill and Dutchess Views’ Big Brown, the 2008 Kentucky Derby and Preakness Stakes winner and that year’s three-year-old champion, ranked 96th in North America (more than $3.3 million in earnings) with 79 winners from 152 starters, including his leading earner Hard Study.

Hold Me Back, a son of Giant’s Causeway, checked in 118th in North America (more than $2.7 million in earnings) with 74 winners from 152 starters, including leading earner Black Tide.

Frost Giant, another Irish Hill and Dutchess Views’ top stallion who is also by Giant’s Causeway, won four of 15 starts including the Grade 1 Suburban Handicap. He finished 124th in North America (more than $2.6 million in earnings) in 2017 thanks to 53 winners from 124 starters.

Waldorf Farm’s Bustin Stones, a son of City Zip, finished 143rd in North America (more than $2.1 million in earnings) with 51 winners from just 75 runners.

Among the leading first-crop sires in North America in 2017 were Rockridge Stud’s Trinniberg (33rd), McMahon of Saratoga Thoroughbreds’ Forty Tales (51st), the deceased Bridgetown (61st) and Irish Hill and Dutchess Views’ Heavy Breathing (83rd).

Among second-crop sire leaders in 2017 were Sequel Stallions’ Mission Impazible (14th), Questroyal North’s Boys At Toscanova (30th), Rockridge Stud’s Soaring Empire (38th), Encaustic (71st); Midas Touch (GB) (73rd) and Polar Coordinate (140th).

Leading third-crop 2017 sires included Keane Stud’s Dublin (20th), Questroyal North’s Courageous Cat (23rd), Rockridge Stud’s D’ Funnybone (29th), Rockridge Stud’s Giant Surprise (34th); Kaz Hill Farm’s Bank Heist (54th) and Wicked Rich (80th).

Mission Impazible ranked 21st among North American sires of two-year-olds in 2017, followed by Freud (53rd), Bellamy Road (114th), Irish Hill and Dutchess Views’ Desert Party (119th), Bustin Stones (142nd) and Hold Me Back (148th).

Trailing Freud in North American turf stallion earnings were Big Brown (70th), Courageous Cat (74th) and Hold Me Back (104th).

NY-BREDS AT AUCTION: 2017

An overview of the year in NY-bred sales is provided in the Executive Review at the beginning of this report. Detailed reviews of 2017 New York-bred yearling, weanling and two-year-old sales results follow. New York- bred sales statistics come from The Jockey Club. National sales results are derived from the Blood-Horse, “2017 Auction Digest” (December 23/December 30, 2017, pp. 53ff.).

STATISTICAL REVIEW AND ANALYSIS

New York-Bred Yearling Sales

Nationally, the bloodstock market was strong in 2017, spurred on by a robust stock market and high consumer confidence. Analysts singled out the yearling sector in particular as having enjoyed a “transformational year,” with double-digit gains in total sales, average price and median. New York-bred yearlings not only participated in the upward national trends, but also blazed some new trails of their own.

To review: In 2013 the New York-bred yearling market experienced an initial post-VLT boom, gaining 47% in overall value. The following year saw a 6% decrease in total sales followed by a rebound in 2015, in which a gain of 9.5% was posted. The next cycle began in 2016, when the yearling market dipped by a significant 29.7% while suffering double-digit losses in average and median. In 2017 the New York-bred yearling market came roaring back, making up the lost ground and more.

Specifically, total New York-bred yearling sales grew by nearly one-third in 2017 (29.7%). The average price increased by a whopping 41.1% and the median, an indicator of overall market strength, skyrocketed by 75%. The actual numbers for both median and average represented record highs.

Finally, the most significant auction of the year for New York yearlings, the Fasig-Tipton New York-bred yearling sale in Saratoga, generated a record average price, record median and record total sales. The sale also saw a new all-time top-seller, a Cairo Prince yearling that went to Waves Bloodstock for cool half-million dollars.

New York-Bred Yearling Co-Top Achievers:

A pair of horses share the honors for top yearling of 2017, with each bringing $750,000 at public auction.

Curlin/Purple Cat: Fasig-Tipton Saratoga selected yearling sale, Hip 34

In August, Farms went to $750,000 to purchase a New York-bred Curlin filly, who was the top-selling female overall in the opening session of the elite Fasig-Tipton Saratoga selected yearling sale in Saratoga Springs (Hip 34).

Bred by Newtown Anner Stud and consigned by Blake-Albana Thoroughbred Services, the Curlin filly, now named Deep Space, is out of Purple Cat, a half- sister to Sky Diva (Sky Mesa), winner of the Grade 1 Frizette Stakes and third in the Breeders’ Cup Juvenile Fillies, and Quick Little Miss (Freud), a multiple stakes winner as a juvenile.

The sale filly’s third dam, Irish-bred Gather the Clan, is the producer of a pair of graded winners, led by $1.9 million-earner and multiple Grade 1 winner Pure Clan. This is also the family of multiple-graded-stakes-winning filly Finley’sluckycharm.

“She’s a real classic filly, a real athlete,” said Juddmonte’s Garrett O’Rourke. “[She] looks like something that could be a real [Grade 1 Kentucky] Oaks filly and, thinking long term, a mate for Arrogate. I was pushed to my very, very limit [on price]. I thought I’d get her for a little less, but you know when they are that nice, you have to be prepared to go for a little bit extra. Into Mischief/Indian Rush: Keeneland September yearling sale, Hip 342

The following month saw another star yearling: a bay colt by Into Mischief out of Indian Rush that sold at the Keeneland September yearling sale as Hip 342.

Bred by Pine Ridge Stables and offered by Paramount Sales, the April 7 colt was purchased by Sheikh Hamdan Bin Rashid Al Maktoum’s Shadwell Estate Company for $750,000. “He… was a colt that passed all the tests,” said Pat Costello of Paramount. “He had a big walk and they just loved him on the grounds here. He was very busy [with inspections] and he just passed all the tests.”

The colt’s dam Indian Rush is a Kentucky-bred stakes-placed turf runner by Indian Charlie who earned just shy of $100,000 and produced a stakes winner with her first foal, Harlan’s Honor. New York-Bred Weanling Sales

Success in the New York-bred weanling sales sector provided the biggest headline for New York-bred sales results in 2017.

New York-bred weanling sales took a couple of years to take hold after the infusion of VLT money, but enjoyed an initial boom in 2013, gaining 38%. Correcting in 2014 and 2015, weanling sales rebounded in 2016 only to skyrocket in 2017, when New York-bred weanlings gained 81.5% in total value over the prior year, increased in average price by 59.2% and in median by 42.1%.

It is worth noting that the total value of the weanling marketplace has increased by more than five times since 2010, when total sales came in at $1,339,500. In 2017, the figure was $6,942,400.

In addition to eclipsing their own past record in 2017, New York-bred weanlings became a national force. At the most important weanling auction of the year, the two-week Keeneland November sale, New York-bred weanlings dramatically outperformed the general population of the auction, posting a $94,335 average and $75,000 median, compared to the general average and median of $69,392 and $37,000, respectively.

Given that Kentucky-breds have dominated all sectors of the bloodstock market from time immemorial, the New York-bred weanling results at Keeneland represent a noteworthy achievement for any regional breeding program.

Weanling Top Achiever: Hip 78 at Keeneland November Breeding Stock Sale

A New York-bred daughter of Curlin topped the New York-bred weanling offerings in 2017 as the fifth highest- selling youngster at Fasig-Tipton’s boutique single-session November breeding stock sale.

Purchased by John Dowd, agent, for $420,000, the Curlin filly was bred by Southern Equine Stables and foaled at Sequel Stallions New York in Hudson. Consigned by Bluewater Sales, Agent XX, and offered as Hip 78, she is the second foal out of Hung the Moon, a Pin Oak Stud homebred and stakes-winning daughter of Malibu Moon out of a stakes-placed Storm Cat mare.

Hung the Moon was purchased by Bluewater Sales on behalf of Southern Equine Stables for $280,000 at the 2015 Keeneland November sale in foal to Medaglia d’Oro. The Kentucky-bred filly she produced in 2016 went on to bring $1 million this summer at the Fasig-Tipton Kentucky July Sale.

New York-Bred Two-Year-Old Sales

Within the context of positive trends nationally for two-year-olds at auction, the New York-bred juvenile market gained back significant ground after undergoing a correction in 2016.

Following a breakout year in 2014, when the New York-bred juvenile market nearly doubled in total sales (up 90.2%), those gains were maintained in 2015. However, there was a market correction in 2016, with double- digit declines across the board. In 2017, total sales gained back 17.7% and nudged up the average price by 3.2%. It will be interesting to see whether the juveniles will rebound fully in 2018 to 2014-15 levels when the pricey 2017 yearlings hit the sales ring as two-year-olds.

Two-Year-Old Top Achiever: Hip 6 at the Fasig-Tipton March Sale

The Empire State-bred star juvenile sold as Hip 6 at the boutique Fasig-Tipton two-year-olds in training sale in March, where he commanded a hefty price tag of $900,000 while going as the fourth-highest seller at the sale and third highest-priced colt.

Bred by Gallagher’s Stud in Ghent and foaled there on February 5, 2015, Hip 6 topped the Fasig-Tipton select Saratoga yearling sale in 2017, going to Hartley/De Renzo from the consignment of Denali Stud for $300,000. After the dark bay colt by Medaglia d’Oro posted a furlong breeze of :10 2/5 in the under-tack show for the juvenile sale, Hartley/De Renzo Thoroughbreds, WinStar Farm and Breeze Easy partnered to make the purchase.

The handsome colt has an all-star pedigree. His dam, Kentucky-bred winner and winner-producer Wild Chant, by War Chant, is a half-sister to the incomparable (Tapit) – champion, multiple Grade 1 winner and earner of $3.9 million – and to Paddy O’Prado, a Grade 1 winner, $1.7 million earner and sire. “I just liked everything about him, his pedigree, the way he moved and the way he galloped out,” WinStar president Elliott Walden told the TDN. “Very classy horse. [The price] was a little high, but those kind of colts bring that kind of range, so I thought it was okay. We bought him with Breeze Easy. We looked at him at Saratoga and he’s really done well. He’s a nice colt. will train him.”

CONCLUSION

Thoroughbred sales in the U.S. enjoyed an upbeat year in 2017. Analysists cite robust purses, especially in New York, an expanded TV platform for racing and the booming stock market as drivers of the bloodstock market.

In addition, the ongoing shrinkage of the national foal crop continues to generate increased marketplace demand, particularly in the yearling and weanling sectors. In November, pinhookers reinvested 2017 yearling profits in weanlings with a view to the 2018 yearling market. End users, buying to race rather than re-sell and looking for bargains, also contributed to the strong fall weanling market.

Industry optimism for continued strength in the bloodstock market in 2018 is further fueled by the passage of the tax reform act in December, which contains provisions favorable to investments in breeding stock and racing prospects (expensing, tax relief for partnerships, etc.).

All the factors cited also favor continued strength in the New York-bred bloodstock market, with the added element of high purses, expanded racing opportunities and breeder and owner awards. Even though one or another sector of the New York-bred sales market may experience a natural market correction in a given year, there is no indication yet that the New York-bred sales marketplace has reached its ceiling.

New York-Breds at the Races

New York-Breds Shine Everywhere, Every Day in 2017

New York-breds’ impact on the biggest stakes in the world in 2017 stretched from New York to Dubai, from Florida to California, beginning January 1 and lasting throughout the year. Mind Your Biscuits, the defending New York-bred Horse of the Year, Diversify, Bar of Gold, Giant Expectations, world-record-setting Disco Partner, Highway Star and Twisted Tom led the way to an unforgettable year for New York-breds. Bar of Gold, Diversify and Mind Your Biscuits won Grade 1 stakes, and Sharp Azteca, a son of top New York stallion Freud, won the Grade 1 Cigar Mile.

“The ceiling has been removed as far as New York-breds,” said Diversify’s trainer Rick Violette, who stepped down after 10 years as President of the New York Thoroughbred Horseman’s Association.

The New York Racing Association has paid attention, increasing the number of Showcase Days ̶ cards consisting entirely of New York-bred stakes and races ̶ from one to three while making New York-bred races part of nearly every racing day. Certainly, New York-breds are an integral part of New York racing, and it’s hard to imagine racing at Aqueduct, Belmont and Saratoga without them.

“Without New York-breds, we’d have to lock the gates,” Violette said.

Trainer John Kimmel, who saddled Chester and Mary Broman’s New York-bred Bar of Gold to a shocking upset at 66-1 odds in the $1 million Grade 1 Breeders’ Cup Filly & Mare Sprint, put it this way, “If you’re a participant in New York racing as I am, without New York-breds you’re going to miss a lot of races.”

The Bromans certainly don’t. Graded stakes victories by their homebreds Bar of Gold and Highway Star helped them rank 13th in North America in owner earnings (more than $3.2 million), a testament to their long-tenured involvement with New York-breds. Interestingly, many New York-bred open stakes winners last year were homebreds.

And the outlook for all of New York racing has never been brighter. The recent announcement that the New York Islanders will build a hockey arena at , prompting the track’s redevelopment and the addition of a hotel and retail businesses to the massive property, should make New York racing more popular than ever.

Today’s New York-breds are ready for that step up, ready to keep pace with horses from all over the country in open stakes and allowance races. “It’s amazing, even on a daily basis,” Violette said. “The quality for New York-breds is light years ahead of where it was 10 years ago and even more so where it was 20 years ago.”

It’s been 36 years since New York-bred Fio Rito won the prestigious Whitney Handicap at Saratoga, sending shock waves all the way to Kentucky. New York-breds have been trending upward ever since the Finger Lakes shipper stepped into the winner’s circle at Saratoga that afternoon.

Last year, New York-breds won races at Aqueduct, Arapahoe Park, Belmont Park, Del Mar, Finger Lakes, , Laurel Park, Meydan Racecourse (in Dubai, United Arab Emirates), Monmouth Park, Oaklawn Park, Parx, Pimlico Race Course, Santa Anita, Saratoga, Sunland Park and Tampa Bay Downs.

Six New York-bred stallions ranked in the top 150 for progeny earnings in North America in 2017, tying Florida for second after dominant Kentucky. California had five and Pennsylvania had three.

The Year in Review

New York-breds didn’t waste a day making an impact in open stakes in 2017. On January 1st at Aqueduct, Curragh Stables’ colt Caledonian, a son of Concord Point out of Dazzling Display by Dehere who was bred by Kaleem Shah, captured the $100,000 Lost in the Fog Stakes for three-year-olds.

On February 27th at Sunland Park, Tom McKenna’s Judge Lanier Racing’s unbeaten colt Conquest Mo Money, a son of Uncle Mo out of Stirring by Seeking the Gold who was bred by Twin Creeks Farm, took the $100,000 Mine That Bird Stakes for three-year-olds at Sunland Park by two lengths over Irap, a subsequent three-time graded stakes winner in 2017. McKenna purchased Conquest Mo Money, who originally sold for $180,000 as a yearling, for $8,500 as a two-year-old at the complete dispersal sale of Conquest Stable at Keeneland in November 2016. Though he didn’t remain undefeated, Conquest Mo Money had a fine three-year- old season in 2017, with three wins and two seconds from six starts and earnings topping a half-million dollars.

On March 11th at Tampa Bay Downs, Empire Equines’ homebred three-year-old filly Fifty Five captured the $200,000 Grade 3 Florida Oaks stakes on turf for trainer Tom Bush. Fifty Five is a daughter of Get Stormy out of Soave by Brahms.

J Stables, Sol Kumin’s Head of Plains Partners, trainer/co-owner Chad Summers, Michael Kisber et al.’s four- year-old New York-bred colt Mind Your Biscuits, a son of Posse out of Jazzmane by Toccet who was bred by Samantha Will Boccari’s Jumping Jack Racing, traveled much farther south to make international headlines for Chad Summers. In his second start of the year, following a second by a neck as the 4-5 favorite in the Grade 3 Gulfstream Park Sprint on February 25th, Mind Your Biscuits delivered a stunning performance in Dubai, winning the $2 million Grade 1 Dubai Golden Shaheen by three lengths exactly one month later. When Mind Your Biscuits won his North American return in the Grade 2 Belmont Sprint on July 8th, he was rightfully regarded as the top sprinter not only in North American but the world.

Though he didn’t win his three subsequent starts, he followed a dull sixth-place finish in the Grade 1 Stakes at Saratoga with a strong-closing third in the $1.5 million Grade 1 Breeders’ Cup Sprint at Del Mar, and a second by 5 ¼ lengths to Sharp Azteca in the Grade 1 Cigar Mile. His final numbers for 2017 were two victories, a pair of seconds and one third in six starts, with more than $1.7 million in earnings, pushing his career earnings past $2.5 million.

Not bad for a New York-bred who sold for $47,000 at Keeneland in January 2014.

Just a couple weeks after Mind Your Biscuit’s powerful victory in the Golden Shaheen, four New York-breds won Grade 3 stakes in the span of nine days. All four were homebreds.

On April 1st at Gulfstream Park, Bill Parson and David Howe’s Summersault, a daughter of Rock Hard Ten out of Saratoga Summer by Smart Strike who is trained by Mark Hennig, took the $200,000 Orchid Stakes on turf by three-quarters of a length.

One week later, Jon Clay, who races under the banner of Alpha Delta Stable, won the $250,000 Bay Shot Stakes for three-year-olds with his colt Long Haul Bay, a son of out of French Sabin by French Deputy who is trained by Chad Brown.

That same day, Paul Pompa Jr.’s five-year-old gelding Send It In captured the $150,000 Excelsior Stakes. The son of Big Brown out of the Awesome Again mare Sharp Instinct is trained by Todd Pletcher.

Just a day later, the Broman’s Highway Star, a four-year-old daughter of Girolamo out of Stolen Star by Cat Thief, won the $150,000 Distaff Handicap.

Highway Star, who had been freshened following a distant fourth-place finish in her four-year-old debut on January 13th at Aqueduct, had a great campaign in 2017 for trainer Rodrigo Ubillo.

A model of consistency, Highway Star made it two straight when she added the Grade 2 Stakes. She finished a solid third behind superstar in the Grade 1 Stakes, second by a head in the Grade 1 Ballerina and then first in the Grade 2 Gallant Bloom. Shipped to Del Mar, she was steadied when finishing 11th in the $1 million Grade 1 Breeders’ Cup Filly & Mare Sprint, but rebounded to finish second in the Grade 3 Go for Wand Stakes. She finished the year with three victories, two seconds and one third from eight starts, for earnings of $640,000, making her a career millionaire with $1,009,000 earned.

The first of NYRA’s three Showcase Days was held on May 29th at Belmont Park, featuring six stakes for state- breds.

Michael Dubb, Bethlehem Stable and Gary Aisquith’s outstanding five-year-old turf mare Fourstar Crook, a daughter of Freud out of Avril a Portugal by D’ Accord who was bred by Kathleen Feron, captured the $125,000 Mount Vernon Stakes for trainer Chad Brown.

Lawrence Goichman’s four-year-old homebred Kathryn the Wise, a daughter of Uncle Mo out of Shea d’ Lady by Crafty Prospector, won the $200,000 Critical Eye Stakes.

After the $125,000 Kingston Stakes, Dubb was back in the winner’s circle with his five-year-old horse Offering Plan, co-owned by Nantucket Thoroughbred Partners and Bethlehem Stables. C.W. Swann and Cygnet Farm bred the son of Spring At Last out of Rosalie Road by Street Cry (IRE).

Red and Black Stable’s seven-year-old horse Weekend Hideaway, a son of Speightstown out of Apocalyptical by Wiseman’s Ferry who was bred by Flying Stables, won the $200,000 Commentator Stakes for trainer Phil Serpe.

Lady Sheila Stables’ three-year-old filly Holiday Disguise captured the $125,000 Bouwerie Stakes. Bred by Dr. William Wilmot and Dr. Joan Taylor, the daughter of Harlan’s Holiday out of Thin Disguise by Yes It’s True is trained by Linda Rice.

The $125,000 Mike Lee Stakes for three-year-olds, named for the beloved Long Island sportswriter, went to Hoffman Thoroughbreds’ homebred T Loves a Fight, a son of Girolamo out of Worth Fighting For by Broken Vow who was trained by Mike Hushion. Hushion retired shortly afterwards following an outstanding career on the nation’s toughest racing circuit.

Another homebred, Patricia Generazio’s five-year-old turf horse Disco Partner, a son of Disco Rico out of Lulu’s Number by Numerous who is trained by Christophe Clement, made history at Belmont Park on June 10th. Disco Partner, who had won his five-year-old debut in the $150,000 Stakes on April 29th, not only won the Grade 3 $300,000 Jaipur Invitational Stakes by a half-length, but set a world record in doing so, covering the six furlongs in a ridiculous 1:05.67, more than a full second faster than the previous record. Even Clement was stunned when he saw the final time.

Disco Partner made it three straight by taking the $150,000 Forbidden Apple Stakes, then finished a wide fourth in the Grade 1 Stakes captured by grass superstar World Approval. Disco Partner then won the $147,000 Belmont Park Turf Sprint before closing like a rocket to finish third by a half-length in the $1.5 million Grade 1 Breeders’ Cup Sprint. His record for the year was four wins and one third from six starts, with earnings of $547,000, upping his career earnings to more than $910,000. “He’s a top-class horse,” Clement said.

On July 4th, Fourstar Crook took her great grass game on the road, winning the $200,000 Dr. James Penny Memorial Stakes at Parx to stretch her winning streak to eight.

At Saratoga on August 12th, yet another homebred, Twin Creeks Racing Stables’ Pure Silver, won the $200,000 Grade 2 Adirondack Stakes for two-year-old fillies. Todd Pletcher trains the daughter of Mission Impazible out of Jehan by Forest Wildcat.

One of the highlights of the second Showcase Day at Saratoga on August 25th was Cobra Farm, R and R Partners and Head of Plains Partner’s gelding Twisted Tom’s 4 ½ length victory in the $250,000 Albany Stakes for three-year-olds.

Bred by Dr. William Wilmot and Dr. Joan Taylor, the gelded son of Creative Cause out of Tiffany Twisted by Thunder Gulch had won four of his five previous starts for trainer Chad Brown. He followed a victory in a New York-bred allowance on January 28th at Aqueduct with a pair of ungraded stakes victories at Laurel Park, the $100,000 Private Terms and the $123,000 Federico Tesio Stakes. Those victories persuaded Brown to take a shot with Twisted Tom in the Grade 1 . Twisted Tom never had a chance. He was steadied and clipped heels on the clubhouse turn of the mile-and-a-half final leg of the Triple Crown, finishing an extremely distant sixth in the field of 11. Brown freshened Twisted Tom, and he returned to win the $160,000 New York Derby at Finger Lakes on July 22nd.

Brown had already won the first of six Showcase Day Stakes when Alpha Delta Stable’s unbeaten three-year- old homebred filly Sunset Ridge upped her record to four-for-four, taking the $200,000 Fleet Indian Stakes for three-year-old fillies. The daughter of Algorithms out of Cades Bay by Fusaichi Pegasus was making her stakes debut.

Gold Square LLC’s two-year-old colt Aveenu Malcainu, named for a Hebrew prayer, made his record two-for- two by winning his stakes debut in the $200,000 Stakes, named for the 2003 NY-bred Kentucky Derby and Preakness winner. Taylor Brothers Properties bred the son of Into Mischief out of Island Time by Trippi who is trained by Jeremiah Englehart.

At 5-1, considerably shorter than the odds than she’d go off at in the Breeders’ Cup Sprint on dirt, the Bromans’ homebred five-year-old mare Bar of Gold, a daughter of Medaglia d’Oro out of Khancord Kid by , won her first grass race in four tries in the $150,000 Yaddo Stakes by a length and a quarter.

Bar of Gold followed her victory in the Yaddo by finishing second on synthetic in the Grade 2 Presque Isle Masters at Presque Isle Downs, and sixth in the mile-and-an-eighth Grade 1 Spinster Stakes at Keeneland on a sloppy track. She had five victories and one second in six prior starts on wet tracks.

Regardless of that rare poor performance, trainer John Kimmel shipped Bar of Gold to run in the seven-furlong $1 million Grade 1 Breeders’ Cup Filly & Mare Sprint at Del Mar on November 4th.

Kimmel treasures his relationship with the Bromans, and shared how he first connected with them at a yearling sale in April 1994: “Chester was interested in a horse, Antespend. She was a Grade 1 winner on dirt and turf. He walked up to me and said, `Will you look at her? If I buy her, will you train her?’ I said I would, but I told him she’s going to go for a lot of money. I didn’t even watch the horse go through the sale. He shows up at the bar and he says, `I bought the filly.’ I almost fell off my bar stool. I said, `What did you pay for her?’ He said, `$900,000.’ She won her first start. Then we bred her to top stallions. That was the start. I was his primary trainer for many years.”

Twenty-three years later, Kimmel and the Bromans took a shot in the Breeders’ Cup with Bar of Gold, despite her zero-for-11 record on fast dirt, against the best filly and mare sprinters in the world. On the plus side, she

62 did have three seconds and two thirds on fast tracks as well as that outstanding, though in this case irrelevant, wet-track record. “She is the epitome of class,” Kimmel said. “She’s won at distances from six furlongs to a mile-and-a-sixteenth. She’s been quite a pleasure to be around. Every year she kept getting better.”

Kimmel had never won a Breeders’ Cup race. Bar of Gold was sent off at odds of 66-1. With a perfect ride by Irad Ortiz, Jr., Bar of Gold and Ami’s Mesa, an 18-1 shot, crossed the finish line in almost perfect tandem. “It was so close, I didn’t know if she got up,” Kimmel said. “It was almost surreal.” The photo revealed she had won. “Everything you thought she had in ability, she showed,” Kimmel said.

Bar of Gold’s record in 2017 was two-for-nine with three seconds, one third and earnings of more than $800,000, pushing her career earnings to more than $1.5 million.

While Bar of Gold had shipped from New York to California, Redding Racing’s Cause We Are Loyal went in the other direction, shipping from Los Alamitos to Saratoga to contest the $200,000 Seekingtheante Stakes for two-year-old fillies on Saratoga Showcase Day, August 25th. Trained by Doug O’Neill, Cause We Are Loyal was making her stakes debut off a maiden victory. That was good enough, and she won the Seekingtheante. Jorge Wagner bred Cause We Are Loyal, a daughter of Creative Cause out of Rock ‘n Wolin by Not For love.

Team D’s four-year-old colt Get Jets won the $150,000 West Point Handicap on grass on Saratoga Showcase Day. Pat Pavlish bred Get Jets, a son of Scat Daddy out of Sunny by Dixieland Band who is trained by Tony Dutrow.

Back in California, the day after Saratoga Showcase Day, another New York-bred made headlines. Exline Border Racing and Gatto Racing’s four-year-old colt Giant Expectations won the Grade 2 $200,000 Pat O’Brien Stakes at Del Mar. Sunrise Stables bred the son of Frost Giant out of Sarahisittrue by Is It True who is trained by Peter Eurton. On December 26th at Santa Anita, Giant Expectations did it again, taking the Grade 2 $300,000 San Antonio Stakes.

Back at Saratoga on September 1st, Barry Schwartz’s homebred colt Voodoo Song completed an unlikely quadruple for trainer Linda Rice, taking the $300,000 Grade 3 Saranac Stakes for three-year-olds on grass by a neck. The victory by the son of English Channel out of Mystic Chant by Unbridled’s Song made Voodoo Song four-for-four at the Saratoga meet, an accomplishment unmatched since in 1952.

“It’s great to be in the same company as Native Dancer,” Rice said. “It’s been a real thrill for us.”

Rice took over Voodoo Song’s career after trainer Mike Hushion retired in the summer. In his first start for Rice, Voodoo Song won an open $40,000 claimer wire-to-wire by 5 ¼ lengths on July 22nd. The performance prompted Rice to race Voodoo Song again four days later in a New York-bred allowance. He opened a 16- length lead then barely held on, winning by three-quarters of a length.

Rice gave Voodoo Song nearly a month to recover, and he returned on August 23rd to win another New York- bred allowance by one length. She entered Voodoo Song just eight days later, and thanks to an incredible ride by , he captured the Saranac. “This is just really something,” Rice said.

On October 7th at Belmont Park, Ralph and Lauren Evans’ four-year-old gelding speedster Diversify did even better, taking the Grade 1 $750,000 by one length, culminating an outstanding job of management by his owner and trainer Rick Violette. Though the son of Bellamy Road out of Rule One by Street Cry (IRE) who was bred by Fred Hertrich III and John Fielding had demonstrated considerable talent winning all three of his starts as a three-year-old in 2016, Violette brought him along patiently for the biggest challenge of his career at a mile-and-a-quarter.

Diversify won an allowance race to begin his four-year-old season at Aqueduct before tiring to finish seventh in the $125,000 Stymie Handicap at a mile-and-an-eighth. After a pair of seconds in an open allowance race by a length and a quarter and by a nose in the $200,000 Commentator Stakes on Showcase Day at Belmont Park on a sloppy track, Diversify won two more New York-bred stakes, the $100,000 Saginaw by 2 ¾ lengths and the $95,000 Evan Shipman by an eye-popping 11 ½ lengths.

That penultimate performance convinced Violette he could stretch Diversity out to a mile and a quarter in the Jockey Club Gold Cup. Sent off at 3-1 odds under his regular rider Irad Ortiz, Jr., Diversify won by a length. “He’s done nothing but get better from the early summer until now,” Violette said after the race.

In his final race of the year, Diversify finished a front-running fourth in the Grade 1 Clark Handicap at on November 24th. For the year, he was four-for-eight with two seconds and nearly $700,000 in earnings, pushing his career earnings to a tad under $800,000.

New York’s final Showcase Day, Empire Showcase Day at Belmont Park on October 21st, offered eight state- bred stakes.

Robert Rosenthal and Brad Bernstein’s homebred Berning Rose got the day rolling by taking the $250,000 Maid of the Mist Stakes for two-year-old fillies. Dominick Schettino trains the daughter of Freud out of Peach Flambe by Flying Chevron who improved her record to two victories and a second in three starts.

Another homebred, Newman Racing’s four-year-old filly Absatootly, captured the $150,000 Iroquois Stakes for trainer Charlie Baker. Absatootly is a daughter of Mineshaft out of So N So by Freud.

In the $200,000 Ticonderoga Stakes on turf, Fifty Five got back into the winner’s circle for the first time after her victory in the Florida Oaks. She had finished third in the $100,000 Memories of Silver, second in the Grade 3 Wonder Again Stakes, third in the Grade 3 Lake George Stakes and fifth in the Grade 2 Sands Point Stakes in the interim. Her victory in the Ticonderoga made her three-for-eight in 2017 with one second, three thirds and earnings of $320,000.

Next up was the $300,000 Empire Classic Handicap, and Twisted Tom won again, scoring his third straight triumph and sixth in seven starts in 2017, earning $640,000 for the year. The lone blip was his horror trip in the Belmont Stakes. “He’s a super consistent horse,” Brown said after the Empire Classic Handicap. “I am really proud of him, how he developed over the year. He is a real fine racehorse. We are lucky to have him.”

The outside post in a field of 11 didn’t prevent R and H Stable’s colt Evaluator from winning the $250,000 Sleeping Hollow Stakes for two-year-olds. EKQ Stables bred the son of Overanalyze out of Show Me the Candy by More Than Ready, whose only victory in three prior starts was in a maiden special weight for trainer Michael Dilger.

Trainer/owner David Jacobson’s five-year-old horse Ostrolenka, who had won just one of nine prior starts in 2017, took the $150,000 Hudson Handicap. Eric Fein bred the son of Musket Man out of Pumpkin’s Pride by Louis Quatorze, who hit the board in eight of his 10 starts for the year.

Ivery Sisters Racing’s five-year-old speedy gelding Black Tide scored in the $200,000 Mohawk Stakes on grass. Snow Lantern Thoroughbreds bred the son of Hold Me Back out of Turn the Tide by Theatrical (IRE) who is trained by David Cannizzo. The victory made Black Tide five-for-nine in 2017 with one second and just under $300,000 in earnings.

Another homebred, Francis Paolangeli’s three-year-old filly Verdant Pastures, made her stakes debut a winning one, following up a 14 ¾-length allowance score with a victory in the $250,000 Empire Distaff. Charlie Baker trains the daughter of Colonel John out of Stormy’s Smile by Stormy Atlantic.

On November 25th at Aqueduct, Michael Dubb and David Simon’s colt Control Group scored in the $200,000 Grade 3 Stakes for three-year-olds. Bred by Colts Neck Stable and Alan Goldberg, the son of Posse out of We Kept Her by Victory Gallop is trained by Rudy Rodriguez.

State Comparisons

The incentives provided by New York’s Thoroughbred Breeding and Development Fund, coupled with substantial purses at NYRA and 811 restricted racing opportunities for registered NY-breds in 2017 at NYRA and the Finger Lakes, continued to make the New York program the envy of other states.

Two of the states that most fiercely compete with New York for mares, stallions and horses to fill the starting gates, and Pennsylvania, bumped up their advertising campaigns in 2017.

Pennsylvania

The most significant change in the Keystone State is apparently designed to recruit mares to its stallions. A foaling mare that books back to a Pennsylvania stallion reduces her PA residency requirement by 30 days, from 90 to 60. Also, mares now have extra time to get into the state. The deadline is no longer November 1 of the conception year, but rather December 1 of the conception year. Also, a mare can produce a PA-bred if it was purchased AFTER December 1 from a sale and arrives in PA within 14 days of the sale, remains through foaling and spends a total of at least 90 days in the state.

Beginning on January 1, 2018, Pennsylvania changed its registration eligibility and broodmare domicile requirements for foals of 2018 and subsequent years, in an effort to increase the number of registered PA-bred foals. The new requirements are as follows:

• The dam of the foal resided continuously in Pennsylvania since DECEMBER 1 (formerly November 1) of the year of conception through foaling. Mares not being bred back will fall under this category. • The dam of the foal was purchased at a public sale after DECEMBER 1 (formerly November 1) of the year of conception, was brought into Pennsylvania within 14 days of the date of purchase, and remained continuously through foaling. During the year of foaling, the foal or its dam spent at least ninety (90) days in the state. • The dam of the foal arrived after DECEMBER 1 (formerly November 1) of the year of conception, foaled in Pennsylvania and was bred back to a registered PA stallion standing in Pennsylvania. The dam of the foal resided in Pennsylvania for at least SIXTY (60) consecutive days (formerly 90 days).

Maryland

Maryland’s rules increasingly favor those who live in the state or keep breeding stock in the state. A foal dropped in Maryland is a Maryland-bred by the Jockey Club definition, but to be registered as a Maryland-bred and be eligible for the Maryland Fund bonus program there are other requirements that must be met, as follows:

1. The breeder of the horse (owner of the dam at the time of foaling) has maintained a place of abode in Maryland for more than nine (9) months immediately before registration; 2. the breeder of the horse keeps breeding stock continually in Maryland; 3. the horse was conceived in Maryland during the previous season; or 4. the horse’s dam was sent to Maryland to foal and after foaling was covered by a Maryland stallion during the season of the horse’s birth.

A. To qualify for registration as a state-bred, the horse shall be a Thoroughbred and be eligible for registration with the Jockey Club. In addition, unless the breeder is a resident of the state or maintains his breeding stock continually in the state, the horse shall be the produce either of a mare having conceived in Maryland the previous season, or of a mare sent into the state to foal and covered by a Maryland stallion in the season of its foaling.

B. A horse is bred where it is foaled. The breeder is the owner of the dam at the time of foaling. C. Any owner or breeder may appeal the refusal of the Maryland Horse Breeders Association to register a horse under this rule to the Maryland Racing Commission, and the decision of the Commission shall be final. D. To be considered a Maryland stallion, it is required that the stallion be in the state of Maryland for at least one full breeding season, commonly understood to be the first six months of a year, or if the stallion is brought in subsequent to the start of the breeding season he shall be approved as a Maryland stallion by the registration committee of the Maryland Horse Breeders Association. The annual fee to register a stallion in Maryland is $250. If the stallion dies, retires or leaves the state, the same annual fee must be paid in order to keep that stallion eligible to receive awards.

Florida

While Florida doesn’t compete for boarders in the same way as our state’s Mid-Atlantic neighbors, the Sunshine State does produce a significant number of foals. In 2015, the most recent year reported, 2,148 foals were produced in Florida, representing 9.5% of North American foals. This state does not appear to have established residency rules for mares producing foals in that state. The following are the rules for registering a Florida-bred:

“Only a Thoroughbred horse foaled in the state of Florida may be registered with the Florida Breeders and Owners Association as a Florida-bred. Upon receipt and verification of a completed application and the required fees, the horse may be registered in the Florida Foal Book, and the FTBOA certificate or seal affixed to its Jockey Club Certificate, thereby attesting that the horse is a registered Florida-bred and, therefore, entitled to enter Florida-bred races and other races for Florida-breds. Any owner or breeder of a Thoroughbred horse foaled in the state of Florida may appeal to the FTBOA’s Board of Directors to adjudicate any matters pertaining to registration. Such adjudication by the Board of Directors shall prevail. The breeder of record as shown on the Jockey Club Certificate of a registered Florida-bred shall be eligible for breeders’ awards under the Association’s annual awards plan submitted and approved pursuant to section 550.26165, Florida Statutes, if: (a) the Florida-bred is registered as such on or before December 31 of its yearling year; or (b) the breeder of record is the owner of the Florida-bred if registered at any later time.”

Promotion & Advertising Report

The Fund’s promotional budget encompasses advertising in a broad range of equine-centric media that includes radio, TV/cable, print and online social media. It also supports the promotion of interest among youth in the breeding and racing of Thoroughbreds through a fellowship program and scholarships provided to students enrolled in equine studies programs at New York State colleges and universities.

Additionally, the Fund spends promotional dollars with retirement, retraining and rehoming aftercare groups in New York State that have been approved by the Thoroughbred Aftercare Alliance (TAA). The TAA serves as an accrediting body for aftercare facilities that care for retired Thoroughbreds, raises funds for aftercare, and provides grants to qualifying aftercare facilities.

By spending promotional dollars with TAA-approved facilities here in New York State, the Fund not only helps ex-racehorses, it reaches individuals that are within the circle of influence of each organization. Significantly, we demonstrate that the New York Breeding and Development Fund recognizes that helping off-track Thoroughbreds is integral to the preservation and broadening of the sport.

According to TAA President John Phillips, “Those who participate in this sport at any level… must realize the public demands a good-faith effort to address post-race retraining, retirement or humane management as necessary for those horses left out of the current reintegration system or markets. We heed this concern, the sport grows; we ignore it, we become a relic.”

Aftercare Spending 2017

In 2017, the Fund spent $68,500.00 with TAA-approved facilities in NY, including the following:

The Fund’s largest spend, at $400,000 annually, is a “sole source” contract with the Saratoga Springs-based trade and membership group New York Thoroughbred Breeders, Inc., which represents a majority of breeders in NYS. The NYTB uses a significant portion of that money to host seasonal events tied to their members’ interests, such as their annual awards dinner, Fasig-Tipton cocktail party and pre-breeding-season holiday party. Additionally, it arranges educational seminars for breeders and others. The Fund supports these events by paying for tech support, food and videography.

It also hosts a website (NYTBreeders.org) that compliments the Fund’s website (NYBreds.com). The NYTB promotional write-up can be found on pages 116 to 121 of this report.

The Fund recognizes that, in addition to mailing out award checks, it has a responsibility to keep those who have already invested in Thoroughbreds informed about equine health issues and any changes in rules affecting NY-breds. Therefore, we communicate as directly as possible by posting important information on our website (www.NYBreds.com) and on the Fund’s official Facebook page (NYBreds), as well as by sending out e-mail

97 blasts to stakeholders who have provided us with their contact information. Naturally, we also handle phone calls and e-mails on a daily basis.

It should be noted that all promotional spends above $25,000 are approved by the full Board of Directors. TDN/Thoroughbred Daily News was once again the number-one promotional outlet for the Fund, as it is widely recognized as the place where industry leaders most often turn for information on racing and breeding. It is e- mailed to more than 13,000 subscribers virtually every day of the year. Therefore, we consistently use this outlet to promote the breeding and racing of NY-breds, the purchase of NY-breds, and the recruitment of quality broodmares and stallions to New York State. The Fund’s ads generally present a macro view of NY- bred awards and achievements, in contrast with the “micro” ads placed by NYTB focusing on individual achievements.

TV & Radio

The Fund ran television ads voiced by famed race caller Tom Durkin during NYRA’s two-hour Saratoga Live broadcasts for the summer meet as well as during local WNYT broadcasts of the Triple Crown and Breeders’ Cup races.

HRRN, the -winning broadcast organization based in Lexington, Kentucky, promoted NY-breds by airing commercials produced by the Fund, broadcasting NY-Bred Showcase Days and providing links to NYBreds.com on its website. Broadcasts are aired nationwide on Sirius XM Satellite radio, as well as on many traditional radio affiliates, and are streamed to a worldwide audience on www.horseracingradio.net.

Print & Online Ads

Promoting the purchase of NY-breds and NY stallion seasons, and recruiting boarders for NY farms is unlike any other kind of advertising. People buy toothpaste and cars year-round, but stakeholders in the Thoroughbred industry change their focus according to the time of year. They make decisions on which stallions to breed to late in the year and in the first few months of the year. Potential purchasers of NY-breds may want to purchase two-year olds that are close to starting, and therefore focus on mid-winter and spring juvenile sales. Other buyers prefer shopping the yearling sales each summer and fall in hopes of paying a lower price for a youngster who could develop into a star at a two-year-old-in training sale or become a standout on the racetrack.

In 2017, we sponsored an event for Little Brook Farm, which takes care of more than 22 off-track Thoroughbreds and often incorporates the sound horses in its care to the riding program it provides to school children in the Hudson Valley region.

Additionally, the Fund promotes and pays for educational symposiums arranged by the NYTB, Inc. We also pay for tech support on-site and use an MWBE company, Pilotgirl Productions, to video the lectures that we host for broadcast the Fund’s YouTube channel so that those who can’t attend can still benefit.

Scholarships

Since 2012, when the NY Thoroughbred Breeding and Development Fund established a scholarship program, we have provided 24 scholarships worth a total of $66,000 to students attending one of three New York State institutions that provide equine and agricultural studies: Cornell University, Morrisville State College and SUNY Cobleskill.

This spending is allowable under the statutes that established the Fund, as they direct us to promote the encouragement among youth of the breeding and racing of New York-breds, and to promote interest generally in agricultural pursuits.

Working based upon recommendations made from professors at the colleges, it has been our practice to award scholarships to students in their second, third or fourth year of studies on the college level. The colleges are asked to select students that have demonstrated through course selection, performance (grades/attitude) and extra-curricular activities such as jobs and internships a sincere interest in pursuing a career in New York’s breeding or racing industry, or in the state’s agricultural segment, to receive a scholarship.

In 2017 scholarships were awarded to the following:

Cornell University: Cassandra Cromer, class of 2018 from Brooktondale, NY and Margaret Goodale, class of 2020 who also lives in Brooktondale, NY.

Morrisville State College: Jessica Brusa, class of 2018 from Syracuse, NY and Evan Anouna, class of 2019 from East Brunswick, NJ.

NY Thoroughbred Fellowship Program: An Elevated Learning Experience

The New York Thoroughbred Fellowship program is dedicated to improving the opportunities for New York’s equine studies students to gain experience in equine management at the farm or racetrack level. The NYTF program offers real-world experience on the backstretch of Saratoga Racecourse and at a handful of farms in the Saratoga region. Two state colleges, SUNY Cobleskill and Morrisville College, offer a comprehensive educational experience for their enrollees in addition to providing students for the fellowship positions. In 2017, at the request of Cazenovia College, the fellowship program was opened up to it students as well.

While this fellowship program was inspired by the Kentucky Equine Management Internship (KEMI), the New York program involves several important differences.

First, the program is free; there is no fee for placement. Students pay only tuition to their college in exchange for course credit from the institution.

Second, the NY Thoroughbred Breeding and Development Fund helps pay for the cost of housing at Skidmore College for those students who wish to stay on that campus during the program. Depending on the availability of the dormitory or rental apartments at Skidmore, the program generally runs from Memorial Day weekend to mid-August when the Alabama Stakes is run. Additionally, students are guaranteed minimum wage from the participating farms and trainers. Most fellows are paid above NYS state minimum wage and are provided with 35 to 50 hours of work each week.

The lecture series is built around the Thoroughbred offerings in our host city of Saratoga Springs, and the stars of the Thoroughbred world that make their way to the famous each summer. Additionally, professors from the participating colleges sometimes offer lectures that are tied directly to the experiences the fellows are having on the farms and backside.

In 2017, Professor Karin Bump of Cazenovia spoke to the students about how, as part of the Thoroughbred industry, the fellows need to be aware of the need to improve the public’s perception of the legitimacy of Thoroughbred racing. She made them aware that in public discourse there is a significant difference between animal rights and animal welfare.

The head of the aforementioned KEMI program, Leslie Janecka, informs us that the Kentucky program sprang out of the Kentucky Farm Managers Program and that she is the sole employee of KEMI. The program has an all-volunteer Board of Directors that includes a representative of the University of Kentucky. It relies on student tuition, private donations and grants to cover the cost of the program.

Other lectures took place on the sales grounds of Fasig-Tipton, where their NY representative Peter Penny shared his experiences in the Thoroughbred industry in New York and gave his opinion on the conformation of some of the outstanding individuals that would be selling in the select sale later in the week.

The students also met as a small group with possibly the greatest race caller of all-time, Tom Durkin. Their homework to prepare for the meeting was to look up video of some of his famous race calls. Predictably, the lecture inspired more passion for the world of Thoroughbred horse racing our fellows are working so hard to join.

We anticipate that these experiences will give the four graduates of the NY Thoroughbred Fellowship program an easier entry to the Thoroughbred industry than they might have otherwise experienced. The participants in 2017 included three students from SUNY Cobleskill: Erin Hopmans, Alexis Kania, and Nathan Taylor. The 123 fourth fellow, Christine Markowski, attends Cazenovia College. All of the students were selected by professors at their respective schools.
