PRESIDENT’S BY CHI CHIEFEF MICH AESTEPHENL D. RANALLI, W.ESQ. CONNER, PRESIDENT REPORT ellow NYSACOP members, I would once again like to state that As I related in my remarks at the annual conference, the first time it is an honor to be entrusted with the duties and responsibilities I met our former Executive Director, John Grebert, he explained to Fof the President’s office for our great Association. During me that our Association is only as good as the “active” participation the past year I accompanied Executive Director Margaret Ryan that the membership provides. I know that our Board of Governors and Immediate Past President, Mike Ranalli to some of the Zone either chair or participate in meetings with your respective Zones meetings. At those meetings I took only a few minutes of time to and that is the forum where topics need to be discussed for statewide explain the inner workings of our Association from a perspective of awareness. I encourage you to make your Zone representative aware what our Board of Governors do for you, the membership. On those of areas of concern that the complete Board needs to hear. Last occasions I was approached by members stating that, although they year there was an agency in the northern part of the state that had had some idea of what we do, the explanation of our roles was an issue with the Commission of Corrections concerning lockups informative. I would like to expand on that topic in this article. and the monitoring of female prisoners. This led to a meeting Our Board of Officers consist of the President, First, Second and of the NYSACOP Board of Officers with the executives of the Third Vice Presidents, the Immediate Past President and of course Commission of Corrections and although nothing has changed, the the Executive Director. We have a Board of Governors which response from our Association was necessary. We are constantly represents ten separate zones and I recommend you refer to the monitoring and discussing effects of the repeal of §207-M of the NYSACOP website under the “Board of Governors” tab to locate General Municipal Law in an effort to show elected officials how where exactly your respective agency falls. Each Board member, our salary and compensation protections have been removed while Zone representative, and their contact information is listed. Aside at the same time politicizing the Chief’s position. Other areas from Zone representatives our Association is also represented such as potential consolidation plans, upcoming retirements and by a Deputy Director, Director of Research and Development, uniformity are topics that make up just some of the meeting agenda. Liaison to Governor’s Traffic Safety Committee, Retired Members I have been on the Board long enough to see the change in the Representative, Liaison to the United States Attorney’s Office, and tone of our meetings. There were times when the flow of the meeting lastly, the newly added Liaison to the New York Police Department. seemed cordial because, at the end of the day, we are friends. That All of the Board of Officers and Board of Governors including the has changed to one of vocal disagreements, recommendations and Retired Members Representative are voting members. Our only advice, but nevertheless productive. In other words, I see the Zone salaried employees are the Executive Director, Deputy Director, and reps doing their jobs in making your local issues known to all. This our secretary. Our members that represent the Governors Traffic is what we as a Board are elected to do. Standing pat in the current Safety Council and Research and Development are compensated environment with all of the other challenges we are facing on a through grant funding. daily basis is just unacceptable. As an Association we will continue The Board of Governors participate in various committees that to strive in being part of the process and not simply accepting of the are set forth in the By-Laws on an annual basis.
