The selection event was held in February and Kier Longley/ Atkins were appointed. Atkins have considerable experience of building record offices, with those at Surrey, Essex, Berkshire and Hampshire already in their portfolio. The timetable for the project has been reassessed in the light of the most recent guidance received from the Heritage Lottery Fund (HLF). The needs of the Olympics have reduced the amount of money that will be available in future funding rounds. HLF has therefore reviewed its procedures, which has affected the bidding timetable. The June 2008 application round, which we were originally planning to meet, was abolished, and it was not practical to meet the previous deadline. The Project Board therefore agreed that a Stage 1 application should be made at the end of August 2008 under the new procedures and adjudicated in December. If we are successful, a Stage 2 application for just under £5m will be submitted in 2009 to determine the outcome of our bid. The Keep would be due to open in 2012. As more work was carried out to identify costings, including allowance for inflation between now and 2012, decisions were made about partnership contributions. The County Council increased its capital commitment to £11.5 million and as the new financial year began, Brighton & Hove City Council agreed to put £5 million into the project, subject to a successful HLF bid.
