January 14, 2021 Background and Overview On September 10, 2019, Senate Bill 78 of the 150th General Assembly was signed and made additions to Title 14, Chapter 41 § 4167 Consent Education. Consent education impacts educational programming and reporting. The new statute reads: Educational Programming - Beginning in the 2020-2021 school year, each school district and charter school serving 1 or more of the grades 7 through 12 shall provide age- and developmentally- appropriate, evidence-informed instruction on the meaning of consent and respecting others’ personal boundaries as part of health standard programming related to comprehensive healthy relationships. Reporting - Each school district and charter school shall designate an individual responsible for overseeing the implementation of the educational programing provided under subsection (a) of this section. Each school district and charter school shall provide the name and contact information for the individual designated under this subsection to the Department of Education no later than September 15 of each year. Each individual designated under paragraph (b)(1) of this section shall report to the Department of Education no later than November 15 of each year regarding how the educational programming has been implemented by that individual’s school district or charter school.

THE NEW CASTLE COUNTY ETHICS CODE AND COMMISSION This is the New Castle County Ethics Commission's Annual Report for 2020, which was an unusual year, on many levels. It was an election year, which always involves certain ethics issues, but much of the unique nature of 2020 was derived from the existence of the COVID19 pandemic and the measures which were taken by the New Castle County government and the Ethics Commission for health and safety reasons. The Ethics Commission and its staff adapted quickly to the changing needs and circumstances presented in 2020 so that the statutory mandate of the Commission could be met on an ongoing basis, as further described in this report. The New Castle County Code of Ethics, Section 2.03.100 et seq. and 2.04.100 et seq. (the "Code"), originally adopted in April 1990, establishes and codifies minimum ethical standards for County officials and County employees.
