The Life Long Process of Growing Cree and Metis Children OPIKINAWASOWIN: THE LIFE LONG PROCESS OF GROWING CREE AND METIS CHILDREN By LEAH MARIE DORION Integrated Studies Project submitted to Dr. Winona Wheeler in partial fulfillment of the requirements for the degree of Master of Arts – Integrated Studies Athabasca, Alberta September 30, 2010 ABSTRACT This research project explores Cree and Metis Elders teachings about traditional child rearing and investigates how storytelling is used to facilitate the transfer of this culturally based knowledge. This project examines the concept of Opikinawasowin which contains the Cree philosophical framework for growing children. Opikinawasowin, translates into English as the „child rearing way‟ and is a highly valued aspect of traditional Cree life. For generations Cree and Metis people used storytelling to actualize the teachings of Opikinawasowin. The concept of Opikinawasowin in this study is defined and expressed through Cree and Metis Elders points of view and by the sharing of traditional teachings. Storytelling is used by Elders to impart core values and beliefs about parenting. Through stories Elders give specific teachings relating to how individuals, families, and communities are expected to practice traditional child rearing. Additionally, Opikinawasowin knowledge is often transmitted through the cultural context of prayer and ceremony so asking Elders about the spiritual foundation of Opikinawasowin is an important aspect within this research. This study documents thirteen traditional parenting teachings and identifies fifty four recommendations for further discussion regarding the revival of traditional parenting teachings and practices in our contemporary families and communities. Some issues raised in this study include the need to restore male and female balance in our families, communities, and nation so that our children will have this balance role modeled for them because it is an original feature of traditional society. It was expressed in this study Cree and Metis families gain a significant amount of resilience from learning and living traditional cultural teachings. It was learned we need to restore the powers of the grandmothers to oversee and monitor the implementation of childrearing. Other insights included the need to support parents in their personal healing journey through the use of traditional cultural practices such as ceremonies and by giving them extended family and community supports so they can consciously work on themselves and their parenting practices. Additionally, it is believed individual, parents, families, communities, and nations need to develop a collective vision for parenting which includes returning children to the heart center of our society. 2 Through this study many of the beliefs, philosophies, customs, and traditions about traditional child rearing teachings are expressed by the Elders. It is demonstrated in this study people who were raised within families who still practiced traditional childrearing ways were able to gain cultural strength and resilience which served to guide them as community role models during their Eldership years. Although colonial impacts have negatively impacted traditional childrearing ways there is resilience and resistance in our communities and many traditional teachings were able to survive either underground, through oral tradition, and within the Indigenous languages. With the current trend to decolonize and heal intergenerational trauma more Elders are willing to share this oral knowledge so future generations of parents will receive the traditional teachings. The research project employs a methodological approach based on the oral tradition and has followed the accepted traditional protocol expected for working with Elders from Cree and Metis communities in central and northeastern Saskatchewan. The research reporting process and teachings are shared through the model of narrative inquiry and oral history because these methods are consistent with traditional First Nations and Metis approaches PUBLIC SERVICE ANNOUNCEMENT: Potential COVID-19 Exposure in Mass Gatherings Sunday, November 8th, 2020 1600HRS Northern Inter-Tribal Health Authority (NITHA) public health officials are notifying the public that an individual who tested COVID-19 positive attended wake/funeral events in James Smith Cree Nation during the following times when the individual was likely infectious: • Wake Service, Monday, November 2, 2020 • Funeral Service, Tuesday, November 3, 2020 Public health officials are advising individuals who were at the event during the specified dates and times listed above to immediately self-isolate if they have had or currently have symptoms of COVID-19 and to call HealthLine 811 or their community health clinic to arrange for assessment and testing. All other individuals who are not experiencing symptoms should self-monitor for 14 days from the date of last exposure. It is important to note that individuals may develop symptoms from two to 14 days following exposure to the virus that causes COVID-19. Symptoms of COVID-19 can vary from person to person.     Standing Committee on Indigenous and Northern Affairs Sixth Floor, 131 Queen Street House of Commons Ottawa ON K1A 0A6 Canada November 27, 2020 Please accept this brief for the Standing Committee on Indigenous and Northern Affairs study of support for Indigenous communities, businesses, and individuals through a second wave of Covid-19. SITUATION Since March 2020, James Smith Cree Nation (JSCN) and the Federation of Sovereign Indigenous Nations (FSIN), have made requests to Canada for funding support for a First Nations led and managed solution to address our urgent and emergency need for Personal Protective Equipment in order to ensure the safety and wellbeing of our communities in the face of COVID-19. We have engaged exhaustive correspondence and communications about these proposals with: Rt. Hon. Justin Trudeau, Hon. Chrystia Freeland, Hon. Marc Miller, Mr. Mike Burton, Hon. Carolyn Bennett, and ISC Regional officials Jocelyn Andrews, Rob Harvey and Bonnie Rushowick. Despite extensive consultations and discussions with the department and minister’s office, we have experienced significant delays and denials from Canada to support these urgently needed and emergency proposals. This has been well documented since May, with particular reference to ‘Indigenous Services Moving Goalposts on First Nations PPE’, CBC News, September 11, 2020 (https://www.cbc.ca/news/indigenous/first-nations-ppe-proposal-1.5721249). The failed funding and departmental dysfunction have resulted in significant outbreaks which are occurring across our regions. By Canada’s own admission on November 29, COVID-19 is now four times (4x) worse in First Nations, Inuit and Métis communities than during the first wave which occurred from March through May 2020.

    Fact Sheet October 2020 | Job Quality Team FFCRA and Paid Leave to Care for a Child Across the country, schools and child care providers remain closed because of the COVID-19 pandemic. Parents are struggling to work, maintain their families’ economic security, and care for children who would normally be in child care or attending school.i This burden is acutely felt by women, single parents, women of color, families of color—particularly Black, Latinx, and American Indian and Alaska Native families—families with low incomes, and workers with unpredictable schedules.ii Recognizing the pandemic’s effect on children and their families, Congress created a temporary right in the Families First Coronavirus Response Act (FFCRA) to paid leave to care for a child whose school is closed or child care provider is unavailable because of COVID-19.iii This was the first time Congress required federal paid leave for private sector workers—an important initial step in ensuring workers paid low wages have access to these benefits during the COVID-19 pandemic. Along with other guidance and FAQs, the U.S. Department of Labor (DOL) recently issued a Revised Rule, interpreting the FFCRA.iv This fact sheet provides information from DOL’s Revised Rule and sub-regulatory guidance on working parents’ rights to COVID-related paid sick days and paid family leave to care for a child whose school is closed or child care provider is unavailable.v As recognized by a federal district judge, many of DOL’s interpretations of the FFCRA continue to significantly undermine the law’s purpose of providing crucial paid sick days and paid family leave to employees who need to care for themselves and others.

    Nanny and Au Pair What is a Nanny? Nannies and other home-based childcarers are employed by you to provide care for children usually in your own home. They will fit in with unusual working hours, and work part time or even live in if required. Some Nannies may also agree to do additional jobs around the house such as cooking and washing. Most Nannies will have a recognised childcare qualification or nursery nurse training but note that this is not compulsory. Nannies can be provided through agencies that will carry out their own specific checks on their staff it is advisable to check with the agency what checks they do. This may include disclosure and barring checks (previously known as criminal records checks) and may stipulate a minimum qualification requirement and regular renewal of qualifications such as first aid. You should always ask for references from previous childcare roles. What is an Au Pair? Au pairs and other home-based childcarers are employed by you to provide care for children usually in your own home. They are usually single, young women from overseas. They come to the UK to study English, live with a family and help out in the home for a maximum of five hours a day. In exchange they must have two days off, and be provided with a weekly allowance (usually around £50-£150), meals and their own room. Au pairs are not registered or usually trained to work with children so are generally considered inappropriate to care for a young baby, but can be a good option when it comes to providing affordable after-school care.
