Mission The mission of the Office of Government Relations is to support the University of Colorado by building effective partnerships between the University and state and federal governments. This is achieved through representation and advocacy of CU’s needs and interests with state and federal elected officials in Colorado and Washington, D.C. Goals • Promote the University’s interests at the state and federal level. • Enhance the understanding of the role and value of CU. • Achieve status as one of the top public university governmental relations offices in the United States. Strategies 1) Maintain visibility at both the state and federal level through testimony, tours, outreach events, Hill visits, and other activities to increase contact with state and federal policy makers. 2) Foster relationships between the president, chancellors and designated officers of the university with members of the General Assembly, Colorado Congressional Delegation, and Executive branch of both the state and federal government. 3) Engage the business community, CU Advocates, and alumni to help advocate for the university’s initiatives. 4) Request federal funding for special projects at each campus. 5) Lobby for increases in funding by federal agencies. S.B. 16-121 Higher Education Tuition Pledged for (Tate/Garnett) Bonding Under current law, a state institution of higher education or group of institutions may pledge up to 10% of tuition revenues of the institution for purposes of entering into contracts for the advancement of money. The bill allows an institution or group of institutions to pledge up to 100% of tuition revenue if the contract for the advancement of money for which it is pledging tuition is not subject to the higher education revenue bond intercept program and the institution is not a party to any existing contracts for the advancement of money that are subject to the higher education revenue bond intercept program. APPROVED by Governor March 31, 2016 EFFECTIVE March 31, 2016 H.B. 16-1459 Submission Threshold for Higher Ed (Becker, K. & Cash Projects Brown/Sonnenberg & Kefalas) Capital Development Committee. The bill: * Increases the dollar threshold for when the Colorado commission on higher education (CCHE) is allowed to except projects that are not for new construction from the requirements for program and physical planning; * Increases the dollar threshold for when CCHE has a duty to request from the governing board of each state institution of higher education a 2-year projection of projects that are not for new acquisitions of real property or new construction to be undertaken; * Increases the dollar threshold for the submission to the capital development committee of a 2- year report for capital construction or capital renewal projects that are not for new acquisitions of real property or new construction for auxiliary and academic facilities to be funded solely from cash funds held by an institution of higher education; and * Makes conforming amendments and clarifies the reporting requirements. APPROVED by Governor June 10, 2016 EFFECTIVE August 10, 2016 4 OFFICE OF GOVERNMENT RELATIONS Key State Higher Education Legislation H.B. 16-1100 Define Tuition Status (Pettersen & Esgar/Cooke) Unaccompanied Homeless Youth The bill amends statutory provisions relating to the persons qualified to determine domicile for purposes of establishing in-state tuition at state institutions of higher education. The bill adds unaccompanied homeless youth to the list of persons who are qualified to determine their own domicile. An "unaccompanied homeless youth" is defined in the bill, consistent with the federal definition, as an individual who has not attained 22 years of age and who is either an unaccompanied youth who is a homeless child or youth or who has been verified as unaccompanied, at risk of homelessness, and self-supporting by one of four verifiers listed in the bill. The bill amends the definition of "qualified person" in the statutory provisions relating to tuition status to include unaccompanied homeless youth. APPROVED by Governor May 17, 2016 EFFECTIVE May 17, 2016 S.B. 16-161 Regulate Athletic Trainers (Crowder/Primavera) The reengrossed bill requires athletic trainers to be registered with the Division of Professions and Occupations (DPO) in the Department of Regulatory Agencies (DORA), and reinstates the Athletic Trainer Practice Act as it existed prior to its 2015 repeal, by: • specifying educational background, certifications, and examination requirements; • providing DORA with the ability to set fees and schedule renewals of registrations; • establishing the grounds for disciplinary proceedings and authorizing the DPO director to take disciplinary actions; and • establishing a class 2 misdemeanor for conviction of the offense of practicing without an active registration, and a class 1 misdemeanor for a subsequent offense. In addition, the bill makes some changes to the act, including recodification, terminology modifications, and the following substantive changes: • adding title protection for the abbreviation A.T.C. (athletic trainer certified) to limit its use to registered athletic trainers; • requiring evidence of current national certification at registration and, if required by the DPO director, at renewal; and • adding as grounds for discipline the failure of an athletic trainer to practice pursuant to the direction of a Colorado- licensed or otherwise lawfully practicing health care professional and the failure to practice in a manner that meets generally accepted standards of athletic training practice. Entities involved with youth sports teams are not required to employ an athletic trainer and school coaches are not required to be athletic trainers. The bill repeals September 1, 2026, following a sunset review. APPROVED by Governor June 8, 2016 EFFECTIVE July 1, 2016 S.B. 16-196 Inclusive Higher Education Pilot (Cooke & Cadman/Landgraf & Program Young) The reengrossed bill creates an inclusive higher education pilot program aimed at establishing higher education programs for students with intellectual and developmental disabilities. The program will operate from FY 2016-17 through FY 2020-21 at three institutions: the University of Northern Colorado, the University of Colorado-Colorado Springs, and Arapahoe Community College. Participating institutions must develop pilot programs, which may include:

Abramsohn: Key Factors to Adopt Paid Family Leave Policies in U.S. States (Under the direction of Pam Silberman) In 2019, The United States remains the only developed nation without a paid family leave policy. The Family and Medical Leave Act (FMLA) passed in 1993, grants eligible employees up to 12 weeks of unpaid leave per year. However, due to eligibility limitations only 60 percent of U.S. workers qualify for FMLA benefits and only about half of those eligible utilize the program. Many also report shortening the length of unpaid leave they take due to financial constraints. As of December, 2018, only four U.S. states offered paid family leave (California, New Jersey, Rhode Island, and New York). Starting in 2020, Washington state and the District of Columbia will both begin offering paid family and medical leave benefits, and beginning in 2021 Massachusetts will also provide paid family leave benefits. Bills have been introduced (but not passed) in 23 additional states. This study examined the question of why two states (California and New York) were able to pass paid family leave policies, while two other states that made multiple legislative attempts (Colorado and Illinois) failed.

    The Arc of Colorado 2019 Legislative Scorecard A Letter from Our Executive Director: Dear Members of The Arc Community, Once again, I would like to thank each of you for your part in a successful legislative session. We rely on your expertise in the field. We rely on you for our strength in numbers. For all the ways you contributed this session, we are deeply appreciative. I would like to give a special thanks to those that came and testified on our behalf; Stephanie Garcia, Carol Meredith, Linda Skafflen, Shelby Lowery, Vicki Wray, Rowan Frederiksen, and many others who I may not have mentioned here. This session was a historic one. For the first time in 75 years, one party had control of the house, senate, and governor’s office. Additionally, there were 43 new legislators! We enjoyed a productive year in which The Arc of Colorado monitored 100 bills. Of those that we supported, 92% were signed by the governor and 100% of the bills that we opposed died. This high success rate means that individuals with intellectual and developmental disabilities and their families will have more opportunity to better live, work, learn, and play in their Colorado communities, with increased support. We are excited about many of this year’s outcomes. In a very tight budget year, the Joint Budget Committee was able to free up money for 150 additional slots for the Developmental Disabilities waiver waitlist. After three years of involvement, we finally saw the passing of HB19-1194, which places restrictions on suspensions and expulsions of children from preschool, through to second grade.

Rhonda Fields (D) | Rep. Barbara McLachlan (D) and Rep. Donald Valdez (D) Nearly 70%of Colorado’s 178 school districts are unable to meet national ratio recommendations for mental health or health professionals—resulting in nearly a million underserved students in Colorado. SB19-010 updates and improves the School Health Professionals Grant Program and includes an additional $3 million in time-limited funding to schools to increase the presence of school health professionals to support the behavioral health needs of students.

CRONIN AND ROBERT D. LOEVY INTRODUCTION In the fall of 2016 two professors of Political Science at Colorado College, Thomas E. Cronin and Robert D. Loevy, were offered the opportunity to write periodic opinion columns for the local newspaper – the Colorado Springs Gazette. This launched a longtime project of the two professors writing for the newspaper for a number of years. Previously Tom Cronin and Bob Loevy had written together for the Denver Post, but only periodically. They also collaborated on a book on government and politics in Colorado. This book is a collection of the newspaper stories Cronin and Loevy wrote for the Colorado Springs Gazette in the year 2017. The dates on the stories are when they appeared in the printed newspaper and the on-line digital version. This book offers the opportunity to read the facts, ideas, and opinions of two scholars of Colorado and United States politics all in one place for the calendar year 2017. Historically, a gap occurs between funding available from friends, family, and angels and funding available from venture capitalists. One approach to raising capital in Colorado is through limited registration public offerings. This bill allows Colorado businesses to raise $5 million from limited registration public offerings, up from $1 million. HB 14-1077: RESPONSE TO OIL SPILLS Sponsors: Sen. Mary Hodge, D-Brighton; Rep. Cheri Gerou, R-Evergreen Senate Finance Committee, Tuesday, Feb. 25 at 2:00 p.m. in Senate committee room 354 This bipartisan bill will ensure there is an adequate balance to address environmental response needs by raising the cap on the two- year average of unobligated oil and gas conservation and environmental response funds to $6 million, up from $4 million.
