    15 October 2018 Network licence condition 7 (land disposal): Red Bank Former Carriage Sidings, Collyhurst Road, Manchester Decision 1. On 16 August 2018, Network Rail gave notice of the intention to dispose of land at Red Bank Former Carriage Sidings, Collyhurst Road, Manchester (the land), in accordance with paragraph 7.2 of condition 7 of Network Rail’s network licence. The land and disposal is described in more detail in the notice (copy attached). 2. We have considered the information supplied by Network Rail including the responses received from third parties consulted. For the purposes of condition 7 of Network Rail’s network licence, ORR consents to the disposal of the land in accordance with the particulars set out in the notice. Network Rail’s proposals 3. The land which forms Network Rail’s proposals comprises three sites: the ‘Red Bank’ former carriage sidings (shown as Area 1 on plan 6438292-1); the ‘Red Bank’ land and railway arches (shown as Area 2 on plan 6438292-1) - both areas are to be sold to the Far East Consortium; and the site adjacent to Area 1 (shown on plan 6438292-2) is to be acquired by Transport for Greater Manchester. 4. Network Rail’s stakeholder consultation showed that three objections remained unresolved: from First TransPennine Express (FTPE), Arriva Rail North and West Coast Railway Company. All three objections stemmed from a general expectation that increased stabling or depot facilities would be needed in the Manchester area and that existing sites with the potential to accommodate such facilities should not be sold until future requirements were known.

I am heartened by people’s genuine desire to be part of the group and contribute to the debate on Cross Rail, the professional attitude of all involved, what ever their position on the linking of the two railway lines, is to be commended. Early on in our deliberations it became clear that rail has an important role to play in regeneration, regeneration of our great city Bradford, the wider city region and Yorkshire in general. It was very much apparent that for a significant length of time the region has not attracted its fair share of national funding and in my opinion has not had the impetus, drive or ambition to deliver the improvements like we see now happening over the pennines in Greater Manchester for example. I would conjecture that without a 21st century transport network of quality rail, road and air connections then we will as a city and a region always be at a disadvantage to other regions that are better connected.

In common with its Constituent Authorites, Transport for the North has undertaken a contingency planning exercise, based on existing business continuity arrangements, to address the challenges posed both by the virus itself, and the steps that might be taken to help control the outbreak. At the time of writing: • The Rail North Partnership, with TfN input, is working very closely with the two main northern train operating companies to continue to run services and mitigate against the impact of Coronavirus – passenger numbers have fallen significantly already as people choose not to travel; • TfN has moved to remote working (on 17 March) in line with Government guidance issued on the 16 March; and • TfN meetings such as the Board meeting on 29 April will be kept under review and moved to consultative conference calls if necessary The Oakervee Review was released on 11 February and on the same day Government announced the decision to complete HS2 in full. As part of the announcement, Government stated its intention to develop an Integrated Rail Plan for the Midlands and the North.

    G & K U3A History Group 'LOCKDOWN MISCELLANY', JUNE 2020. During the Coronavirus Lockdown the usual meetings and visits of the History Group were suspended. This Miscellany arose out of Zoom and email exchanges when members were sharing thoughts about local features of interest. Additional relevant information about the topics was found online. Peckfield Colliery Disaster, commemorated in Micklefield churchyard. Lizzie M. ‘I went for a walk where I’d not been before and came across Pit Lane. I got talking to someone about some lovely big old houses along there and was told they were the pit manager’s house and some of the workers’ houses. I asked where the pit used to be and from there Googled the information and found out about the disaster.’ Pat D. ‘Ashley Land is very knowledgeable about the Peckfield disaster. He has maps and history of the men who lost their lives. He was able to show me my Great Grandfather’s statement on retrieving his father’s body from the mine which was very moving.’ The Peckfield pit disaster was a mining accident at the Peckfield Colliery in Micklefield, which occurred on Thursday 30 April 1896, killing 63 men and boys out of 105 who were in the pit, plus 19 out of 23 pit ponies. The disaster is commemorated at Micklefield Church. Peckfield Colliery was owned by Messrs. Joseph Cliff and Sons, with Mr. Joseph Cliff being senior partner of the Micklefield Coal and Lime Company. Mr. Charles Houfton had been the manager since the colliery opened, and Mr. William Radford had been employed as the Under Manager for 17 years.
