  • Illinois Legislative Update October 30, 2017
Laborers’ International Union of North America Midwest Regional Office John F. Penn, LIUNA Vice President and Midwest Regional Manager Illinois Legislative Update October 30, 2017 Local Right to Work (for Less) Prohibition Comes Up 1 Vote Short; Another Vote Next Week Supporters of workers and the unions that protect them last week fell one vote shy of overriding Gov. Bruce Rauner’s veto of a bill that would prevent local governments from passing local Right to Work (for Less) laws. However, we will have one more opportunity to override the veto when lawmakers return to Springfield next week for the final week of Veto Session, November 7th through the 9th. The Illinois Senate easily rejected Rauner’s veto of SB 1905 by a 42-13 vote on Tuesday. All 35 Democrats in attendance and voting supported the motion. In addition, seven Republican senators also supported the override, including: Sens. Neil Anderson (R-Moline), Sam McCann (R-Jacksonville), Sue Rezin (R-Peru) and Paul Schimpf (R-Murphysboro). But the biggest fight would be in the House where 71 votes are required to override a veto. When the bill passed in June all Democrats supported the bill (three were absent) and three Republicans joined them to bring the vote total to 67. On Wednesday, 66 Democrats were in Springfield and, once again, all voted against Right to Work (for Less) by supporting the override motion. Three different Republicans joined them this time: Reps. Terri Bryant (R- Murphysboro), John Cabello (R-Loves Park) and David Harris (R-Mt. Prospect). However, of the three GOP members who voted for the bill this summer, only one, Rep.

Debt Transparency Initiative (Passed House 70-40-0; Passed Senate 37-16-0) House Bill 3649 (Rep. Fred Crespo - Stephanie A. Kifowit - Marcus C. Evans, Jr. - Brandon W. Mitchell, Anna Moeller, Carol Sente, Lawrence Walsh, Jr., Emanuel Chris Welch, William Davis, Justin Slaughter, Michelle Mussman, Carol Ammons, Jerry Costello, II, Katie Stuart, Michael Halpin, Sue Scherer, Litesa E. Wallace and Elizabeth Hernandez) Senate Bill 1652 (Sen. Andy Manar - Pat McGuire - Iris Y. Martinez - Melinda Bush - Don Harmon, Laura M. Murphy, Omar Aquino, Jennifer Bertino-Tarrant, Linda Holmes and Steve Stadelman) Purpose The state’s unprecedented fiscal challenges require a full weighing of outstanding vouchers and the ramifications of the $12 billion-plus unpaid bill backlog. House Bill 3649/Senate Bill 1652 seeks to provide a more accurate accounting of bills being held by each state agency and the late interest penalties the state is accruing. Background: After appropriations are made and services are provided, each state agency sends bills to the Comptroller for payment. However, if vouchers for payment are held at the agency level due to a lack of appropriation or processing delays, these liabilities remain largely hidden from the Comptroller. The state’s Prompt Payment Act, which assigns a 1% per month penalty to bills that are 90 days past due, applies to a currently unknown number of the bills being held by the agencies.

Washington, Suite 500, Chicago, Illinois 60602 TEL (312) 603-0996 FAX (312) 603-9788 WEB cookcountyclerk.com Dear Friends: The March 15, 2016 Presidential Primary shattered modern-day records going back more than 25 years. The popularity of initiatives such as Online Voter Registration and Election Day Registration, as well as registration and voting for 17-year-olds, proved there is a great desire by voters to take part in the electoral process. This was the first presidential election to include Election Day Registration and voting by 17-year- olds who will be 18-years-old by the General Election – offerings we found to be very popular with suburban Cook County voters. This 2016 Presidential Primary Post-Election Report takes a comprehensive look at the voting totals, trends and statistics during the March primary throughout suburban Cook County. Below is a sample size of the standout primary numbers: • Voting before Election Day – by mail, or during early voting and grace period voting – accounted for 22 percent of all ballots cast in this election. • Early Voting set a new primary record with 113,641 ballots cast in a Presidential Primary. • More than 23,000 suburban Cook County voters took advantage of Election Day Registration. • Nearly 4,400 17-year-olds voted, accounting for 62 percent of the 7,085 who registered to vote. • Donald Trump won 25 of the 30 Suburban Cook County Townships, garnering his best total in Stickney Township, with 62.1 percent of the vote. • Hillary Clinton and Bernie Sanders were separated by just nine votes in Norwood Park Township (Clinton: 1,859; Sanders: 1,850).

  • 2020 Illinois General Election Results
2020 Illinois General Election Results DISCLAIMER: All noted races below have not been certified by the Illinois State Board of Elections and are subject to change. With the massive upswing of mail-in-voting this year, it is HIGHLY likely that many races will not be final until all ballots are in. In Illinois, ballots that are post-marked for Election Day have 2 weeks from Election Day to arrive and be counted. As a result, many of the close races noted below could change and we have marked some races as too close to call. The University of Illinois System Office of Governmental Relations will keep you updated as the Illinois State Board of Elections updates these races. Note, the State board of Elections has listed December 4th as its date to certify the vote and publish official results. GRADUATED INCOME TAX AMENDMENT The constitutional amendment allowing the State of Illinois to implement a Graduated Income Tax failed at the ballot box with a vote of roughly 45% in favor and 55% opposed. The constitutional amendment needed a simple majority of all voters in the election to pass it or 60% of people who specifically voted on the amendment. The FY 21 budget negotiated on and passed in May was balanced, in part, on the projected revenues from the new graduated income tax. The consequences of this could be severe for higher education funding, as Gov. Pritzker has noted that there will need to be major cuts to public safety, education and human services in order to close the budget gap.

  • The Anatomy of Influence: Government Unions in Illinois
The anatomy of influence: Government unions in Illinois David Giuliani | Government reform analyst Chris Andriesen | Project manager Illinois Policy Institute TABLE OF CONTENTS Overall union membership Employment and union membership in Illinois 6 Overall employment, public sector vs. private sector 8 Union profiles Illinois Education Association 10 Illinois Federation of Teachers 12 American Federation of State, County and Municipal Employees Council 31 14 Service Employees International Union 16 Union spending Partisan breakdown 20 Largest beneficiaries 22 99th General Assembly 29 ILLINOISPOLICY.ORG | 3 INTRODUCTION In 24 states, employees of a unionized workplace can decide for themselves whether they want to join and financially support a union. In Wisconsin, this choice is extended to employees of state government. But not in Illinois; almost all government workers – including teachers, police officers and those who serve in state government – are required to pay money to a union to keep their jobs. Because of this, government unions in Illinois have long been powerful in state politics, with the major government unions donating tens of millions of dollars to political campaigns. Since 2002, Illinois’ five major government unions have spent more than $46 million on direct political contributions alone. “The anatomy of influence: Government unions in Illinois” takes a close look at unions’ political spending and the influence afforded to government unions as a result. This analysis offers an unprecedented review of the political donations to the current Illinois General Assembly, as well as top recipients of union political giving since 2002. It also highlights how profitable the business of forced unionization can be for those who run the unions by listing a sampling of the highest-compensated employees for the state’s major government unions: the Illinois Education Association; Illinois Federation of Teachers; American Federation of State, County and Municipal Employees Council 31; and Service Employees International Union.
