PFAS, a large group of toxic man-made chemicals, are typically used to help make consumer and industrial products resistant to water, grease, or stains. Their widespread use in applications such as food packaging, commercial household products, electronics manufacturing and firefighting foams has resulted in the contamination of water and soil across the United States. According to recent analysis, more than 200 million Americans could be drinking PFAS- contaminated drinking water.1 In addition to Congressional action and stronger regulatory action from the Environmental Protection Agency (EPA), a nationwide effort will be needed to tackle this challenge, relying on the federal government, state and local communities and industry partners to ultimately assess and remediate these dangerous chemicals. While prior federal funding has not been sufficient to address the issue, we believe there are opportunities this Congress to make historic investments to address PFAS. Therefore, we support the highest amount of funding necessary in a final legislative infrastructure package to assess, monitor and remediate PFAS. As part of federal PFAS funding, we also urge Congress to ensure that these dollars are appropriated and executed as part of a national, programmatic strategy led by the EPA.

As you are aware, Boehner revealed he had originally intended to serve as Speaker for only two terms, but after the stunning grassroots defeat of Majority Leader Eric Cantor, he decided to remain in the position through the end of this year. However, in order to prevent greater damage from further "prolonged leadership turmoil," Boehner changed his plans yet again and will be resigning at the end of October. Millions of voters in Texas and across the nation have been in a state of 'prolonged turmoil' since the election of President Obama in 2008. As evidence of the strong displeasure with the direction the President has taken the country, voters have elected a strong Republican majority in the United States House of Representatives and the United States Senate during the midterm elections of both of his terms. Unfortunately, to their chagrin, little has changed after these sweeping electoral victories. The grassroots—of which I include myself—are extremely frustrated at the lack of action on any number of conservative public policy priorities in D.C. The voters did not elect conservative Republicans in 2010 and 2014 to stand by idly as their leaders engaged in the politics of surrender. Speaker Boehner's resignation is a direct result of the very same grassroots wave that swept him into power.

It is critical that these policies support strong labor standards and domestic manufacturing. The importance of clean energy tax policy is made even more apparent and urgent with record- high temperatures in the Pacific Northwest, unprecedented drought across the West, and the impacts of tropical storms felt up and down the East Coast. We ask that the infrastructure package prioritize inclusion of a stable, predictable, and long-term tax platform that: Provides long-term extensions and expansions to the Production Tax Credit and Investment Tax Credit to meet President Biden’s goal of a carbon pollution-free power sector by 2035; Extends and modernizes tax incentives for commercial and residential energy efficiency improvements and residential electrification; Extends and modifies incentives for clean transportation options and alternative fuel infrastructure; and Supports domestic clean energy, energy efficiency, and clean transportation manufacturing.

    Section 4-6 Hydrology, Water Quality and Hazardous Materials This section addresses potential impacts related to hydrology, water quality, and hazardous materials resulting from the implementation of the Proposed Project. Impacts on surface water and groundwater resources that may result from the Proposed Project are identified, and mitigation measures to avoid, minimize, and compensate for potentially significant impacts on surface water and groundwater resources are described. The potential impacts related to hazardous materials that may exist as a result of the prior farmstead and agricultural use on the Alamo site will also be described. The Proposed Project contains existing agricultural water supply lines. No additional water supply would be required as a result of Project implementation, therefore this issue is not discussed in this section. 4-6.1 STUDY METHODS Methods used to identify and evaluate hydrological resources in the study area consisted of a review of existing documentation. Hazardous materials discussion is based on the Phase I Environmental Site Assessment Update and Phase II investigation for the Alamo Creek Detention Basin (Dunn Environmental 2010). 4-6.1.1 Regional Setting Vacaville is located in the southern Sacramento Valley at the eastern foot of the Vaca Mountains on east- sloping alluvial fan surfaces that drain to the Sacramento River. The Sacramento River Basin encompasses approximately 26,500 square miles and is bounded by the Sierra Nevada to the east, the Coast Ranges to the west, the Cascade Range and Trinity Mountains to the north, and the Sacramento– San Joaquin Delta (Delta) to the south. Five creeks (Alamo, Ulatis, Gibson Canyon, Sweeney, and Horst Creek) pass through and provide drainage for the Vacaville area.
