    CONSOLIDATED MUNICIPAL SERVICES MANAGERS AND AREAS SERVED Consolidated Municipal Services Managers (CMSMs) in Southern Ontario provide a similar range of programs and services and also provide land ambulance and public health services with the approval of the Minister of Health. The role of the delivery agent in the provision of social services has progressed over time. The Local Services Realignment announced by the government in January 1997, outlined new directions for the delivery of social assistance, child care and social housing. These changes have created the opportunity to implement a more integrated system of social and community health services under municipal leadership. An integrated system is one in which policies; programs and services are coordinated and complementary and serve common goals that address the well being of individuals, families and communities. Consolidation of municipal service management has resulted in the management of the delivery of social assistance, child care, and social housing by 36 municipalities in Southern Ontario and by 10 District Social Services Administration Boards as well as the Regional Municipality of Sudbury in Northern Ontario. Authority to require consolidation of municipal service management is provided by the Services Improvement Act and the Social Assistance Reform Act. In Northern Ontario, ten District Social Services Administration Boards (DSSABs) and the Regional Municipality of Sudbury were approved as CMSMs. DSSABs are responsible for serving both municipalities and territories without municipal organization.     23ae Peterborough County – A Capsule Railway History BACKGROUND Before the Railway Age, travel and the movement of goods in Upper Canada were primarily dependent on wa- terways, and primitive trails that passed for roads. Needless to say, both of these modes of transportation relied very much on the weather of the seasons. Agitation for a more efficient mode of transportation had started to build with the news of the new-fangled railroad, but the economic depression of 1837 and the years following were bad years for Upper Canada and for railway development, especially in view of the unsettled economic and political conditions in England, on whose financial houses the crucial investment in railway ventures de- pended. However, in 1849 the Province of Canada passed the Railway Guarantee Act which guaranteed the interest on loans for the construction of railways not less than 75 miles in length. It was this legislation that trig- gered Canada's railway building boom. While the Grand Trunk Railway of Canada (GTR), incorporated in 1852, busied itself with its trunk line along Lake Ontario, the waterfront towns were busy with their own railway ambitions. They saw themselves as gate- ways to the untapped resources of the "hinterland". Thus emerged a pattern of "development roads" from Whit- by, Port Hope, Cobourg, Trenton, Belleville, Napanee, Kingston, Brockville and Prescott. (Toronto had already led the way with its portage road to Collingwood, and later participated in additional development roads to Owen Sound and Coboconk.) North of Lake Ontario were rich natural resources and a rapidly expanding population as successive waves of immi- grants had to seek land further north from Lake Ontario.

Monsignor Donald Patrick Clement: This ‘Gentle Priest’ will be Greatly Missed Throngs of mourners gathered at St. Mary’s Cathedral on March 20th and 21st for the Visitation, Vigil Service, and Funeral Mass of Monsignor Don Clement, the beloved former rector of St. Mary’s Cathedral, who passed away on March 15th at the age of 89. Msgr. Clement, a native of Prescott, received an Engineering degree from Queen’s University before being ordained to the priesthood in 1961. He served as Associate Pastor at St. John’s and St. Joseph’s Parishes (1961-1972); and as Pastor at Holy Family Parish (1972-1984), and at Blessed Sacrament Parish, Amherstview (1984-1990), before being appointed Rector of St. Mary’s Cathedral, a position which he held until his retirement in 2005. He was named a Prel- ate of Honour in 1990, and held several administrative positions in the Archdiocese of Kingston: Dean of the Central Deanery, member of the College of Consultors, and member of both the Personnel Committee and the Finance Com- mittee.
