“Ghosts in the Background” and “The Price of the War” Representations of the Lapland War in Finnish Museums Nordisk Museologi 2016 • 2, s. 60–77 “Ghosts in the background” and “The price of the war” Representations of the Lapland War in Finnish museums Suzie Thomas & Eerika Koskinen-Koivisto Abstract: Museums decide which events and perspectives to privilege over others in their exhibitions. In the context of “difficult” or “dark” histories – in which the subject matter might be painful, controversial or in some other way challenging for one or more community or interest groups to reconcile with – some events may be marginalized or ignored. This may also happen due to official narratives diverting attention to other events that have come to be seen as more “important” or worthy of discussion. We explore the ways that information about the Lapland War (1944–1945) is incorporated into permanent exhibitions at five Finnish museums: the Provincial Museum of Lapland; Siida – the National Museum of the Finnish Sámi; the Gold Prospector Museum; the Military Museum of Finland; and the Finnish Airforce Museum. Despite the significant social and environmental upheavals brought about by the brief but destructive conflict, it seems surprisingly rarely addressed.1 Keywords: Dark heritage, dark tourism, difficult histories, exhibition analysis, Second World War, Lapland War, Sámi heritage, military history. Halbheer, CBE Honorary Secretary of the American Swiss Foundation Advisory Council in Switzerland and a Visiting Scholar at the Hoover Institution, Stanford University, California Dr. Halbheer wrote the following essay in 1999 to offer a Swiss perspective on some issues of the recent controversy to American friends of Switzerland. In addressing the arguments raised by U.S. critics of the role of Switzerland during the Second World War, I am motivated both by my feelings of friendship towards America and by my Swiss patriotism. For both of these reasons, I feel deeply hurt by both the charges against my country and the vehemence with which they have been expressed. During a recent period of residency at the Hoover Institution at Stanford University, one of the leading U.S. think tanks, I sought to present my personal standpoint regarding the lack of understanding about Switzerland’s role during the Second World War in many discussions with Americans both young and old. On these occasions, I emphasized my awareness of the fact that the criticisms of Switzerland came only from a small number of Americans. Despite the settlement reached in August 1998 between the two major Swiss banks (Credit Suisse Group and UBS) and two Jewish organizations (the World Jewish Congress and the World Jewish Restitution Organization), the matter has still not run its course, although it has widely disappeared from the American media. Unfortunately, I must maintain that as a result of the generally negative portrayal of Switzerland over the past few years, the image of Switzerland has suffered.

The experiment follows a similar experiment protocol as Robbett and Matthews (2018), but with a completely new subject pool and context. By randomly assigning the respondents in a group of 1 or 5 individuals, the experiment tries to establish whether the self-identified descendants of the partisans of the Finnish Civil War give more expressive answers when voting in comparison to decisive individuals. My experiment successfully replicates the main findings of Robbett and Matthews (2018). The results show that the answers of the voters become significantly more partisan in comparison to those of decisive individuals. Moreover, the same result is found both for questions relating to the Civil War as well as contemporary politics. However, the likelihood of a correct answer did not seem to change between treatment and control. My results demonstrate that, alongside material preferences, affirmation of partisan identity can be a major driver for voter behavior. Further, the persistence of the partisan gap regarding both contemporary and the Civil War related facts suggests inheritability of voter choice over generations. The results show that there are benefits to further investigating expressive voting behavior with experimental methods and widening views on how political partisanship is understood.

The causes of the conflict lay primarily in the world political situation. Germany had already began a war of conquest by invading Poland September first of the same year. Soviet Union sought to protect its borders in view of surging fascist ideas and Germany’s intents to expand. The Soviet Union had primarily wanted to solve the dispute diplomatically before the outbreak of the war. To safeguard itself, the USSR had two aims: First, to move the Finno-Russian border further away from Leningrad, giving Finland a twofold area of land further north along the border in return. Second, to stop any outside force from attacking the Soviet Union through Finnish territories. The Soviets also wanted some certain strategically important areas, including a few islands in the Gulf of Finland in order to prevent a landing to Finland or the Baltics. The suggestions put forward by the Soviet Union were discussed between the states. The Soviet Union was interested in a mutual defense treaty with Finland. The Soviets and Finland would repel an attacker together should they tread on Finland. Representatives from both countries met over half a dozen times, but in the end the offer was refused. The reasons were numerous; the leaders of the state harbored an aggressive “Greater Finnish” ideology that they had fermented within the populace all throughout 1920’s and 30’s. The idea of Greater Finland was based on the goal of incorporating northwestern parts of the Soviet Union into Finland.

    CHAPTER 2 The Backdrop for Success: Finland’s Context and Configuration 1 Introduction Finland’s context plays a strong role in its outcomes in PISA. Following Phillips and Schweisfurth (2006) and Halls’ (1970) approaches to comparative educa- tion, this chapter explores Finland’s historical and social context in order to better understand the country’s educational achievements. An education sys- tem, as a “living thing,” according to Sadler (in Higginson, 1979, p. 49), merits investigation within its context. The Finns need and deserve more than a brief description to explain and clarify their unique qualities. The question, “Who are the Finns?” necessitates a long answer: But where does Finland belong? Is it a Baltic state, like Estonia? Is it part of Scandinavia, like Denmark, Norway, and Sweden, with which it is linked and with which it has such close ties? Is it really a part of Russia? Or is it something different from all these? A great part of Finnish history has been devoted to trying to solve this problem. (Bacon, 1970, p. 16) This chapter strives to clarify the Finnish context, and therefore how this even- tually influenced high PISA outcomes in all administrations of the survey. It also explains the Finnish education system after exploration of “things out- side the school system” (Sadler, in Higginson, 1979, p. 49). This approach will enlighten the context in which the education system lies. 2 History of Finland to Independence The Finnish people kept to themselves throughout their early history. “Due partly to the size of the country and their own small numbers, the Finns have striven throughout their history to live their own lives, avoid assimilation with their neighbours and remain aside from the quarrels of the rest of the world” (Juva, 1968, p.
