Oregon Upland Game Bird Hunting Season Framework Effective dates: September 1, 2015 through August 31, 2020 Prepared by Wildlife Division Oregon Department of Fish and Wildlife 4034 Fairview Industrial Dr SE Salem, Oregon 97302 Proposed 2015 -2020 Upland Game Bird Framework Executive Summary Oregon’s diverse habitats support 12 species of upland game birds, 8 of which are native, and 10 of which have hunting seasons. This document contains the proposed framework for upland game bird hunting seasons for the next five years. The seasons are designed to provide recreational hunting opportunities compatible with the overall status of upland game bird populations. The multi-year framework approach for setting upland game bird regulations was first adopted by the Oregon Fish and Wildlife Commission in 1996 for a 3-year period and again in 1999, 2004, and 2009 for 5-year periods. The role of regulations in game bird management has many functions including protection of a species, providing recreational opportunities, and in consultation with hunters to provide bag limits and seasons. Regulations should be as simple as possible to make them easy to understand. These frameworks are also based on the concept that annual fluctuations in upland bird numbers, which can vary greatly and are normal, should not be the basis for setting hunting seasons year by year. Standardized frameworks are biologically sound management tools that help the Oregon Department of Fish and Wildlife (Department) provide consistent, stable regulations that reduce confusion, assist hunters with planning trips, and lower administrative costs. In an effort to stabilize hunting regulations, the following concepts are the foundation for the frameworks offered in this document: Many upland game bird populations exhibit a high annual death rate and cannot be stockpiled from year to year Similar annual death rates occur in most upland game bird populations whether they are hunted or not. -

Know Song Sparrow and Its Repertoire Song Sparrow (Melospiza melodia) is one of the most widespread Birds on the continent. It is your “default” sparrow: aBundant, visible, heavily streaked and with a longish tail. You can’t know sparrows until you know Song Sparrow. Its song is variaBle, But most often Begins with two or three repeated short notes followed By a drawn, odd, nasal, somewhat Buzzy note or two, then ending in a trill. Those Oirst few repeated notes are your best handles for learning this song. 2. Learn the “Sparrow Impostors” They included: female Red-winged BlackBird (raucous with a dagger-like Bill), American Pipit (rather than hopping like most other sparrows, it has a silly walk), female Purple Finch and House Finch (high in trees), various streaked thrushes, female BoBolink, female Indigo Bunting, House Sparrow (particularly females), two warbler species: Northern Waterthrush and Louisiana Waterthrush. 3. Is Your Sparrow Clean or Streaked Below? Although this step has some pitfalls, this is a Oine start for Beginning sparrow watchers. It helps you limit your choices. Greater Sage-Grouse Conservation Objectives: Final Report 2013
United States Department of the Interior FISH AND WILDLIFE SERVICE WasMiAWoni ~c2 0~J40 Dear Interested Reader: Last spring, I asked each state within the range of the greater sage-grouse to join the U.S. Fish and Wildlife Service (Service) in a first-of-its-kind, collaborative approach to develop range wide conservation objectives for the sage-grouse, both to inform our upcoming 2015 decision under the Endangered Species Act and to inform the collective conservation efforts of the many partners working to conserve the species. Recognizing that state wildlife agencies have management expertise and management authority for sage-grouse, we convened a Conservation Objectives Team (COT) of state and Service representatives. I asked the team to produce a recommendation regarding the degree to which threats need to be reduced or ameliorated to conserve the greater sage-grouse so that it would no longer be in danger of extinction or likely to become in danger of extinction in the foreseeable future. The final, peer-reviewed COT report (attached here) delineates such objectives, based upon the best scientific and commercial data available at the time of its release. I would like to clarify here the Service's interpretation of a few issues that I know are of interest to our state partners. The highest level objective identified in the report is to minimize habitat threats to the species so as to meet the objective of the 2006 Western Association ofFish and Wildlife Agencies' (W AFW A) Greater Sage-grouse Comprehensive Conservation Strategy: reversing negative population trends and achieving a neutral or positive population trend. -

Chapter 13 BLUE GROUSE AND RUFFED GROUSE (Dendragapus obscurus and Bonasa umbellus) Harry Harju I. CENSUS – A. Production Surveys – 1. Rationale – Random brood counts are a survey method used to assess the reproductive success of blue or ruffed grouse. Unfortunately, these counts are done too late in the year to be considered in setting or adjusting hunting seasons. If the sample size is large enough, the counts can help identify important habitats used by broods and can provide insight to the potential quality of hunting in the fall. 2. Application – Random brood counts can be conducted on foot, from horseback or from a vehicle and should cover all portions of the brood-rearing area. A good pointing dog is invaluable to locate broods. If a flushing dog is used, it should be trained to walk very close to the observer. Each time a grouse is seen, record the species, location, age, sex and habitat on a wildlife observation form. If a count is incomplete, circle the number of birds recorded. The time frame for these surveys is July 15 to August 31. Warm, clear days are best for brood counts. The best results are obtained by searching for broods in the first two and last three hours of daylight. When a well-trained dog is used, counts can be conducted throughout the day. 3. Analysis of Data – Refer to chapter 12 (Sage-grouse), Section II.B (Brood Production). 4. Disposition of Data – All records of brood observations are forwarded to Regional Wildlife Management Coordinators for proofing, and then entered into the Wildlife Observation System Database. -

Red Phalarope It would be very difficult to accurately describe a tour around Alaska - without drowning the narrative in superlatives to the point of nuisance. Not only is it an inconceivably huge area to describe, but the habitats and landscapes, though far north and less biodiverse than the tropics, are completely unique from one portion of the tour to the next. Though I will do my best, I will fail to encapsulate what it’s like to, for example, watch a coastal glacier calving into the Pacific, while being observed by Harbour Seals and on-looking Murrelets. I can’t accurately describe the sense of wilderness felt looking across the vast glacial valleys and tundra mountains of Nome, with Long- tailed Jaegers hovering overhead, a Rock Ptarmigan incubating eggs near our feet, and Muskoxen staring at us strangers to these arctic expanses. Finally, there is Denali: squinting across jagged snowy ridges that tower above 10,000 feet, mere dwarfs beneath Denali standing 20,300 feet high, making everything else in view seem small, even toy-like, by comparison. -

Berryman Institute, Department of Wildland Resources, Utah State University, Logan, UT 84322-5230, USA [email protected] Abstract: Range-wide population declines of greater sage-grouse (Centrocercus urophasianus; sage-grouse) have been largely attributed to habitat loss and fragmentation. However, the specifi c conservation threats aff ecting the ecology of sage-grouse populations may diff er by region. Although the status of the Bear Lake Plateau and Valley (BLPV) sage- grouse populations in the Wyoming Basin has been monitored using male lek counts since the 1960s, little was known about their ecology, seasonal movements, and habitat use patterns. From 2010–2012, we radio-marked 153 sage-grouse (59 females and 94 males) with very high frequency necklace-style radio-collars throughout the BLPV study area, which encompassed parts of Bear Lake County, Idaho, and Rich County, Utah. We subsequently monitored the radio-marked sage-grouse to estimate the factors aff ecting vital rates, seasonal movements, and habitat use. Radio-marked sage-grouse primarily used seasonal habitats in Idaho and Utah, but some individuals used seasonal habitats in Wyoming. The average annual survival rate for the radio-marked sage-grouse was 53% (±3%). Average female nest success (23%; 95% CI = 18–29%) was lower than range-wide estimates. Brood success varied between 2011 and 2012, with higher brood survival observed in 2012. -

HOFFMANN In recent years there has been considerable interest in two separate aspects of the biology of Blue Grouse (Dendragapus) . The first of these is the controversy concerning their taxonomy. The genus is widely distributed in the coniferous forests of the western states and consists of two groups of races recognized by some as separate species: the fuliginosus group, or Sooty Grouse, along the Pacific coast, and the obscures group, or Dusky Grouse, in the Great Basin and Rocky Mountain areas. Originally these two groups were placed under the name Dendragapus obscurus on the basis of supposed intergradation (Bendire, 1892:41,44, SO). The work of Brooks (1912,1926,1929) and Swarth (1922, 1926), however, led to their separation in the fourth edition of the A.O.U. Check-list (1931) into coastal and interior species. This split stood until the publication of the 19th Supplement to the A.O.U. Check-list (1944) when, following Peters (1934), D. fuliginosus and its subspecieswere replaced under D. obscurus. Al- though at that time some doubt was still expressedabout the correctnessof this merger (Grinnell and Miller, 1944: 113), intergradation in northern Washington and southern British Columbia between the races fuliginosus and pallidus has now been reported by several authors (Munro and Cowan, 1947:89; Carl, Guiguet, and Hardy, 1952:86; Jewett, Taylor, Shaw, and Aldrich, 1953 : 200). The taxonomy of these grouse must rest upon the fact of intergradation between the two groups of races. -
