However, it is the Israeli authorities who have played the key role in the process of the “political transformation” of the Holy City’s urban fabric, with the occupied territories of East Jerusalem, in particular, being the object of Israeli spatial action. So, since June 1967, after the overtly military phase of the conflict, Israeli authorities have implemented an “urban consolidation phase,” with the aim of making the military conquests irreversible precisely by modifying the urban space. Over the years, while there have been no substantial advances in terms of diplomatic agreements between the Israelis and the Palestinians about the status of Jerusalem, the spatial configuration of the city has changed constantly and quite unilaterally.

    Yfaat Weiss Sovereignty in Miniature: The Mount Scopus Enclave, 1948–1967 Abstract: Contemporary scholarly literature has largely undermined the common perceptions of the term sovereignty, challenging especially those of an exclusive ter- ritorial orientation and offering a wide range of distinct interpretations that relate, among other things, to its performativity. Starting with Leo Gross’ canonical text on the Peace of Westphalia (1948), this article uses new approaches to analyze the policy of the State of Israel on Jerusalem in general and the city’s Mount Scopus enclave in 1948–1967 in particular. The article exposes tactics invoked by Israel in three different sites within the Mount Scopus enclave, demilitarized and under UN control in the heart of the Jordanian-controlled sector of Jerusalem: two Jewish in- stitutions (The Hebrew University of Jerusalem and Hadassah hospital), the Jerusa- lem British War Cemetery, and the Palestinian village of Issawiya. The idea behind these tactics was to use the Demilitarization Agreement, signed by Israel, Transjor- dan, and the UN on July 7, 1948, to undermine the status of Jerusalem as a Corpus Separatum, as had been proposed in UN Resolution 181 II. The concept of sovereignty stands at the center of numerous academic tracts written in the decades since the end of the Cold War and the partition of Europe. These days, with international attention focused on the question of Jerusalem’s international status – that is, Israel’s sovereignty over the town – there is partic- ularly good reason to examine the broad range of definitions yielded by these discussions. Such an examination can serve as the basis for an informed analy- sis of Israel’s policy in the past and, to some extent, even help clarify its current approach.

Her book was inspired by a desire to prove (or disprove) Dr. Ernest Martin’s research in The Temples That Jerusalem Forgot. Ms. Sams wrote a second book in 2017, The Jerusalem Temple Mount: A Compendium of Ancient Descriptions expanding the argument in her first book, itemizing and analyzing 375 ancient descriptions of the Temple, Fort Antonia, and environs, all confirming a Gihon location for God’s Temples.1 Her books and articles greatly advance Dr. Martin’s arguments.     About Al-Haq Al-Haq is an independent Palestinian non-governmental human rights organisation based in Ramallah, West Bank. Established in 1979 to protect and promote human rights and the rule of law in the Occupied Palestinian Territory (OPT), the organisation has special consultative status with the UN Economic and Social Council. Al-Haq documents violations of the individual and collective rights of Palestinians in the OPT, regardless of the identity of the perpetrator, and seeks to end such breaches by way of advocacy before national and international mechanisms and by holding the violators accountable. The organisation conducts research; prepares reports, studies and interventions on the breaches of international human rights and humanitarian law in the OPT; and undertakes advocacy before local, regional and international bodies. Al-Haq also cooperates with Palestinian civil society organisations and governmental institutions in order to ensure that international human rights standards are reflected in Palestinian law and policies. The organisation has a specialised international law library for the use of its staff and the local community. Al-Haq is also committed to facilitating the transfer and exchange of knowledge and experience in international humanitarian and human rights law on the local, regional and international levels through its Al-Haq Center for Applied International Law. The Center conducts training courses, workshops, seminars and conferences on international humanitarian law and human rights for students, lawyers, journalists and NGO staff.
