He defines "guerrilla warfare" as "the deliberate use of violence against military and security personnel in order to attain political, ideological and religious goals." He defines "Terrorism" as "the deliberate use of violence against civilians in order to attain political, ideological and religious aims." He distinguishes the two in that, "[t]he aims of terrorism and guerrilla warfare may well be identical; but they are distinguished from each other by the means used - or more precisely, by the targets of their operations. Introduction "Terrorism" may well be the most important word in the political vocabulary these days. Hundreds of billions of dollars are spent worldwide to bring this particular form of violent political crime or illicit mode of waging conflict under control while people die every day from acts of terrorism. Nevertheless, some people do not seem to bother to define terrorism nor do they consider it worthwhile defining the concept. But surely, when governments ask young men and women to fight a "war on terrorism," the soldiers, policemen and other first line responders are entitled to a proper answer to the question of what exactly they are supposed to fight in the "Global War on Terrorism" (GWOT).4 Is it a metaphorical war like the "war on drugs" or the "war on poverty" or is it a real war? Soldiers are trained to fight against another army or against guerrilla formations. Yet to fight against a phantom enemy like "Al Qaeda," "al Qaedaism" or a "jihadi international" movement is less concrete, although still more concrete than to fight an abstract generic evil like in the "war on terror." This is something that calls for explanation and definition. The United Nations High-Level Panel on Threats, Challenges and Change noted that "[1]ack of agreement on a clear and well-known definition undermines the normative and moral stance against terrorism and has stained the United Nations image." 5 Even seven years ago, Thomas J. Badley had observed-and it is still (partially6) true-"despite multiple 4 Some experts have questioned the use a war model rather than a criminal justice model to deal with terrorism. One of them is Michael Howard, Professor of War at Oxford University and of Military and Naval History at Yale, who commented on the statement of Secretary of State Collin Powell that the United States was "at war" with terrorism: "To declare war on terrorists or, even more illiterately, on terrorism, is at once to accord terrorists a status and dignity that they seek and that they do not deserve .... To declare that one is at war is immediately to create a war psychosis that may be totally counterproductive for the objective being sought". O'Neill, a New York based lawyer specialized in international human rights, refugee and humanitarian law, noted: "If the 'war on terrorism' truly is a 'war,' then the laws of armed conflict apply, both to the states combating terror and to the terrorists themselves. These laws, commonly known as the Geneva Conventions and their Protocols, prohibit acts of terror." William G. Both of which are discussed later in this paper. 2004] DEFINITIONAL PROBLEM resolutions and international conventions, the UN has, for the moment, resigned itself to the fact that it is impossible to reach agreement on a common definition.",7 While some might see this as yet another "typical" United Nations problem, let me just remind that the Subcommittee on Terrorism of the United States House of Representatives Permanent Select Committee on Intelligence "found that practically every agency in the United States government8 with a counterterrorism mission uses a different definition of terrorism." To illustrate the point, here are four of the definitions utilized within the United States government: Table 1: Definitions by four United States government agencies9 1. United States House of Representatives Permanent Select Committee on Intelligence (2002): "Terrorism is the illegitimate, premeditated violence or threat of violence by subnational groups against persons of property with the intent to coerce a government by installing fear amongst the populace." 2. State Department (1984): "Terrorism means premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents, usually intended to influence an audience." 3. FBI (1999): "Terrorism is defined as the unlawful use, or threatened use, of force or violence by a group or individual... committed against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives." 4. DOD (2000): "Terrorism is the calculated use of violence or threat of violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious or ideological." 7 Thomas J. [Vol. 36:375 Bruce Hoffman, an American expert on terrorism, has noted that "most people have a vague idea or impression of what terrorism is, but lack a more precise, concrete and truly explanatory definition."' "terrorism" 9,580,000 hits 21,200,000 hits In this presentation, I will try to bring some order into this elusive and contested concept of terrorism.

Simple Summary: In recent years, multiple preclinical studies have shown that changes in endo- cannabinoid system signaling may have various effects on intestinal inflammation and colorectal cancer. However, not all tumors can respond to cannabinoid therapy in the same manner. Given that colorectal cancer is a heterogeneous disease with different genomic landscapes, experiments with cannabinoids should involve different molecular subtypes, emerging mutations, and various stages of the disease. We hope that this review can help researchers form a comprehensive understanding of cannabinoid interactions in colorectal cancer and intestinal bowel diseases. We believe that selecting a particular experimental model based on the disease’s genetic landscape is a crucial step in the drug discovery, which eventually may tremendously benefit patient’s treatment outcomes and bring us one step closer to individualized medicine.     Chapter 14 The Psychological Impact of Child Soldiering Elisabeth Schauer and Thomas Elbert Abstract With almost 80% of the fighting forces composed of child soldiers, this is one characterization of the ‘new wars,’ which constitute the dominant form of violent conflict that has emerged only over the last few decades. The development of light weapons, such as automatic guns suitable for children, was an obvious pre- requisite for the involvement of children in modern conflicts that typically involve irregular forces, that target mostly civilians, and that are justified by identities, although the economic interests of foreign countries and exiled communities are usually the driving force. Motivations for child recruitment include children’s limited ability to assess risks, feelings of invulnerability, and shortsightedness. Child soldiers are more often killed or injured than adult soldiers on the front line. They are less costly for the respective group or organization than adult recruits, because they receive fewer resources, including less and smaller weapons and equipment. From a different per- spective, becoming a fighter may seem an attractive possibility for children and adolescents who are facing poverty, starvation, unemployment, and ethnic or polit- ical persecution. In our interviews, former child soldiers and commanders alike reported that children are more malleable and adaptable. Thus, they are easier to indoctrinate, as their moral development is not yet completed and they tend to listen to authorities without questioning them. Child soldiers are raised in an environment of severe violence, experience it, and subsequently often commit cruelties and atrocities of the worst kind. This repeated exposure to chronic and traumatic stress during development leaves the children with mental and related physical ill-health, notably PTSD and severe personality E.

War now moves towards the social and ideological threats brought about by mass media and advances in technology. The advent of this new type of warfare is different from anything we have seen before. Although it takes elements from previous types of hybrid warfare, the reach and level of impact it possesses make it far more dangerous than its predecessors.     PNNL-25727 Filling Terrorism Gaps: VEOs, Evaluating Databases, and Applying Risk Terrain Modeling to Terrorism RH Hagan August 2016 PNNL-25727 Filling Terrorism Gaps: VEOs, Evaluating Databases, and Applying Risk Terrain Modeling to Terrorism RH Hagan August 2016 Prepared for the U.S. Department of Energy under Contract DE-AC05-76RL01830 Pacific Northwest National Laboratory Richland, Washington 99352 PNNL-25727 Abstract This paper aims to address three issues: the lack of literature differentiating terrorism and violent extremist organizations (VEOs), terrorism incident databases, and the applicability of Risk Terrain Modeling (RTM) to terrorism. Current open source literature and publicly available government sources do not differentiate between terrorism and VEOs; furthermore, they fail to define them. Addressing the lack of a comprehensive comparison of existing terrorism data sources, a matrix comparing a dozen terrorism databases is constructed, providing insight toward the array of data available. RTM, a method for spatial risk analysis at a micro level, has some applicability to terrorism research, particularly for studies looking at risk indicators of terrorism.     Kathrin Dräger, Mirjam Schmuck, Germany 319 The German Surname Atlas Project ± Computer-Based Surname Geography Kathrin Dräger Mirjam Schmuck Germany Abstract The German Surname Atlas (Deutscher Familiennamenatlas, DFA) project is presented below. The surname maps are based on German fixed network telephone lines (in 2005) with German postal districts as graticules. In our project, we use this data to explore the areal variation in lexical (e.g., Schröder/Schneider µtailor¶) as well as phonological (e.g., Hauser/Häuser/Heuser) and morphological (e.g., patronyms such as Petersen/Peters/Peter) aspects of German surnames. German surnames emerged quite early on and preserve linguistic material which is up to 900 years old. This enables us to draw conclusions from today¶s areal distribution, e.g., on medieval dialect variation, writing traditions and cultural life. Containing not only German surnames but also foreign names, our huge database opens up possibilities for new areas of research, such as surnames and migration. Due to the close contact with Slavonic languages (original Slavonic population in the east, former eastern territories, migration), original Slavonic surnames make up the largest part of the foreign names (e.g., ±ski 16,386 types/293,474 tokens). Various adaptations from Slavonic to German and vice versa occurred. These included graphical (e.g., Dobschinski < Dobrzynski) as well as morphological adaptations (hybrid forms: e.g., Fuhrmanski) and folk-etymological reinterpretations (e.g., Rehsack < Czech Reåak). *** 1.
