Photo: AFP * Arnold Puyok is Senior Lecturer in Politics and Government Studies at the Faculty of Social Sciences and Humanities, Universiti Malaysia Sarawak (UNIMAS). 1 ISSUE: 2021 No. 8 ISSN 2335-6677 EXECUTIVE SUMMARY • Public opinion polls conducted prior to the 16th Sabah state election provided telltale signs of Warisan’s loss of support and impending electoral defeat. • Warisan’s fall from power was mostly due to the party’s inability to address the priority needs of the largely rural Muslim Bumiputera and Kadazandusun voters. • Research fieldwork during the election campaign and post-election analysis reveal that rural Sabah voters are more concerned with bread-and-butter issues, while their partisan loyalties are not steadfast. They are willing to trade their political support for programmes and policies that yield tangible benefits. • The new state government led by Gabungan Rakyat Sabah (GRS) will face the twin challenges of appeasing increasingly demanding voters and delivering public goods effectively. • As GRS navigates these politically uncertain times, its future in Sabah looks unpromising. 2 ISSUE: 2021 No. 8 ISSN 2335-6677 INTRODUCTION In the recent Sabah state election, GRS (Gabungan Rakyat Sabah), comprising BN (Barisan Nasional), PN (Perikatan Nasional) and PBS (Parti Bersatu Sabah), won 38 seats in the state legislative assembly, prevailing over a Warisan-led coalition by a six-seat margin. -

LIMA19 : 40 sophisticated ships anchor in Langkawi waters BERNAMA 27/03/2019 LANGKAWI, March 27 (Bernama) -- A parade of 40 local and international ships anchoring off Langkawi in conjunction with the 2019 Langkawi International Maritime and Aerospace Exhibition (LIMA ‘19) was very hypnotising and attracted the attention of the government administration’s delegation headed by Prime Minister Tun Dr Mahathir Mohamad. Dr Mahathir and his delegation were taken aboard KD Perantau belonging to the Royal Malaysian Navy for an hour-and-a-half and received the salutes from the crew of all the ships at Resorts World Langkawi here at the exhibition which was entering its second day today. Among the federal and state government delegates were the Minister of Defence Mohamad Sabu, Economic Affairs Minister Datuk Seri Mohamed Azmin Ali, Transport Minister Anthony Loke, Deputy Minister of Home Affairs Datuk Mohd Azis Jamman and Menteri Besar of Kedah Datuk Seri Mukhriz Mahathir. They were all given the honour of seeing for themselves the greatness and sophistication of the ships, namely, 17 Royal Malaysian Navy ships, five Malaysian Maritime Enforcement Agency (MMEA) ships, MV Polaris from the Marine Department Malaysia, RV Discovery from Universiti Malaysia Terengganu and 16 ships from 12 countries involved in the event. The 15th edition saw LIMA hosting commercial delegates from 32 countries and 406 defence and commercial companies with 200 international businesses. All their products and services would be exhibited during the five-day event, until March 30 at the Mahsuri International Exhibition Centre (MIEC) and Resort World Langkawi (RWL). About 42,000 commercial visitors were expected to gather at LIMA ‘19, not only to see the latest products and services offered by the participants of the exhibition but also to explore the business potentials especially with companies based in Malaysia. -

11/03/2000 Daim: New financial hub proposal merits consideration Hardev Kaur in Jakarta JAKARTA, Fri: The proposal for a new financial centre, possibly based in Bandar Seri Begawan, to facilitate financial transactions among Malaysia, Indonesia and Brunei, deserves serious consideration despite there being already such centres in East Asia and South-East Asia. Indonesian President Abdurrahman Wahid, who had discussed the proposal with the Sultan of Brunei recently, raised the matter during bilateral talks with Prime Minister Datuk Seri Dr Mahathir Mohamad at the Merdeka Palace yesterday. Finance Minister Tun Daim Zainuddin said details of the proposal as well as implications of the move must be studied. He was asked whether there is room for another centre, considering there are already Labuan International Offshore Financial Centre (IOFC), the Bangkok Financial Centre, Singapore, Hong Kong and Tokyo. "If there is business, why not?" Daim said. In fact, members of the East Asia Growth Area (EAGA) - Malaysia, Brunei Indonesia and the Philippines - have agreed that the Labuan IOFC serve as the financial centre for the grouping. Even so, the proposal should not be rejected outright, he said, adding that Indonesia and Brunei might have their reasons for suggesting it. When Malaysia decided to set up Labuan IOFC, it undertook several detailed studies including looking at operations of existing financial centres such as the one in the Cayman Islands. Daim is in the high-powered delegation accompanying Dr Mahathir on his two-day official visit here. The Finance Minister, who is also Special Functions Minister, held parallel discussions with his counterpart and the republic's other economic ministers. -

PETALING JAYA: Amanah has lauded Anwar Ibrahim’s move not to offer himself as Pakatan Harapan’s (PH) prime ministerial candidate for the 14th general election (GE14), saying it showed the PKR de facto leader’s determination to remove distractions coming in the path of defeating the ruling Barisan Nasional (BN). Its deputy president Salahuddin Ayub said it was a wise decision as the opposition coalition needs to move forward instead of being weighed down by issues over who should be the prime minister if it wins the election due by the middle of next year. He said Anwar knows what is best for PH in any situation, including the recent scenario where PPBM apparently wanted to lead the coalition. “He has shed light on this for us, for PH to move forward and to forget about who will be the next prime minister,” Salahuddin told FMT. He said it is time for PH component parties to show their strength in unity and convince the people of their cooperation and capabilities. He also said he concurred with Anwar’s concern that PPBM’s proposition was worrying. Salahuddin said it was time for differences in the coalition to be set aside for the sake of the people. “We need to put aside all our differences and advance forward. The people want to know what we can offer to solve their problems,” he said. -

How the Pandemic Is Keeping Malaysia’s Politics Messy Malaysia’s first transfer of power in six decades was hailed as a milestone for transparency, free speech and racial tolerance in the multiethnic Southeast Asian country. But the new coalition collapsed amid an all-too-familiar mix of political intrigue and horse trading. Elements of the old regime were brought into a new government that also proved short-lived. The turmoil stems in part from an entrenched system of affirmative-action policies that critics say fosters cronyism and identity-based politics, while a state of emergency declared due to the coronavirus pandemic has hampered plans for fresh elections. 1. How did this start? Two veteran politicians, Mahathir Mohamad and Anwar Ibrahim, won a surprising election victory in 2018 that ousted then-Prime Minister Najib Razak, who was enmeshed in a massive money-laundering scandal linked to the state investment firm 1MDB. Mahathir, 96, became prime minister again (he had held the post from 1981 to 2003), with the understanding that he would hand over to Anwar at some point. Delays in setting a date and policy disputes led to tensions that boiled over in 2020. Mahathir stepped down and sought to strengthen his hand by forming a unity government outside party politics. But the king pre-empted his efforts by naming Mahathir’s erstwhile right-hand man, Muhyiddin Yassin, as prime minister, the eighth since Malaysia’s independence from the U.K. in 1957. Mahathir formed a new party to take on the government but failed to get it registered. -

MCPX Many people were caught off-guard when he announced on Monday that he was quitting Umno and called for other Umno MPs to do likewise to pressure Prime Minister Abdullah Ahmad Badawi to step down. Slowly, however, Umno MPs eventually pulled together to pledge their loyalty to their beleaguered party president Abdullah. The next day, Mukhriz was again on the offensive when he accused fellow Umno member and de facto law minister Zaid Ibrahim of working for Pakatan Rakyat opposition. Other issues that were hotly debated in Parliament included Tourism Minister Azalina Othman Said’s decision to cancel tourism events in Pakatan-led states. -
Technocracy in Economic Policy-Making in Malaysia
Technocracy in Economic Policy-Making in Malaysia Khadijah Md Khalid* and Mahani Zainal Abidin** This article looks at the role of the technocracy in economic policy-making in Malay- sia. The analysis was conducted across two phases, namely the period before and after the 1997/98 economic and financial crises, and during the premiership of four prime ministers namely Tun Razak, Dr Mahathir, Abdullah Ahmad Badawi, and Najib Razak. It is claimed that the technocrats played an important role in helping the political leadership achieve their objectives. The article traces the changing fortunes of the technocracy from the 1970s to the present. Under the premiership of Tun Razak, technocrats played an important role in ensuring the success of his programs. However, under Dr Mahathir, the technocrats sometimes took a back seat because their approach was not in line with some of his more visionary ventures and his unconventional approach particularly in managing the 1997/98 financial crisis. Under the leadership of both Abdullah Ahmad Badawi and Najib Razak, the technocrats regain their previous position of prominence in policy-making. In conclusion, the technocracy with their expert knowledge, have served as an important force in Malaysia. Although their approach is based on economic rationality, their skills have been effectively negotiated with the demands of the political leadership, because of which Malaysia is able to maintain both economic growth and political stability. 23 MAY 2003 Ling-Politics THE RISE AND FALL OF DR LING LIONG SIK By: Alan Ting KUALA LUMPUR, (Bernama) - He was not seen as a likely presidential candidate of the MCA during the infamous clash between Datuk Dr Neo Yee Pan and Datuk Tan Koon Swan in the 1980s. Having thrown his weight behind Koon Swan, he was like any other "generals" in the bitter party tussle, till a twist of fate propelled him to the helm of the oldest and biggest Chinese party, a job he held for almost 17 years. That twist of fate came on Sept 3, 1986 when he, as the deputy president, was appointed to the top post, replacing Koon Swan who had to resign after being sentenced to a two-year jail and a fine of S$500,000 for criminal breach of trust in Singapore. Born on Sept 18, 1943, Dr Ling had his early education at the King Edward VII School in Taiping before joining the prestigious Royal Military College (RMC) in Sungai Besi. From the RMC, Dr Ling studied medicine at the University of Singapore in 1961 and by 1966, he served as a doctor at Penang General Hospital before opting for private practice in Butterworth in 1975. The medical doctor, with a dead-pan face and gravel voice, launched his political career in 1968 when he joined the MCA and worked his way up to become a Central Committee member in 1974. EARLY YEARS In the same year, he was picked to stand in the Mata Kuching (now called Bagan) parliamentary constituency on an MCA ticket and won, retaining the seat for two subsequent terms. -
