The Walls but on the Rampart Underneath and the Ditch Surrounding Them
A walk through 1,900 years of history The Bar Walls of York are the finest and most complete of any town in England. There are five main “bars” (big gateways), one postern (a small gateway) one Victorian gateway, and 45 towers. At two miles (3.4 kilometres), they are also the longest town walls in the country. Allow two hours to walk around the entire circuit. In medieval times the defence of the city relied not just on the walls but on the rampart underneath and the ditch surrounding them. The ditch, which has been filled in almost everywhere, was once 60 feet (18.3m) wide and 10 feet (3m) deep! The Walls are generally 13 feet (4m) high and 6 feet (1.8m) wide. The rampart on which they stand is up to 30 feet high (9m) and 100 feet (30m) wide and conceals the earlier defences built by Romans, Vikings and Normans. Box 1346 Ann Arbor, Ml 48106-1346 UNIVERSITY COLLEGE LONDON LIBRARY ABSTRACT This study examines place marketing as a planning tool for local authorities, focusing on the type of marketing designed to attract jobs and investment to an area. Two strands of research emerge from a literature review. Firstly a need to update a 1984 study of local authority marketing activity as place marketing has evolved and escalated since then, and secondly, a need to determine the outcomes from place marketing. A survey of local authorities revealed a 96.5 per cent involvement in place marketing activities in 1995 and an analysis of the same local authorities’ marketing brochures demonstrates both innovative and common approaches. These brochures also show that although many local authorities are operating an equal opportunities policy, these ideals are not filtering through to all aspects of their work. -

Only a few of the persons actually affected by this consultation have been made aware of the consultation in any practical way and this is a disgrace. The writer does not consider the government practice of ignoring stakeholders concerns and placing a consultation document on the BIS website to be a fair way of consultation and representations to BIS have been made in this respect. The writer is in contact with a selection of stakeholders that are affected by the consultation and it is the general view of all of those I have contacted (regarding the Government’s intention as described in the consultation) that the Government intention is directly against a certain class of trader. Whilst the BIS openly declare the right of those certain affected traders to trade, they state there is no option other than to repeal the Civil Act of parliament that allows those traders to exercise that right. -

RE – Northern Cultural Regeneration Fund consideration, Bradford Odeon My name is Si Cunningham, and I am the Chair of Bradford Civic Society. Since 1942, our group has existed to preserve Bradford’s heritage and promote a more beautiful built environment for the city. Bradford has suffered setbacks and economic hardships over the last few decades, yet when I took over as Chairman last year I made a pledge to look to the future and identify opportunities for tangible, positive change. That’s why I’m writing to you today – to urge the Department for Digital, Culture, Media and Sport to award the shortlisted Bradford Odeon project the maximum possible funding from the Government’s Northern Cultural Regeneration Fund. This project will provide the West Yorkshire region with a flagship 4,500 capacity venue capable of hosting a variety of cultural attractions, bringing families back into our city centre and acting as a much-needed catalyst for wider regeneration – as restaurants, hotels and cafes open in the area. Complementing the Alhambra Theatre, National Science and Media Museum, and the magnificent City Hall, the Odeon could become the city’s iconic fourth grace – all framed beautifully by that world-renowned shared space of ours, City Park. The aim of the research was to establish residents’ views about alternative patterns of unitary local government. Background to the Research In May 2003, the Government announced that a referendum would take place in autumn 2004 in the North East, North West and Yorkshire and the Humber regions on whether there should be elected regional assemblies. The Government indicated that, where a regional assembly is set up, the current two-tier structure of local government - district, borough or city councils (called in this report ‘districts’) and county councils - should be replaced by a single tier of ‘unitary’ local authorities. In June 2003, the Government directed The Boundary Committee for England (‘the Committee’) to undertake an independent review of local government in two-tier areas in the three regions, with a view to recommending possible unitary structures to be put before affected local people in a referendum at a later date. MORI was commissioned by COI Communications, on behalf of the Committee, to help it gauge local opinion. The research was in two stages. First, in summer 2003, MORI researched local residents’ views about local government and how they identify with their local community. -

REPORT FROM THE INSPECTORATE Derwentside College August 1997 THE FURTHER EDUCATION FUNDING COUNCIL THE FURTHER EDUCATION FUNDING COUNCIL The Further Education Funding Council has a legal duty to make sure further education in England is properly assessed. The FEFC’s inspectorate inspects and reports on each college of further education every four years. The inspectorate also assesses and reports nationally on the curriculum and gives advice to the FEFC’s quality assessment committee. College inspections are carried out in accordance with the framework and guidelines described in Council Circular 93/28. They involve full-time inspectors and registered part-time inspectors who have knowledge and experience in the work they inspect. Inspection teams normally include at least one member who does not work in education and a member of staff from the college being inspected. They also use a five-point grading scale to summarise the balance between strengths and weaknesses. Analysis of 2008 CPA The Scale of Things Councillor Newton Wood Chair Overview and Scrutiny 23 JULY 2008 1 FOREWORD The contents of this report have the approval of the Overview and Scrutiny Coordinating Group for presentation to the full Overview and Scrutiny Committee meeting for their consideration on Wednesday 23 rd July 2008. It is important that this report identifies, for officers, members and the community, the exact position Teesdale is in, that is in relation to the scale of performance within our own county, County Durham and in the bigger picture that is in the country as a whole. Without being aware of where we are, we are unlikely to know where we are going! Unitary status is on the horizon. Durham County Council is a 4 star authority and has compared itself to other single tier councils in the country. Beyond doubt, with such expertise, acknowledged skills and professionalism the new authority will serve to compliment and improve upon the quality of services for the Teesdale community. However, as many weaknesses have been identified by the 2008 CPA inspection, our position in relation to the rest of the country has already been determined by The Audit Commission. This report highlights:- • Where we are at this point in time • Areas which need attention • Those weaknesses which can be handed over to county methods and procedures. • Some areas which need urgent attention by Teesdale District Council • The new county councillors representing Teesdale will now, hopefully, be aware of where we are in the scale of things and the work they have ahead of them to bring us in line with our fellow districts in County Durham. -
