Mapping, Characterization and Analysis of Fires with Victims in Recife’S Metropolitan Zone
DOI: 10.22278/2318-2660.2019.v43.n1.a2965 ARTIGO ORIGINAL DE TEMA LIVRE “AMONG DEAD AND WOUNDED”: MAPPING, CHARACTERIZATION AND ANALYSIS OF FIRES WITH VICTIMS IN RECIFE’S METROPOLITAN ZONE Roberto Ryanne Ferraz de Menezesa Cristiano Corrêab José Jéferson Rêgo e Silvac Tiago Ancelmo Piresd Abstract This article presents the mapping and analysis of fires with dead and wounded people in the Metropolitan Region of Recife (MRR) served by the Firefighters Department from 2013 to 2016. There was an average rate of 1 death per million inhabitants, similar to countries such as Singapore and Vietnam. The weighted number of fires per wounded or dead person results in rates of 0.5 and 1.7 per 100 recorded fires, respectively. These numbers are concerning, especially when compared to rates from other regions in the world. The victims of fires in MRR were shown to generally not be a perceivable problem in terms of common sense, yet they are real and require accurate analysis and effective measures. Keywords: Fires. Deaths. Injured people. Metropolitan Region of Recife. Renewable Energy Policy in Cities: Sao Paulo, Brazil, Case Study
CITY IN FOCUS SAO PAULO, BRAZIL Local Government Regulation Ordinances and Laws to Promote Renewable Energy SUMMARY A regulation can be understood as a measure for influencing actors by means of formulated rules and directives, passed by legislation and having the force of law. Conventionally, regulation has been used as a tool to restrict certain undesirable actions. More recently, regulation is being used to promote desirable actions or to influence a desirable outcome without the narrowly prescrip- tive details of how the action should be implemented. When used in this manner, regulation can stimulate innovation and encourage a transition to renewable energy (RE) solutions. The Solar Ordinance of Sao Paulo, for instance, requires new residential, commercial and industrial buildings to install solar water heating systems (SWH) to cover at least 40% of the energy used for heating water. It is part of the municipal building code and is in-line with the national energy framework. The Solar Ordinance has stimulated market demand for an innovative RE technology and resulted in significant net savings among a wide array of stakeholders and a reduction in the production costs of SWH. By 2015, it will allow for a reduction of around 35,000 tonnes carbon dioxide equivalent (tCO2e) from the city’s residential sector and 200 gigawatt hours (GWh) in electricity consumption. It is currently been replicated in cities across Brazil. TREND 3 . CITIZENS AS EXPERTS . 51 CASE STUDY Agents of Open Government – São Paulo, Brazil SUMMARY Agents of Open Government – part of a wider city initiative entitled “São Paulo Aberta” (Open São Paulo) – aims to provide a platform for peer-to-peer learning, where private citizens with useful skills are given support to develop courses for government employees, civil society groups and communities in all corners of São Paulo. This initiative reflects a growing global trend toward recognising that institutions can become smarter – more effective and efficient – by making use of the skills and experience of those outside of government. 52 . Xukuru Do Ororubá: Migrações E Afirmação De Identidade
Historic Centre of the Town of Olinda (Brazil) Retrospective Statement of Outstanding Universal Value (RSOUV)
Historic Centre of the Town of Olinda (Brazil) Retrospective Statement of Outstanding Universal Value (RSOUV) Nomination Submission Number: 189 Date of Inscription: 1982 Criteria: ii, iv Date of RSOUV: 2012 Brief Synthesis The exceptional ensemble of landscape, urbanism and architecture found in the Historic Centre of the Town of Olinda is an eloquent reflection of the prosperity nourished by the sugar economy. Founded in 1535 on hillsides overlooking the Atlantic Ocean on Brazil’s northeast coast, close to the isthmus of Recife where its port is situated, Olinda served from the last years of the 16th century onward as one of the most important centres of the sugarcane industry, which for almost two centuries was the mainstay of the Brazilian economy. This former capital of the Portuguese administrative division (capitania) of Pernambuco became the symbol of sugar and of the wealth it procured. Its historic centre today is marked by a number of architecturally outstanding buildings set in the lush vegetation of gardens, hedgerows and convent precincts, a mass of greenery bathed in tropical light with the sandy shore and ocean below. Rebuilt by the Portuguese after being looted and burned by the Dutch, Olinda’s existing historic fabric dates largely from the 18th century, although it incorporates some older monuments such as the 16th-century church of São João Batista dos Militares. Olinda became a remarkable nucleus, first as an economic, architectural and artistic centre, and later as a centre for the renewal of ideas. The harmonious balance between its buildings, gardens, convents, numerous small passos (chapels) and about twenty baroque churches all contribute to the Historic Centre of the Town of Olinda’s particular charm. -

Tambosi 2, Alexandre T. Igari 3, Juliana S. Farinaci 4, Jean Paul Metzger 1 and Maria Uriarte 5 ABSTRACT. Agricultural expansion has caused extensive deforestation throughout the tropics in the last decades, nevertheless, some countries have experienced native forest gains. In the 20th century, the state of São Paulo, Brazil, transitioned from an agricultural frontier to an agro-industrial state, and in parallel, from a high deforestation rate to a net gain in native forest. Here we examine the biophysical and socioeconomic factors that best explain land use and forest cover change in the state, at the municipality scale, over four consecutive intervals between 1960 and 2006. We hypothesized that factors that increase the productivity of agricultural land or reduce pressure on land development would lead to regeneration. Although results differed among intervals, our analyses demonstrate that forest gains were greater in municipalities with high forest cover percentage and steep slopes, and in areas that employed a large number of workers and relied on intensive fertilizer inputs. At the same time, forest loss was higher in municipalities with a large portion of agricultural land and soils with higher water retention capacity. -
Brazil: Background and U.S. Relations
Brazil: Background and U.S. Relations Updated July 6, 2020 Congressional Research Service https://crsreports.congress.gov R46236 SUMMARY R46236 Brazil: Background and U.S. Relations July 6, 2020 Occupying almost half of South America, Brazil is the fifth-largest and fifth-most-populous country in the world. Given its size and tremendous natural resources, Brazil has long had the Peter J. Meyer potential to become a world power and periodically has been the focal point of U.S. policy in Specialist in Latin Latin America. Brazil’s rise to prominence has been hindered, however, by uneven economic American Affairs performance and political instability. After a period of strong economic growth and increased international influence during the first decade of the 21st century, Brazil has struggled with a series of domestic crises in recent years. Since 2014, the country has experienced a deep recession, record-high homicide rate, and massive corruption scandal. Those combined crises contributed to the controversial impeachment and removal from office of President Dilma Rousseff (2011-2016). They also discredited much of Brazil’s political class, paving the way for right-wing populist Jair Bolsonaro to win the presidency in October 2018. Since taking office in January 2019, President Jair Bolsonaro has begun to implement economic and regulatory reforms favored by international investors and Brazilian businesses and has proposed hard-line security policies intended to reduce crime and violence. Rather than building a broad-based coalition to advance his agenda, however, Bolsonaro has sought to keep the electorate polarized and his political base mobilized by taking socially conservative stands on cultural issues and verbally attacking perceived enemies, such as the press, nongovernmental organizations, and other branches of government. -
