Bv: R.Tim Henneberry, P.Geo. J December 7, l9<199 "I i -2- . SUMMARY The Chill property lies within the New Westminster Mining Division, east of Chilliwack at the north end of Chilliwack Lake. The property is being explored as a potential source of gran- ite dimension stone, for structural stone. The property was acquired as part of an on-going exploration and assessment program of the southern interior plutons. This claim covers the former Chilliwack Lake Quarry of Quarry Pacific Industries. Polished sections show the stone has an appealing texture and exhibits few flaws on the finished surface. Examination of existing quarry faces showed numerous flaws making the stone unsuitable for polished stone. The stone is suitable for split (structural) stone, exhibiting characteristics very similar to the light grey Hope Stone. Based on this observation, a & 500 ton bulk sampling program is recommended. The aim of this program will be to quarry and split 50 tons of stone and market the stone to have it specified on a number ofjob sites in the lower Mainland. The cost of this program is estimated at $43,183. The initial prospecting and mapping program completed on the Chill property cost $1,375. -3- . INTRODUCTION The purpose of this report is to document the observations made of the granite on the Chill property. A preliminary examination was made on October 17, 1995. This consisted of examin- ing the existing quarry faces and sampling. A follow up examination of the quarry faces was completed on March 25, 1996. Recommendations for further exploration have also been pre- sented. The term granite is a generic term in the dimension stone industry used to describe any intrusive igneous rock. In this instance, the stone on the Chill property is actually a granodior- ite. The Chill property was acquired as part of a regional exploration program and assessment of the southern interior plutons. This program was initiated as a result of the on-going dimen- sion stone initiative of the British Columbia Geological Survey Branch (White, 1985: White and Hora, 1988; Page, 1991: Hora and Hancock, 1992 and 1994). The opening of two granite fabri- cating plants in the Lower Mainland, combined with the up-surge in the use of structural (or masonry) granite has lead to increased demand and a search for local source. The standard exploration program for each of these dimension stone properties consists of prospecting and mapping followed by small scale quarry testing of boulders, finally followed by a large scale bulk test of the identified quarry site. Some of the granites of the southern interior yield large 100-1000 ton boulders, ideal sites to complete small scale tests of the stone for both polished and structural stone. These boulder testing programs of small scale test quarrying, combined with marketing tests, yield a good assessment of the stone potential of each property. The boulder testing programs entail the actual quarrying of a few of the boulders into 5-20 ton blocks. These blocks are then supplied to local processors for completion of market tests. At least 500-1000 tons has to be supplied to allow the stone to be tested in the market place, which essentially means the stone is used on a few jobs sites, especially for structural stone. The final phase involves actual test quarrying of 1000-2000 tons from the planned quarry site to establish the consistency of color, texture and structure. This stone will again be put into the market place to complete marketing analysis, before a final production decision is made. Mammoth Geological Ltd. LOCATION, ACCESS The southern interior is one of the more accessible areas of the province of British Colum- bia. It is traversed by the Trans Canada Highway in the north, Highway 6 through much of the centre, and Highway 3 in the south. Several north south highways and mainline logging roads transect the region, with secondary and tertiary logging roads providing ready access to most areas. The topography ranges from +450 metres in the valleys to +1700 metres in some of the mountain passes. Some of the higher peaks are in excess of 3500 metres. Slopes are forested, with active logging on going at numerous locations. The climate is warm and dry in the summer and cool to cold in the winter depending on elevation. Temperatures can be as low as -40 Celsius in the winter, though usually not for extended periods. Summer temperatures can reach +35 Celsius. Snow fall varies greatly throughout the region. The valleys and lower slopes are usually clear of snow in late-May to early-June and remain so until late-October to early-November. Aside from road transportation, the Trans Canada Rail Line parallels the Trans Canada Highway. Canadian Pacific also operates a railway in the south connecting its Sullivan Mine in Kimberly with its smelter in Trail, and eventually the port of Vancouver. Modern airports are located in Kelowna, Penticton and Castlegar, with daily jet service to Vancouver or Calgary. Several of the smaller communities are served by feeder airlines. Skilled manpower is available in the numerous cities and towns throughout the region, as is heavy duty equipment (cats, excavators, loaders, etc.) Hydro-electricity is the main source of power. Water is abundant throughout the region. The larger population centres have all of the modem amenities. Accommodation can be had in any of the major centres including: Hope, Princeton, Penticton or Grand Forks. The Chill property lies on NTS sheet 92H/03W, 42 kilometres east of Chilliwack. Access is via the Chilliwack Lake Public Road to kilometre 42. Two deactivated quarry roads provide access to the two faces. The status of the property is logged and reforested with immature second growth. The Chill property lies at an elevation of 620 to 750 metres. This property will be snow bound for only short periods during the winter (November to March). Kilometres ~ Mammoth Geological Ltd. In this configuration the fracture of the brittle bar or break fork is reliant on sufficient travel of the actuating mechanism attached to the “Rosta” sheave arm. The purpose of this report is to provide information and recommendations on a suite of policies to inform Port Moody’s Affordable Housing Strategy. We seek Council endorsement to direct staff to undertake these recommendations. Recommendation THAT staff be directed to carry out the eight recommendations of the Affordable Housing Task Force as presented and recommended in the report dated June 16, 2020 from the Affordable Housing Task Force regarding Final Report from the Port Moody Affordable Housing Task Force. Executive Summary Despite the strengths of our community in promoting inclusivity, Port Moody recently was found to be one of the least affordable communities in Canada. In order for this to change, we will need to update our affordable housing strategy (2009) and implement new policies and actions. For this reason, Port Moody struck an Affordable Housing Task Force which has tasked with researching best practices and making recommendations to increase and incentivize affordable housing in the community.     Early Trail Building in the New Colony of British Columbia — John Hall’s Building of the Coquitlam River and Port Moody Trails Researched and written by Ralph Drew, Belcarra, BC, June 2010; updated Dec 2012 and Dec 2013. A recent “find” of colonial correspondence in the British Columbia Archives tells a story about the construction of the Coquitlam River and Port Moody Trails between 1862 and 1864 by pioneer settler John Hall. (In 1870 Hall pre-empted 160 acres of Crown Land on Indian Arm and became Belcarra’s first European settler.) The correspondence involves a veritable “who’s who” of people in the administration in the young ‘Colony of British Columbia’. This historic account serves to highlight one of the many challenges faced by our pioneers during the period of colonial settlement in British Columbia. Sir James Douglas When the Fraser River Gold Rush began in the spring of 1858, there were only about 250 to 300 Europeans living in the Fraser Valley. The gold rush brought on the order of 30,000 miners flocking to the area in the quest for riches, many of whom came north from the California gold fields. As a result, the British Colonial office declared a new Crown colony on the mainland called ‘British Columbia’ and appointed Sir James Douglas as the first Governor. (1) The colony was first proclaimed at Fort Langley on 19th November, 1858, but in early 1859 the capital was moved to the planned settlement called ‘New Westminster’, Sir James Douglas strategically located on the northern banks of the Fraser River.
