Section 1: Position of Reserve Officers

Ordinance 420 Town of Springdale

The Town of Springdale is adopting the ordinance to establish the position for reserve police officers for the Marshal’s department.

BE IT ORDAINED by the Council of the Town of Springdale as follows:

Section 1: Position of Reserve Officers This shall be a position for a non-paid reserve officer(s). This position shall report to the Marshal, Deputy Marshal, and the Mayor for the Town of Springdale. This will position will be appointed by the Mayor in accordance with RCW 35.27.240. Section 2: Work Schedule Work schedule will be determined by the needs of the Town for maintaining a peaceful coexistence of the people within the community. This shall be determined by the Marshal, Deputy Marshal and the Mayor with input to be considered from the Council for the Town of Springdale. Shifts will be a minimum of tow (total 8 hour) and maximum 12 ays (96 hours).

Section 3: Personnel Policies This position will be subject to the Springdale OPS Procedures Manual adopted by the Council for the Town of Springdale and all State and Federal Laws adopted by the State of Washington and the United States government bodies. Section 4: General Qualifications 1. Must possess a minimum of a high school education. 2. Must pass a background check by the Mayor and Marshal or Deputy Marshal to guarantee ability to be certified. 3. Must have completed a formal training course in Police Education in a recognized training institution prior to appointment. This training shall include Emergency Vehicle Accident Avoidance. 4. Must be of good moral character. 5. Will not use alcohol or drugs while on duty or representing the Town of Springdale in a law enforcement capacity. This will be grounds for immediate dismissal with out allowance. 6. Must be physically fit and have the ability to work with people and present a good public image. 7. Must pass a polygraph. This is not provided for by the Town of Springdale. 8. Must show proof of a physiological evaluation. This is not provided for by the Town of Springdale. 9. Must provide the Town will a passed DOT drug Test results thirty days prior to appointment. Section 5: Special Qualifications 1. Must have a valid driver’s license and insurance. 2. Must have valid references. 3. Shall not have any physical disabilities that might restrict the performance of duties. Section 6: General Duties 1. Enforce laws, Ordinance and Resolutions of the Town, County, State and Nation without preference. 2. Cooperate with School District Administration in matters of law enforcement. 3. Cooperate with County law enforcement officers and solicit their assistance when needed. 4. Supervise law enforcement for all special events within the Town of Springdale. 5. Keep a daily log of law enforcement activities. This log must include but not limited to the following: . Time in/out for court shall be logged and noted as such. . Activities log. These shall include patrol of Town, monitor traffic, and assist School District. General speaking these are in increments of 30 minutes or more. The Mayor, Marshal and Deputy Marshal shall use this to evaluate the needs for the Town of Springdale. . Event time. This would report calls. This would include how the calls are received, type of call and the time involved. 6. Maintain service records on police equipment on the forms provided. All attempts shall be made to obtain service and repair locally subject to cost availability; these must have prior approval by Mayor, Marshal and or Deputy Marshal. Maintenance schedule shall adhere to and all noted. 7. Log mileage, gasoline and supplies used in police car and equipment. Vehicle log shall reflect not only time log but also the actual “trip miles” for those segments of travel within a work day. Mileage shall be recorded as follows: 123-start duty 00/00/00-124 end mileage 00/00/00. 8. ALL trips outside of the Town of Springdale shall be logged. These shall be accounted for as to purpose, for example, Loon Lake to meet with 123, or Court appearances and or Agency assists. 9. Reports shall be given to Mayor, Marshal and Deputy Marshal to address to council on a monthly basis. These reports must be written for record. 10. Answer all emergency requests. 11. Must follow the Town of Springdale OPS Procedures manual adopted by the council. 12. Must meet with Council Members at least once in a six month period of time to maintain council knowledge of who are members of reserve program within the Town of Springdale.

This ordinance shall take effect immediately upon passage and publication as required by law.
