Members present:

Minutes: John McKinney motioned to accept the minutes as written from the October 15th meeting. Seconded by Norm Fenichel. Motion carried.

** Steve Minard called the meeting to order at 1:03pm**

On-going Items:  2013 TSB Officer Elections: W. Johnson received one absentee ballot from D. Dowd. The TSB members were provided with ballots to vote for a chairman. W. Johnson tallied the votes with the following result: 8 – S. Minard and 3 – S. Gill. W. Johnson said the 2013 TSB slate will continue as follows: Steve Minard – Chairman, Vince Bellino – Vice Chairman, and James Rapoli – Secretary.

 TSB Membership Status: W. Johnson said the following members are up for reappointment: V. Bellino, J. McKinney, J. Rapoli, B. Simpson, and E. Madden. W. Johnson said he recommends that at least four of the members be reappointed. He would like to follow up with E. Madden to determine her intentions. She has only attended one meeting since her appointment to the TSB two years ago. E. Madden represented the school district/education. W. Johnson said if anyone has a contact with the school districts that can help to disseminate information in the schools please let him know. S. Minard asked what the bylaws say regarding not re-appointing a member. W. Johnson read the bylaws which state under Membership section 5, “If a member misses six consecutive meetings, the TSB shall ascertain his current qualifications for membership. If he fails to meet any of the qualifications, the Board Chairman shall ask him to resign.” W. Johnson will give E. Madden a courtesy call to ascertain her interest in continuing with the TSB. There was some discussion on potential persons to contact. W. Johnson will follow up with the Health Department for a replacement for L. Chang. He will also submit T. Jicha’s resume and cover letter for an initial appointment. T. Jicha was the replacement for Kevin Faber.  2013 GTSC Grant & County Budget: W. Johnson said there is no update regarding the County Budget. He is not scheduled to do any budget review hearings. W. Johnson said the

TSB Minutes Page 1 TSB received award notification from GTSC for the 2013 CPS grant. The original requested amount was $26,750 and we were awarded $18,000. This is the same amount we were approved for the 2012 grant cycle.

BUNY – W. Johnson provided the TSB with allocation proposal for the Buckle Up NY Grant. He stated as discussed at the last meeting it is better to fund some agencies just for the wave based on their reporting and ability to get claims in. The following is the proposed allocations:

Expanded Enforcement Town of Poughkeepsie PD – $3,500 City of Beacon PD – $3,500 Town of East Fishkill PD – $2,250 Town of Hyde Park PD – $2,250 Village of Millerton PD – $750 Village of Rhinebeck PD – $850 Village of Wappingers Falls PD – $900

WAVE: May 20 – June 2, 2013 City of Poughkeepsie PD – $2,000 DCSO – $3,000 Town of Fishkill PD – $1,000 Village of Red Hook PD – $700

V. Bellino made motion to accept the proposed allocations. J. Ryan seconded. All in favor. W. Johnson said notification letters will go out next week.

**Allocation proposal tabled due to GTSC program participation requirements to avoid agency elimination/non-qualification for 2014 grant cycle. A budget modification will be submitted with egrants.**

 2012 GTSC Grant: STEP – The TSB was provided with 2012 final data and billing for the Selective Traffic Enforcement Program grant. We were funded at $57, 420 and expended $56,861 leaving $559 unrealized. There were 1288 hours of dedicated enforcement with 949 speed related tickets, 408 aggressive driving tickets, 120 cell phone tickets, and 496 other vehicle and traffic tickets. W. Johnson said potentially some of the lower producing departments may be eliminated in 2013 due to limited dollars.

CPS – W. Johnson provided the TSB with the CPS Consolidated Program Data. For the 2012 grant year 1,313 seats were inspected and 516 were replaced. He said some departments did not provide final year end data even after several calls and emails. As a result his reporting to GTSC was submitted late. W. Johnson said if he can’t get final reporting numbers in a timely fashion before it is required to go to GTSC how much should we continue to support these agencies. He will ascertain whether the DCSO and Pleasant Valley FD would like to continue under the CPS block grant. W. Steenbergh said he will make a few phone calls to the fire chiefs regarding fire departments that did not provide data. W. Johnson said changes in administration and level of support has reduced participation by some departments. He said the City of Beacon PD has good support from their administration and their car seat inspection numbers have increased dramatically.

2012 Final Program Summary – W. Johnson said 2012 grants totaled $145,287 and the TSB expended $138,123 with $7,164 unrealized. All claims have been submitted to GTSC. The 2012 grant year has been closed out.

TSB Minutes Page 2 Additions:  NYSATSB Facebook: V. Bellino encouraged the TSB to join the NYSATSB Facebook page. It is a good medium for sharing ideas and getting information. He will email the link to join to W. Johnson who will then provide it to the rest of the TSB. W. Johnson said the county employees cannot access Facebook at work.

 TSB January Holiday Meeting: W. Johnson said potential date for the holiday meeting will be on our normally scheduled meeting day January 10th.

 CarFit: V. Bellino suggested doing a CarFit program in the spring. W. Johnson said it could be held at one of the Office for the Aging picnics. J. Ryan said there must be enough technicians so that the seniors are not waiting for a long time. W. Johnson said P. Bonfiglio is certified and he will check with him regarding putting together an event.

V. Bellino motioned to adjourn the meeting at 1:30 p.m. J. McKinney seconded. All in favor.
