DWI Planning Council Minutes January 15, 2015

I. Call to Order: by Dee Swope at approximately 2:05 p.m.

II. Introduction of Board Members: Members present were: Dee Swope, Lt. Tracy Corbett, Charles Wolf, Misty Curry-Hernandez – proxy for Carolyn Casillas, Rhonda Baldonado – proxy for Kelly Means, Perry Lawson – proxy for Diana Martwick and Lt. Leonardo Ornelas

III. Introduction of DWI Staff: Rick Cooper introduced the DWI Staff, present were Daniel Caywood, Maria Garcia-Olayo, Cambri Johnson and Rhonda Schuh.

a. In the audience were Rae Nash of MADD, Maureen Schmittle of Health Dept., and Kristy and Royce Sherrick of the Step House.

IV. Determination of Quorum: Quorum was determined by Dee Swope.

V. Old Business:

A. The Minutes for the January 15, 2015 meeting were reviewed. A motion was made to accept the minutes, a 2nd motion was made, the motion carried.

VI. New Business:

A. New proxies were added. Maureen Schmittle, Sylvia Tillbrook and Misty Curry-Hernandez – all were voted on and approved.

B. The DFA Audit occurred on Dec 9th and 10th. They went through our program and asked a few questions which were answered and backed with proof. The feedback received was that they are happy with what we are doing.

C. There have been some changes in the DFA. Julie Krupcale has gone from our Program Manager to being Chief DWI Program Manager. Michael Baldwin was a temporary during the change. And now our new DWI Program Manager is Valerie Henderson. D. Next week Rick, Rhonda, and Cambri will be going to Santa Fe for the NMAC conference and NM Edge classes. Paige will also be going to attend the NM Edge classes.

E. We finally received our new travel vehicle. They sent us a 2015 for the same price.

F. DWI will attempt to be put on county agenda to get permission to apply for new grant in March. There are plans to apply for Domestic Violence money. With this new grant we would like to bring Dee on full time to handle the Domestic Violence cases.

G. Review of November/December Stats:

1. November/December DWI Stats: Number of DWI offenders NEEDS Survey’s entered in the ADE Data Base: 25; 20 from Magistrate Court; 5 from District and/or Municipal Court. Number of new DWI Clients: 32. The Average BAC was 0.15. Number of DWI cases through the court is 256. Number of drug screens administered by DWI staff: 29, negative: 19; positive: 10. Number of DWI offenders currently being tracked (Active): 357; Number of clients that were closed successfully: 20; unsuccessfully: 13; Deceased 0; Number of Probation Violations issued by DWI Staff: 11; Number of Screenings/Pre Sentence Screenings (drug/alcohol): 19.

2. November/December Teen Court Stats: Number of MIP (Minor in Possession) Alcohol 2; Drug 0; Number of Juvenile Traffic cases 22; Number of Juvenile Criminal cases: 6; Number of Teen Court Offenders: Active 82; Number of Teen Court Community Service Hours served: 75; Number of Teen Court Completions: 5; Number of Teens referred back to referral agency: 2; Number of Teen Court outreach prevention activities hosted: 2.

3. November/December Prevention Stats: Number of Community outreach prevention activities hosted by DWI Staff: 4; Number of school based DWI/Substance Abuse prevention activities: 1; Number of schools which prevention activities occurred: 1; Number of students who attended prevention activities: 300; Number of adults attending prevention activities; 6.

VI. Open Discussion:

A. There was a discussion of Teen Court going well for the teens. And how they take their duties quite seriously. Teen Court is looking for volunteers. Cambri is auditing Teen Court files. Community service hours are not added to the statistics until the case is closed.

B. Leslie Ledbetter is planning to start SADD again. This year is the 35th anniversary of MADD. There will be a Walk Like MADD in April.

C. Kristy Sherrick let everyone know that The Step House has branched out. They just opened a women’s facility at their Zuni location. It is a 1 year program with AA and meditation, and they pay rent.

D. The state is looking at revamping the DWI school program. This would cause tuition to be raised from $175.00 to $225.00 and increased from 12 to 16 hours.

E. Discussion of how juvenile tickets are handled with teen court, Municipal and Magistrate courts.
