DRAFT MINUTES LOCAL HUMAN RIGHTS COMMITTEE MEETING New College Institute - Martinsville, VA August 12, 2014 – 4:00 P.M.

LHRC MEMBERS ABSENT: Susan Meeks
I. Committee Chairman Rhonda Stone called the meeting to order at 4:05 p.m.
II. Closed Session – Interview of potential LHRC Member – Rhonda Stone Committee Chair Rhonda Stone moved that the Piedmont Community Services LHRC go into closed session. Sharon Shepherd made a motion that the LHRC go into closed session under Virginia Code 2.2-3711 A (4&15) for the purpose of interviewing a Local Human Rights Committee application. Dr. Jim Rountree seconded the motion and a unanimous vote of approval followed. Committee members relocated to a private nearby room for the purpose of interviewing the potential member. Upon completing the interview, committee members returned to the meeting location. Chairman Rhonda Stone entertained a motion to return to open session. Dr. Jim Rountree moved that the committee return to public session and Nancy Sprinkle seconded the motion. A unanimous vote followed. Chairman Rhonda Stone asked that each committee member certify that to the best of their knowledge only matters lawfully exempted from open meeting requires and VA Code 2.2-3711 A (4&15) regarding the interview of a Local Human Rights Committee applicant
1 were heard, discussed or considered. As requested, each committee member individually did so by stating “I so certify.” Chairman Rhonda Stone entertained a motion to recommend or not recommend the applicant. Dr. James Rountree made a motion that Jim Potter be approved by the LHRC to serve a three year term. Sharon Hooker seconded the motion. A unanimous vote of approval followed. Advocate Mandy Crowder will present the request to the State Human Rights Committee for approval.
III. Approval of the May 13, 2014 Minutes – Rhonda Stone Upon reviewing the minutes from the May 13, 2014 meeting, they were approved as presented.
IV. Advocate’s Report – Mandy Crowder a. Mandy provided LHRC Committee Members with a handout on “Decision Making and Informed Consent” and asked them to review this training. b. Mandy reported that Margaret Walsh, the Director of Human Rights for the state, retired effective July 24. Deb Lockhart is the acting director until the position is filled. She can be reached at 804/786-0032. Her email address is [email protected] . c. Mandy advised everyone that they should contact her with questions about Delta or CHRIS. Susan Tinsley can also answer questions, but please contact Mandy first. d. Mandy advised all affiliates that they should contact her when they move to a new location. She is conducting unannounced visits and has had trouble locating some of the affiliates. Mandy reported that she is doing one or two unannounced visits a week.
V. Affiliation requests: a. Family Preservation – Jean Odachowski advised that Family Preservation will move to an out-patient ABA license and will not be taking new clients and requested a service modification. They plan to have everything done by the end of the month with all training completed. A motion was made to approve this request. The motion received a second and a unanimous vote of approval followed. b. National Counseling – Travis Butner with National Counseling reported that they have moved to their new location at the Patrick Henry Mall National Counseling also requested to start Therapeutic Day Treatment and Crisis Stabilization services in Lynchburg. They are not ready to start Crisis Stabilization services yet; however, they wanted to get approval so they can begin services soon. They will need to go through a hiring process first. A motion was made, seconded and unanimously approved this request. c. United Support Services – Jessica Rill requested to extend TDT services to Bedford High School. They has an office at 1356 American Way in Bedford. The Bedford school year starts Thursday and they are ready to start offering services. They now have one in-school staff in place ready to start services. They have already been serving students in the middle school. A motion was made to approve United Support Services’ request. The motion received a second and a unanimous vote of approval followed. d. Piedmont Community Services – Sharon Buckman requested approval to provide Intensive Community Treatment (ICT) services. This program will serve adults with severe mental illness with a history of not staying engaged with normal services. It also targets people who experience routine hospitalizations. PCS plans to start services in the Martinsville/Henry County area but feels that services are needed throughout the PCS catchment area. A motion was made to approve this request as presented. The motion received a second and a unanimous approval followed. 2 VI. Other: a. Update on Affiliate Assessments for 2014/15 - Becky Lovell reported that she has received checks from everyone except (1) A New Inspiration, (2) ATIBA and (3) Praises. She asked that a representative from each of these affiliates meet with her after the meeting to discuss their assessment. The committee briefly discussed a late fee for late payment of assessments. This will be brought up for further discussion in May when the annual assessment is discussed. There will be no late fees at this time. b. Affiliate Reports: Support Services – Victor Rivera reported that they had one incident during the last quarter. Life Stages – Torey Morris reported that they are currently serving 47 clients and have had no incidents to report. Goodwill of the Valleys – Linda Edghill reported that they served 32 clients during the first quarter. They had one peer-to-peer incident. Trinity Supports - Mindi Perry reported that Trinity Supports serves 57 clients and had one death to report. They had no complaints to report. NuZoe Ministries – Milton Johnson reported that they are still in the licensing process. Strengthening our System – Stephanie Bakley reported they are currently serving three clients and had no complaints. ATIBA – Steven Motley reported that they have 21 clients and no incidents to report. Piedmont Community Services – Kim Holland reported that PCS is adding sites, Laurel Park Middle School and Fieldale/Collinsville Middle School, to TDT services, and Laurel Park Middle School, Fieldale-Collinsville Middle School, Stuart Elementary School and Center for Community Learning to Case Management. She introduced Emily Hiatt who supervises school services. Branches of Hope – James Esters had nothing to report. MPowering Kids – Debbie Menefee had nothing to report. Piedmont Community Services – Ron Hairston reported that he had no complaints to report at this time. Family Preservation – Charlotte Runyon and Jeannie Odachowski reported that they are serving 100 TDT clients, 12-15 in-home clients and six MH skill building clients. They have had no complaints to report. Stepping Stones – Pam Pritchett reported that they are serving 27 clients and have had no complaints to report. Pioneer Hospital – Lois Barbour reported they are currently serving 12 clients. Community Alternatives - Cynthia Bradford reported that they are serving 67 residential clients. Patrick County Developmental Center – Penny Belcher reported that they serve 14 clients and have no complaints to report. East Mental Health – Carol Walker reported that they had a client to ingest bleach. The client was taken to ER and is doing okay. They had one fall to report. It was determined that the client was dehydrated. Another consumer picked up a snake while on an outing and was taken to ER. Another client had a swollen hand due to being stung by bees 45 times the day before. Phoenix – Rochelle Potter reported that they had one death due to natural causes. She also introduced Migan Smith who is also with Phoenix. Hope Tree – Janet Hodges reported that they had no incidents to report.
3 It’s About Time – Tammy Furrow reported that they are serving 8 clients in Franklin and Henry counties. Mayo Residential – Diane Hairston reported that they are serving five clients and that one restraint was used during the previous quarter. Becky reminded everyone that they need to complete the Annual Restraint report that is due January 15. United Support Services – Jessica Rill reported that United Support had no incidents to report. Blue Ridge Counseling Services – Amanda Estep reported that Blue Ridge Counseling had one incident. Memorial Hospital – Leah Riddle reported that she had no incidents to report. PARC – Henry Ayers reported that the PARC work program starts tomorrow, the first day of the school year.. Piedmont Community Services – Greg Preston introduced himself as the Director of Community Support for PCS. National Counseling – Joe Pratt reported they National Counseling had one restraint during the quarter. No related injury was reported.
c. Public Comments Chairman Rhonda Stone opened the floor for public comments. There were no comments or discussion.
VII. Upcoming LHRC Meeting Dates:
November 18, 2014 – 4-6:00 pm, New College Institute, Room 303 2015 meeting dates will be scheduled at the next meeting on November 18.
