SUBJECT: Comments on the Draft Science Framework

Enclosed is a flash drive and/or hardcopies (upon request) of all public comments received on the draft Science Framework as of January 29, 2016. These materials will be discussed at the February 19, 2016, meeting of the Science Subject Matter Committee (SMC).

The public comments include e-mails and letters from individuals, county offices of education, and other organizations (Item D), the results of the online survey (Item B), and the results from the California Department of Education’s internal review (Item C). All comments are unedited and numbered so that they will be easily referred to during the February 19th SMC meeting.

Also included are two charts that will help organize the discussion at the SMC meeting. The first chart (Item A1) is a master list of discussion items. The second chart (Item A2) contains line edits and minor edits. However, you should familiarize yourself with the comments in this package and come prepared to the SMC meeting to discuss the public comment.

In general, the process for discussing possible edits and revisions for each chapter to the Science Framework will include: 1. A report on the revisions by the writer; 2. Item A2: SMC consensus on line edits and general edits; 3. Any discussions or comments related to the chapter in the Item A1 chart; 4. Input from any Science SMC, IQC, or SBE members who have any questions or additional comments (based on the attachments from Item D or comments from the survey); and 5. Public Comment.

With the large volume of comments and suggested revisions, we will need to be purposeful in our discussion. Item A1 is to be used as an organizing tool to help guide the discussion and action. Please note that individual items in Item A2 will probably not

be discussed; however, it is appropriate for you to be prepared to bring up any content or comments from any of the public input documents that are not identified in Item A1 or A2..

The following principles should guide decisions regarding edits to the draft science framework based on comments received during the first 60-day public review and comment period. Typographical, punctuation, spelling, syntax, and other grammar-and language-usage kinds of errors that are noted will be fixed.

Changes to the draft framework must:  Be consistent with the State Board’s adopted guidelines  Provide clarification  Add value to the draft chapter  Be consistent with and support the grade level standards  Be supported by research; the research must be properly cited  Eliminate redundancies  Create clear and concise narrative required in the guidelines
