MINUTES

REGULAR MEETING

APRIL 13, 2016

The regular meeting of the Mount Penn Borough Municipal Authority was held on Wednesday, April 13, 2016, in the meeting room of the John A. Becker Municipal Building, 200 North 25th Street, Reading, PA 19606 at 7:00 p.m.

The meeting was called to order by Chairman Dennis Swartz. The following Board members were present in addition to Mr. Swartz:

Thomas Smith, Vice Chairman (absent) Joseph Boyle, Secretary Alfred Worrall, Treasurer Tuan Duong, Asst. Secretary/Treasurer

Also present were the following:

Teresa Christof, Business Office Manager Richard Genova, Water System Foreman Brad Smith, Arro Consulting Mark Merolla, Solicitor

Motion was made by Alfred Worrall, seconded by Tuan Duong, to approve the minutes of the March 9, 2016 meeting. All approved.

Motion was made by Alfred Worrall, seconded by Joseph Boyle, to approve the Treasurer’s Report for March 2016. All approved.

WATER SYSTEM

REPORT SUBMITTED – ATTACHED

We will begin fire hydrant flushing next week.

PA American Water is continuing to take approximately 200,000 gallons of water per day at the Bingaman Street interconnection.

Keystone Engineering is working on some minor programming issues with the SCADA system. The (attached) quotes were submitted to the Board for approval: - Exeter Supply: well meters ($29,420.38) - Levan Truck Equipment: hydraulic system for 2005 dump truck ($4,219.00)

The Board decided not to approve the quotes until they discuss the repairs to the million gallon tank.

SAFETY MEETING

A representative from the PA State Workers’ Compensation agency completed an audit of our workers’ compensation claims and procedures. Rich Genova, Dennis Swartz, and Teresa Christof attended the meeting. We will receive an audit summary report with safety guidelines and recommendations.

ENGINEER

Brad Smith reviewed Mumford Bjorkman Associates, Inc.’s inspection report for the million gallon tank with the Board. The total cost of the recommended tank repairs is $368,000.00. Brad Smith and Rich Genova will review the inspection report and make recommendations to the Board at May’s meeting.

Brad Smith submitted the (attached) quote from Arro Consulting, Inc. to the Board for the design of the Oley Turnpike Road Water Main Replacement project. Motion was made by Joseph Boyle, seconded by Tuan Duong, to approve the quote from Arro Consulting, Inc. for $21,200.00. All approved.

SOLICITOR

Mark Merolla will work on a draft purchase agreement for PA American Water after Brad Smith completes his cost analysis.

Mark Merolla submitted the (attached) Carsonia Park Maintenance outline for the Board’s review. The Board would like to schedule a meeting with A.V.R.C.C. to discuss the maintenance agreement for Carsonia Park.

BUSINESS OFFICE MANAGER

The First Quarter 2016 water bills were mailed on 04/05/16. Customers received the (attached) notice regarding the upcoming water rate increase.

Mt. Penn B.M.A.’s final public presentation of their Source Water Protection Plan will be held on 04/28/16 at 7:00 p.m. in the Mt. Penn Primary Center’s auditorium. The Board approved the final invoice for $42,760.00 (attached) from Keystone Engineering, Inc. for the SCADA system. The Board also approved the Fulton Bank lease acceptance paperwork for the SCADA system lease.

A.V.R.C.C

Joseph Boyle stated that A.V.R.C.C. has to make major repairs to the Antietam pool complex prior to opening day. Some of the major repairs are as follows: new baby pool fence, baby pool fountain, pavement repairs around the pool, new sand filter system and pump, and Olympic pool gutters. A.V.R.C.C.’s bank account balance is $92,000. The total cost of the repairs may exceed their bank balance.

Joseph Boyle stated the doors to the recreation center building should be replaced because they are unsecure and don’t meet safety regulations. He also stated that the sidewalk and curb in front of the recreation center should also be replaced with wheelchair ramps compliant with ADA standards. Motion was made by Joseph Boyle, seconded by Tuan Duong, to purchase new doors for the recreation center building and replace the sidewalk and install a wheelchair ramp; (Total Cost not to exceed $12,000.00). All approved. Mr. Boyle will obtain estimates for the doors and sidewalk repairs and email them to the Board for review.

ANTIETAM VALLEY MUNICIPAL AUTHORITY (AVMA)

MINUTES ATTACHED.

The Board expressed their dissatisfaction with the unprofessional comments that AVMA board member, Claudia Hurwitz, posted on Facebook regarding Mt. Penn B.M.A.’s upcoming water rate increase.
