Community Action Partnership Job Description Job Title: Chief Executive Officer Reports To: Board of Directors FLSA Status: Exempt Date: November 2012

SUMMARY Under the general direction of the national Board of Directors, the Chief Executive Officer (CEO) of the Community Action Partnership is responsible for the overall operation and financial viability of the national 501(c)3 membership organization. Is also responsible for the development and growth of the Community Development Financial Institution (CDFI) Specific responsibilities include generating funds and resources; developing and maintaining partnerships, strategic alliances, and formal linkages with key governmental and affinity business stakeholders; serving as the public face of the Partnership at national, state, and local events.

DUTIES AND RESPONSIBILITIES/ ESSENTIAL FUNCTIONS

 Ensure that the Community Action Partnership (the Partnership) operates its current programs and federal grants at a high quality level.  Develop new resources and seek new funding and partnership opportunities. Opportunities such as the development and oversight of the CDFI  Manage and lead the Partnership in fiscal responsibility, and ensure that timely and accurate financial reports are submitted to the national Board of Directors (Board), as well as funding sources.  Provide oversight for federal training and technical assistance grants.  Implement a Community Action brand marketing strategy to promote Community Action Agencies (CAAs) and poverty elimination messages at the national, regional and state levels; serve as a spokesperson on these issues.  Support CAA members and state associations by speaking at national and state conferences, training sessions, conference calls, and other communication and resource development opportunities.  Under the guidance of the Board, develop a public policy agenda and advocate for public policies designed to strengthen low income families and the Community Action network that serves them.  Participate in meetings and advocacy events with affinity groups, federal agencies, Congressional and Presidential staff, the media, funding sources, and others to support the Partnership’s public policy agenda.  Assist the Board in developing and implementing strategic plans and policies.  Serve as a liaison for the Board and its committees, or appropriately delegate to key staff.  Represent the Partnership on a variety of boards, taskforces, and panels that deal with relevant issues affecting low income Americans.  Supervise Partnership as directed by the Board and performs executive administrative functions, including contracts, fiscal review and signatory duties, communications review and decision-making, Board reporting and other internal tasks.  Write and assist with writing proposals, requests for funding, and negotiated agreements that could result in funding with current and potential corporate, nonprofit, government funding sources.  Serve as Chief Executive Officer of Community Development Financial Institution (CDFI)

OTHER DUTIES AND RESPONSIBILITIES  Attend to and satisfy the realistic demands and contingencies of a national membership base.  Serve on other high profile boards and committees in the Washington, D.C., region.  Performs other duties as assigned by the Board of Directors.

SUPERVISORY RESPONSIBILITIES Directly supervises the Chief Administrative Officer, Controller, Director of Training & Technical Assistance, and Director of Community Economic Development. Provides oversight to the Partnership staff.

President & CEO November 2012 QUALIFICATIONS To execute this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required:

 Expert knowledge of the principles of association management, public policy and advocacy, and fund/resource development.  Expert knowledge of federal and state policy and regulations governing low income/poverty fighting programs, and community block grants.  Ability to build and grow mutually beneficial relationships across industries, party lines, and geographies.  Exceptional public speaking and group communication skills.  Excellent oral and written communication skills.  Excellent multi-tasking and decision-making skills.  Excellent interpersonal skills and high ethical standards.  Demonstrated experience in: o Leadership, governance, and 501(c)3 association management. o Public policy platform development, advocacy, and fund raising. o Media and government relations  Sensitivity to diverse cultures, races, and low-income family situations.  Ability to lead a team to effective day-to-day operations and measurable outcomes.  Ability to think strategically, to implement innovative ideas, and to be a driver of Partnership and member goals.

Minimum ten (10) years of experience in an executive leadership role for nonprofits or associations. Fund/resource development focus strongly preferred. Minimum four-year Bachelor of Arts or Sciences degree in business, public administration, social work, or a related field of study.

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions:  The noise level in the regular work environment is usually moderate.  The ability to travel for activities such as meetings, events, and speaking engagements in and out of the area.  Must be able to travel by air as needed to attend training, conferences, and related activities.  Regular overnight travel is required approximately 35% of the time.
