School Site Council Meeting Minutes

December 17, 2013

Members Present:

After beginning the meeting it was established that the group needed to determine officers: Chairperson, Vice-Chairperson, and Secretary.

Chairperson: a secret ballot vote was held and counted by Mrs. Haga. Mr. Becerra is the Chair.

Vice Chairperson: through secret ballot counted by Mrs. Haga, Ms. Ballard is the Vice Chair.

Secretary: Mrs. Downer was approved as Secretary.

For ease and simplicity, it was determined that in the future there will be a written agenda for meetings. Also, meeting dates were changed to the third Tuesday of each month at 3:15.

The group then approved the by-laws.

In regards to the by-laws, there was a need to select people who would serve a one-year term instead of two. The results are as follows:

Teachers: Ms. Ballard and Mrs. Downer

Students: Edgar Gonzalez

Parents: Jane Dodd and Dorothy Covington Afterwards, Dr. Wagner shared the SPSA (School Plan for Student Achievement). He explained the document is living and therefore can be changed. The document includes data and an explanation of how funding will be allocated for the site.

Specifically, the group reviewed and discussed the need for two aides to service low ELLs. Furthermore, the group learned about APEX and the need for it. APEX is an online program designed for credit recovery. The cost is $250 per license per year.

Other topics of discussion included AVID, CAHSEE, and tutoring. AVID receives a lot of funding from the budget. While only some students are in the AVID elective, all students are benefitting as the strategies are implemented school-wide. There was some concern that non- AVID students may not get the opportunity to visit college campuses, but plans will be made to enable non-AVID students to go.

In regards to CAHSEE (graduation test), Dr. Wagner emphasized that students need to attain proficiency on the test, not just a “passing” score. The reason for this is college readiness.

To support all students RMHS will provide after school tutoring. Tutoring needs to be on a regular basis and paid.

Due to a change in state law regarding how funding gets to each site (LCFF, Local Control Funding Formula), the district has more control on how the money will be allocated. Mrs. Fogg will investigate and bring feedback about what is happening at the district level with surveys from parents.

A unanimous vote was given to approve the SPSA. The board will approve in the next week.
