CHILDREN AND YOUNG PEOPLE

This theme is led by the Children’s Trust and Middlesbrough Learning Partnership.

Middlesbrough's vision for children and young people is to create an environment that raises their hopes, aspirations and achievement and that promotes pride through citizenship. The town’s children should grow up healthy, safe from harm, free from poverty and supported to achieve their full potential, enabling them to become active citizens of Middlesbrough.

Underpinning the vision is a set of principles that the partnership will uphold when developing and delivering services for children and young people, which are:

. Working and committing resources together to effectively deliver improved outcomes for children, young people and their families . Working in partnership with integrity, trusting each other in an open and honest manner, exercising moral courage in all that is done . Working together as equal partners, respecting and valuing each other's contributions . Involving young people as equals in the planning, development, commissioning and delivery of services . Developing creative new ideas to deliver a better future for children, young people and their families . Making services and learning opportunities available for all young people in the community that respond to their different needs . Through continuous improvement, developing the best and most effective services for children.

The Children and Young People's Strategic Plan for Middlesbrough brings together details of how the Children and Young People’s Strategic Partnership and Middlesbrough Learning Partnership, through a clear vision, will ensure improvements in the way services are delivered to children and young people in Middlesbrough, leading to better, more positive outcomes. It highlights some of the key issues facing children and young people in Middlesbrough and how, by working together, a big difference can be made.

The plan demonstrates that, through the examination of what the partnership does and what the children and young people of the town say, the partnership will be able to identify gaps in the current service provision, what needs to be done better and how to ensure improvements. In other words, it will identify what the problems are, what the partnership is going to do about them and what difference this will make for children and young people.

Middlesbrough has a long journey ahead of it, but has confidence that with the co-operation, collaboration and commitment of all the key partners and stakeholders a big difference can be made to improve the lives and prospects of children and young people in Middlesbrough.

Middlesbrough will continue to further develop its vision and principles over the coming year as part of the wider consultation with children, young people and their families.

The developing Children’s Trust recognises that children are the future of the town and will make up the next generations who will help ensure the success and prosperity of Middlesbrough. It is therefore important that the partnership invests in their development and creates an environment in which they can grow and prosper.

Middlesbrough Learning Partnership will continue to take the lead on the learning agenda in Middlesbrough and will focus on raising the participation and achievement of the town’s young people. It will support the Children and Young People’s Partnership by taking responsibility for the Enjoy and Achieve outcome of the Children and Young People’s Strategic Plan.

KEY PRIORITIES

The Local Area Agreement provides a vehicle to help reshape the way in which all the services for children, young people and families work together to achieve the vision for children and young people. The framework is consistent with the Every Child Matters outcomes framework. The Children and Young People's Strategic Plan identifies the issues that need to be addressed over the coming years. Below is a summary of the key priorities for children and young people in Middlesbrough.

Be Healthy . Ensure good physical, mental, emotional and sexual health of children and young people, by: - Reducing health inequalities across neighbourhoods

- Tackling childhood obesity - Improving mental health - Reducing teenage pregnancies - Reducing alcohol and drug misuse - Improving services for children with disabilities.

Stay Safe . Ensure that children and young people are kept safe from deliberate, neglectful or accidental harm, by: - Tackling hidden harm - Reducing youth offending - Better information sharing - Reducing bullying - Safeguarding children - Reducing accidental injuries - Tackling the impact of domestic violence.

Enjoy and Achieve . Enable children to enjoy and fully participate at school and in registered childcare settings to achieve their full potential, by: - Investing in early years - Tackling school absences and exclusions - Improving educational attainment - Raising aspirations and enhancing employability.

Make a Positive Contribution . Enable children and young people to contribute positively to their local community, by: - Providing a strong and equal voice - Creating positive images through the media - Encouraging contributions to the local community.

Achieve Economic Well-being

It is important for the Children’s Trust to gain an understanding of what the reality of life is like for children and young people living and growing up in Middlesbrough. Middlesbrough will continue to develop an understanding of what either helps or hinders the development of the town’s children and young people, by means of the regular review and analysis of information gathered either through dedicated research or simply by talking to children and young people and their families.

Because the priority objectives are the key issues that partners must make progress on over the next three years, they will form the basis of the Children and Learning element of Middlesbrough's Local Area Agreement. They will also be performance-managed through the Local Strategic Partnership via the Children and Young People’s Strategic Partnership. The tables at the end of this section set out the key indicators to be used to measure progress against these priority objectives. It also outlines how each priority objective will be funded.
