After moving to Myrtle Beach, he became a 24 Cub Scout with Pack 807, where he earned the highest award a boy 25 can win in Cub Scouts, the Arrow of Light; and 26 27 Whereas, in 2007, James joined Boy Scout Troop 396 in Murrells 28 Inlet, where he has remained to earn his Eagle Scout rank. On the 29 path to Eagle Scout, James has served as assistant patrol leader, 30 patrol leader, troop historian, and troop Leave No Trace guide. In 31 addition, he has earned fiftyfive merit badges and completed 32 several leadership and training courses, including Red Cross CPR, 33 Red Cross Wilderness First Aid, and National Youth Leadership 34 Training. He is currently a Leave No Trace trainer; and 35 36 Whereas, among his many other Scouting achievements, James has 37 attended Philmont Scout Ranch in New Mexico, where he and his 38 crew hiked eightyfive miles during a tenday trek; participated in a 39 nineday sailing expedition in the British Virgin Islands, during 40 which he and his crew commanded a fiftyonefoot sailboat; and 41 earned his God and Church Award; and 42

[4581] 2 1 Whereas, this energetic young man enjoys swimming, fishing, 2 camping, sailing, and electronics; and 3 4 Whereas, for his Eagle Scout service project, James built a 5 footbridge on the property of Belin Memorial United Methodist 6 Church in Murrells Inlet. The land beside the church’s Family 7 Life Center and adjacent to the outdoor chapel is divided by a 8 retention pond with only a small path running beside it to lead to 9 the other side of the property. Foot traffic had greatly eroded this 10 path almost down to the level of the pond. Always slippery and 11 muddy, the path had become a threat to safety, as well as to the 12 plant life surrounding the pond. Having successfully addressed the 13 problem with the footbridge he constructed, James increased the 14 bridge’s usefulness by adding lowvoltage lighting for evening 15 safety; and 16 17 Whereas, since the completion of James’s project, indigenous 18 vegetation already has started to reclaim the area along the eroded 19 path another benefit of his wellthoughtout enterprise; and 20 21 Whereas, the House of Representatives commends James for this 22 fine achievement, of which he may be justly proud. Now, 23 therefore, 24 25 Be it resolved by the House of Representatives: 26 27 That the members of the South Carolina House of Representatives, 28 by this resolution, congratulate James Philip Cutler II of Horry 29 County for achieving the elite rank of Eagle Scout and wish him 30 every success in all his future endeavors. 31 32 Be it further resolved that a copy of this resolution be provided to 33 James Cutler. 34 XX 35
