NOTICE TO CONSULTANTS REQUEST FOR QUALIFICATIONS

Architectural consultant services are required for project No. 2014-829, On Call Architect for Bellingham Technical College and Whatcom Community College located in Bellingham, Washington.

The on call consultant services are anticipated for the 2013-15 biennium (July 1, 2013 through June 30, 2015) and as may be extended to include a consecutive 24 month period.

Scope of Work Campus Architect (Bellingham)

At least two on-call firms will be selected to provide Architectural Services and by amendment to procure selected engineering design/construction administration services. The consultant’s services required for this work will consist of minor remodel and renovation work to existing facilities. The consultants must be able to provide responsive and complete services, beginning with design, continuing through bidding, contract administration and project closeout.

The selected firms will work with either or both of the colleges, at the option of the individual colleges. Both colleges have received funding for minor remodel and renovation work which total approximately $2,970,000 million. Depending on availability from other funding sources, additional capital projects may be added.

Projects include HVAC and firs alarm upgrades, building HVAC control improvements, roof repairs, minor program improvements, science lab conversions, computer lab conversions/remodel, classroom and office remodels, campus entrance signage and site improvements, and other projects not determined to date.

Selection Criteria

Firms will be considered for interviews based upon the following criteria categories, weighted as indicated: Qualifications of Key Personnel (100%); Previous Performance (100%); Relevant Experience (100%); Expressed Interest (50%); Geographic proximity and Responsiveness (100%). The state reserves the right to change the number of firms selected. Firms selected have no implied guarantee of a minimum number of projects or amount of fees to be earned during the 2013-15 biennium.

Members of interviewing project teams are expected to have read and be familiar with the State of Washington forms and publications found at: http://www.des.wa.gov/services/facilities/Construction/Pages/default.aspx including Conditions of the Agreement and Architect/Engineer Instruction for Doing Business with EAS.

Consultant services and fees shall be negotiated on the current Architectural/Engineering Fee Schedule for Washington State Public Works Building Projects.

Voluntary MWBE goals of 10% MBW and/or 6% WBE have been established for this agreement. Achievement of the goals is highly encouraged; however, no minimum level of MWBW participation will be required as a condition of the consultant selection. Minority and Women owned businesses are encouraged to apply. Prospective firms, if they have not already done so, are encouraged to contact the Office of Minority and Women Business Enterprises to develop and outreach plan for working with new businesses, small businesses and MWBE businesses.

Submittal Requirement

Submit six (6) copies of Statement of Qualifications with the project number and title clearly identified. Each set to include: Executive summary, Federal form SF330 Part 2 only, and any other pertinent data to assist the Selection Board in evaluating qualifications.

Only Submittals conforming to the following specifications will be considered:  8.5” x 11” vertical orientation  Cardstock front and back cover  30 sheet maximum, including federal Form 330 (part II only)  Submittals shall be comb, tape or spiral bound. No loose leaf or binder submittals will be accepted. Printing shall be 2-sided. Following an evaluation of these submittals, the consultant selection board will interview firms deemed to be the most highly qualified for the required service.
