Final Approved Minutes October 6, 2015, 3:30 – 5:00 p.m. EHS Building, Voigtman Seminar Room 413 (East End of Building)

I. Call to Order Chair, Scott Roberts, called the meeting to order at 3:34p.m.

II. Approval of Minutes: None

III. Chair Announcements: Allyson Hermann was welcomed to the committee as one of the Student Representatives for the upcoming year.

IV. Items of Old Business:

A. Membership of PESAR Chairs Meaghan McCollow and Scott Roberts reviewed the current committee membership and noted vacancies. After having recruited Allyson Hermann, there are still two college vacancies and a student representative vacancy to be filled. Members were encouraged to help in recruitment efforts to find representatives from the College of Science and Technology, the College of Communication and Fine Arts, and another Student Representative.

B. Admission Data Updated admission data from the September 15th Informal Meeting was reviewed with all committee members. The teacher education program still saw a decline in admission numbers during the fall 2015 admission cycle. There were 77 students ready for admission; 41 elementary, 36 secondary, and 2 Traverse City Campus Students. There are an additional 11 students that may be able to be admitted pending passing test results during the fall 2015 admission cycle. Follow up data was requested to see how many students were held back because of a 2.7 GPA. Program area admission will be distributed to departments soon.

Career Technical Education (CTE) Program While the CTE Program is growing in size, concern was raised that many of these students have still not passed the PRE. Suggestion was made to reach out to these students early on to make sure that they are making attempts at the test early on. Everything possible should be done in supporting theses students to help keep them in the program.

C. Conditional Admits PESAR Approved 10/21/2015 In follow up to the September 15th Informal Meeting, Shannon Ebner reported on her follow up efforts with the six students that had been conditionally admitted and not taken the PRE since 2014. Of these, one re-took the ACT in writing and received a score of 20, one received failing results from a September 2015 attempt but will be re-taking the test in October, one took the test last month and has not yet received results, two are signed up for the November 2015 test, and one has not yet responded to her follow up attempts.

Concern was raised as to the conditional admission policy not being beneficial or ethical for students. Several students were admitted under this policy, and still have not been able to pass the PRE. If we know that a student is not likely to ever pass the PRE, it may not be ethical to allow them to continue in the program. If they cannot pass the PRE prior to student teaching, they will have to be counseled into another degree path, and will have likely wasted time and money working towards a program that they were never likely to be successful in. Factors that have been somewhat successful in predicting a student’s ability to pass the PRE have been GPA and ACT Scores. The suggestion was made for students in the first tier of admission to take coursework that might be transferrable to other degree options during their freshman year in case they needed to transition to another option during their Sophomore year.

D. ENG 101 for Teachers Data from the September 15th Informal Meeting was reviewed with all committee members. Only two of the students that took the ENG 101T pilot have re-taken the writing portion of the PRE. Measuring the effectiveness of the course will be re-visited when more students have made attempts at the writing portion of the PRE.

V. Items of New Business: E. ACT Update Notification was recently received from the Michigan Department of Education that the writing portion of the ACT will no longer qualify for students as an alternative score to the writing portion of the PRE. This was due to changes that were made to the writing portion of the ACT. Some students had taken this prior to the notification being sent out, had passed the writing portion of the PRE, and are now not able to use their passing test results. MDE is currently working on a new scoring process for both the writing portion of the ACT as well as the possibility of using the SAT as an alternative PRE scoring measure.
