2009-2010 Minnesota State High School League (MSHSL) Membership:

“Resolved, that the Governing Board of Tracy School District #2904, County of Lyon, State of Minnesota, delegates the control, supervision, and regulation of interscholastic athletic and fine arts events (referred to in MN Statutes, Section 128C.01) to the Minnesota State High School League, and so hereby certifies to the State Commissioner of Education as provided for by Minnesota Statutes.

Further Resolved, that this Governing Board hereby adopts the Constitution, Bylaws, Rules, and Regulations of said league and all amendments thereto as the same as are published in the latest edition of the League’s Official Handbook, on file at the office of the school district or as appears on the League’s website, as the minimum standards governing participation in said League-sponsored activities, and that the administration and responsibility for determining student eligibility and for the supervision of such activities are assigned to the official representative identified by the Governing Board.”

Discussion/Action: Motion to approve the 2009-2010 Tracy Area Public Schools No. 2904 employee Health Insurance Plans are the $500 Deductable Revised Common Plan and the $2,900 Deductable Health Saving Plan (HSA). In addition, Tracy Area Public Schools No. 2904 offers a Medicare Supplement Plan for employees or past employees 65 years or older.

KKK. Discussion/Action: Motion to approve the attached 2009-2010 Tracy Area Public Schools No. 2904 and Westbrook/Walnut Grove School District No. 2898 (7-12) Wrestling Pairing Agreement.

Resolution for Establishing Combined Polling Places for Precincts for School District Elections to be held on the day of Statewide Elections:

Be it Resolved by the School Board of Independent School District No. 2904, State of Minnesota, as follows:

1. Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places for school district elections are those precincts or parts of precincts located within the boundaries of the school district which have been established by the cities or towns located in whole or in part within the school district. The board hereby confirms those precincts and polling places so established by those communities.

2. Pursuant to Minnesota Statutes, Section 205A.11, the board may establish a combined polling place for several precincts for school elections not held on the day of a statewide election. The following combined polling places are established to serve the precincts specified for all school district special and general elections not held on the same day as a statewide election:

Combined Polling Place: Currie Municipal Building, Currie MN “Education as a Lifestyle” 10 EOE “This combined polling place serves all territory in Independent School District No. 2904 located in Dovray, Mason, Murray Townships and the City of Currie, all of Murray County, Precinct 1;”

“This combined polling place serves all territory in Independent School District No. 2904 located in Amiret, Sodus, Clifton Townships and City of Amiret of Lyon County, Precinct 3;”

Combined Polling Place: Tracy Municipal Building, Tracy MN

“This combined polling place serves all territory in Independent School District No. 2904 located in Gales, Springdale Townships of Redwood County, Holly, and Shetek Townships of Murray County, Monroe Township and City of Tracy of Lyon County, Precinct 4.”

Combined Polling Place: Balaton School Facility, Balaton MN

“This combined polling place serves all territory in Independent School District No. 2904 located in Rock Lake, Shelburne, and Custer Townships of Lyon County, Skandia, and Lake Sarah Townships of Murray County, and City of Balaton of Lyon County, Precinct 5.”

3. Pursuant to Minnesota Statutes, Section 205A.09, the polling places will remain open for voting for school district elections held on the same days as a statewide election between the hours of 7:00 o’clock a.m. and 7:00 o’clock p.m.

4. The Clerk is directed to file certified copy of this resolution with the county auditors of each of the counties in which the school district is located in whole or in part.

PPP. Discussion/Action: Motion to approve the following resolution:

RESOLUTION FOR ESTABLISHING THE REDUCTION OF TRACY AREA PUBLIC SCHOOLS No. 2904 BOARD OF DIRECTORS FROM FOURTEEN (14) TO SEVEN (7) BY JANUARY 1, 2013.

1. The Tracy Area Public Schools No. 2904 School Board will be elected at large.

“Education as a Lifestyle” 11 EOE 2. When the Tracy Area Public Schools No. 2904 School Board reduction process is completed the reorganized district will have only seven school board members.

3. The reduction process will begin in 2010 with the termination of three board positions.

4. On January 1, 2011 there shall be only eleven (11) school board members.

5. The reduction process will continue in 2012 with the termination of four board positions.

6. On January 1, 2013 there shall be only seven school board members.

QQQ. Discussion/Action: Motion to approve the following resolution:

RESOLUTION FOR ESTABLISHING THE LEVY LEVEL OF FUNDING OF TRACY AREA PUBLIC SCHOOLS No. 2904.

1. The new consolidated district’s combined Referendum Authorization Levies Authority of the Tracy Area Public Schools No. 2904 shall be set at $700 per/pupil units for nine years, through 2018, with the adjusted inflation factor as allowed by the State of Minnesota.

2. This level of Referendum Authorization Levies Authority insures no tax increase due to this levy for Tracy Area Public Schools No. 2904 with the exception of the built in approved inflation factor during the balance of the life of this levy.

RRR. Discussion/Action: Motion to approve the attached 2009-2010 Tracy Area Public Schools No. 2904 Community Education Advisory Council Handbook.

SSS. Discussion/Action: Motion to approve the attached 2009-2010 Tracy Area Public Schools No. 2904 TMB Sports and Activities Handbook.

Discussion/Action: Motion to approve the Resolution approving the issuance of Aid Anticipation Certificates of Indebtedness not to exceed $2,328,000, Series 2009, approving U.S. Bank National Association, as Trustee for the Pool, and approving the Trust Agreement with U.S. Bank National Association, as Trustee for Tracy Area Public Schools No. 2904 during the 2009- 2010 school year.

“Education as a Lifestyle” 12 EOE UUU. Discussion/Action: Motion to pass the 2009-2010 Tracy Area Public Schools No. 2904 approval of having Balaton continue to be part of the Fulda, Murray County Central (MCC) ECFE Joint Powers Agreement.
