MINUTES OF THE WINDSOR LOCKS HOUSING AUTHORITY

Tuesday, June 7, 2011 7:00 P.M. 120/124 Southwest Avenue Windsor Locks, CT 06096

The Windsor Locks Housing Authority met in Regular Meeting Tuesday, June 7, 2011 at 120/124Southwest Avenue, Windsor Locks, CT, 06096 at 7:00 P.M., the date, time and place duly established for the holding of such meeting. The meeting was called to order at 6:55 P.M. by William Hamilton, Chairman.

ROLL CALL The following were present: William Hamilton, Chairman; Gary McGuire, Vice Chairman Commissioner; John Ferrari, Commissioner; Carl Philbrick, Commissioner, Sister Helen Ryan, Tenant Commissioner; and Jaimie Mantie, Executive Director.

MINUTES Gary McGuire, Vice Chairman Commissioner, made a motion to approve the minutes seconded by John Ferrari, Commissioner; to approve the minutes of the Tuesday, May 3, 2011 meeting as mailed, said minutes were approved unanimously.

PUBLIC INPUT

Joseph Foote, 124 Southwest Ave. Apt W14stated due to the recent tornado in Massachusetts, in the event of a weather emergency, can someone get access to the basement with a key. Jaimie Mantie, Executive Director stated that public officials, police, emergency/fire have access to the key that is stored in a lock box. Elizabeth Richard, 124 Southwest Ave. Apt N11, asked why access to the electric meters is in a locked area. Jaimie Mantie reported the area is locked because of past problems with tampering and abandoned items being stored. William Hamilton, Chairman asked about using the storage area for shelter during emergencies. Ms. Mantie reported the area is full of stored items and there is not enough room for all residents. Ms. Mantie stated the Fire Marshall wants to do an emergency drill with the residents. Joseph Foote, 124 Southwest Ave. Apt W14, stated due to a delay in timing of arrival of emergency officials in the event of a weather emergency a trusted person on site should have access to the basement key. Ms. Mantie reported there are lights in the basement, but no emergency lights for back up and no generator. William Hamilton, Chairman stated the senior center and the high school are buildings used for emergencies and they have generators. He asked if a special key, not a master key could be used.

Carl Philbrick, Commissioner asked if a combo key could be used, and the combination changed when necessary. Ms. Mantie stated she would do a current criminal back ground check on any resident that signs up for access to the key and she will talk to the civil preparedness about this matter. Elizabeth Richard, 124 Southwest Ave. Apt N1, stated that newspapers are being stolen, and would like a notice posted. Ms. Mantie stated she will send a letter to all residents about this matter. Candace Zagurski, 124 Southwest Ave. Apt N9, thanked the Housing Authority for the clothes line. She also asked about the outside water faucets for watering flowers. She stated several are not working, one is very difficult to turn and some need a special handle. Ms. Mantie stated she will have maintenance check on the faucets.

UNFINISHED BUSINESS

 Update on Hired Cleaning Company. Ms. Mantie, Executive Director stated they are working out great. On the first week they did a deep cleaning in the common areas and hallways. They are very efficient, organized, and professional. They notified residents they are able to do resident areas for cleaning on a budget, based on income levels.

 Update on Grove Street Siding Project. Ms. Mantie, Executive Director stated she will need to schedule a special board meeting this summer for acceptance of a contract when the bid proposals come in.

NEW BUSINESS

 13th Annual Conn-Nahro Convention & Exhibition. Jaimie Mantie, Executive Director reported on the upcoming Convention and is interested on sessions for Financials for Commissioners and Mobilization against Tobacco - Smoke-Free Housing. Ms. Mantie stated if a bill passes through the legislature, then a covered enclosed heated area will have to be provided for smokers. Carl Philbrick, Commionissner asked if new residents are not allowed to smoke, and rights to evict residents for smoking. Mr. Philbrick asked about a non- refundable fee for smokers, to be used for cleaning when they leave.

 HUD REAC Inspection is scheduled for Wednesday, August 17, 2011. Ms. Mantie stated inspections are done at random at Grove St. and Chestnut St. there is one inspector who will inspect 15 apartments and common areas.

 William Hamilton, Chairman asked to go to Executive Session for the Discussion of Budget July 1, 2011 to June 30, 2012 at 7:30 P.M. Executive Session ended at 8:45P.M.

Voting on matter during Executive Session: Gary McGuire, Vice Chairman Commissioner made a motion to Approve the July 1, 2011 Budget, with the adjustment to the salary category; and seconded by Sister Helen Ryan, Tenant Commissioner. The motion was approved unanimously. Board Resolution: 273.

ADJOURNMENT

There being no further business to come before the meeting, upon a motion by John Ferrari, Commissioner; and seconded by Carl Philbrick, Commissioner; the meeting was adjourned at 8:49P.M.
